On the creation of the Office of Creative Industries

On the creation of the Office of Creative Industries
On February 11, the first and only Creative Industries Directorate in the republic was created in the city of Almaty. In 2019, Bakhytzhan Sagintayev announced the priorities of the City Development Strategy until 2050, where the creative economy has become one of the key areas. On January 29, a meeting of the Maslikhat was held, where the deputies supported the creation of a new Directorate.

Given the increased potential of the world's creative economy, the United Nations for Sustainable Development has declared 2021 the International Year of Creative Economy. At the same time, this year will also be held under the auspices of the creative industries in Moscow, and the creative economy is designated as one of the key areas of the City Development Strategy until 2025.

The department was created in a timely manner, taking into account the current trends in the development of the creative economy. World practice demonstrates the deep integration of creativity in all sectors of the economy, providing a rapid increase in added value, in the face of falling indicators of traditional areas of the economy.

The main mission of the new department will be the formation of a creative environment capable of preserving and increasing, creating and reproducing the best demanded practices in the field of creative industries; ensure high demand for goods and services of creative industries, developing creative spaces.

One of the main goals is to increase the export component of the intellectual product, which will become an important factor in strengthening the national currency.

The main tasks of the Office of Creative Industries were identified:

1. Improving the quality of services provided by cultural institutions through the introduction of information, educational, research technologies, advanced experience and practices.
2. Transformation of cultural institutions into modern multifunctional and client-oriented centers of socialization with recreational and entertainment components.
3. Creation of conditions for attracting private investment and alternative sources of financing, in order to develop infrastructure for culture and leisure.
4. Increasing the tourist, investment and cultural attractiveness of the city, integration into the world cultural space through the holding and promotion of "Event-brands", events and cultural products.

The development of the creative economy, as one of the fastest growing sectors in the world, can become a significant contribution to the growth of the GRP of Almaty for the next 3-5 years. The experience of developed countries shows a 10-fold increase in the share of GDP of the creative economy over the past 15 years. In some countries, the share of creative industries in the economy is equal to or greater than the share of traditional industries. For example, in the Italian economy, the share of agriculture (4.3% of GDP) is inferior to the share of production of enterprises in the creative sphere (4.9%).

In South Korea, the development of the creative industry began after the economic crisis in 1997 with the Hallyu, or K-Wave, a program for the dissemination of Korean culture (show business, fashion, TV series, films, pop music, video games, painting, cuisine and etc.).
As a result of the use of such a soft power tool, Korea actively exports various creative products to global markets. Korea is the seventh largest media and entertainment market in the world, and the country's export revenues from the creative industry exceeded $ 12 billion in 2019.

The creation of the Office of Creative Industries will contribute not only to the development of creative activity, it will have a beneficial effect on the influx of tourists to Almaty and the image of the country as a whole. These goals will be achieved by commercializing the creative sector, developing intellectual potential and scaling up creative production.
