Additional funds have been allocated for the Almaty city’s development due to economy and taxe’s overfulfilment

An investment’s volume has increased for 13% during the first quarter. A housing construction has increased for 34%, a retail trade has increased for 8.6%, an industry has increased for 4.5%, a construction has increased for 1.6%, and a communication has increased for 1.3% . The growth of tax income in the republican budget has been for 4% and it has been for 6% in the local budget more than the last year. Last year, the local budget’s revenue plan was outreached for 12.2 billion tenge and the republican budget for 102.6 billion tenge. At the same time, budgetary withdrawals has grown year by year. Considering that Almaty is the largest megapolis of the country and requires more investment, in 2017 budgetary withdrawals of the city are reduced.

So, in order to uprise the traffic capacity of the city's road network and to create the most comfortable conditions for public transport passengers, an additional 2.5 billions tenge will be alloted for an average repair of 95 km roads. New roads will be built for 2.4 billions tenge in the Algabas and Akbulak micro-districts of the Alatau District, the Kalkaman and the Altyn Alash micro-districts in the Nauryzbay District.

297 city buses of a new generation with the improved performance characteristics followed by service will be purchased for 11.5 billions tenge. In addition, 40 evacuators will be bought to supply an efficient operation of the parking system.

19.7 billions tenge are allocated for the city improvement. Work will begin in the Zhibek Zholy, Panfilov, Gogol, Kabanbai batyr streets, and the Astana square’s pedestrian areas’ development .Within the framework of the Jan Gale Concept, in 16 streets of each district will be an establishment of alleys, a landscape gardening, the bicycle paths, the children's playgrounds, the pedestrian crossings and "islands of security" in busy traffic areas.It is planned to repair the 6 squares, one park, one boulevard. Also, in order to increase the citizens comfort, it is planned to reconstruct and beautify 3 pedestrian zones along the streets of Tolebayev, Bayseitov and along the Esentai river embankment.

472 yard territories will be landscaped for 7.7 billions KZT. At the same time, it is planned to start work of 10 km of irrigation ditches and channels, the riverbed of the Big Karasu River and the hydraulic structure along the Small Almaty River during current repair. 200 millions tenge are allocated for the the cemetery’s infrastructure improvement in the Duman microdistrict of the Zhetysu district.

It is planned to allot additional 2.6 billions tenge to the social sphere. 207.6 millions KZT are allocated to education to increase the state order for the preschool education and raising the children in private gardens, work on optimizing the rooms in existing state kinder gardens and carry out the repair work to decrease the emergencies in 8 preschool institutions.

Additional 557,9 billions tenge are planned to allot to the healthcare sphere for 100% readiness of usage the compulsory social health insurance in 2018 ,and also for the acquisition of 2,148 computers and work on the elaboration of a PSD of a cancer center construction for 440 beds for at least 35,000 m2.

In the framework of supporting socially vulnerable layers of the population, it is planned to allocate KZT 1.8 billion. Thus, 7,000 people will have a short-term professional training, the projects "Small house" and "Self-residence center" for 65 beneficiaries and a day-time department for disabled children will be done. For 50 troubled families’ social support, a "Family and Child Support Center" will be established. For the purposes of rehabilitation and recovery of the children with disabilities, it is proposed to realize the pilot project "Child with the Future"., Additional financing for 758.5 millions tenge will be alloted to develop and support the sports potential of the city in 2017.

As a part of housing and communal services modernization, the change of elevator equipments in 64 houses, the elaboration of design and estimate documentation for the complex repair in 30 houses and the repair of the roof in 33 houses will provided with 896 millions tenge. It is planned to fund the construction of engineering networks for 1.9 billion tenge.

2.5 billion tenge is planned to be allocated to the security sphere. Within the framework of the environmental improvement’s complex plan, 10 units of gas analytical complexes will be bought to control the toxicity and the smoke levels of cars. In addition, it is planned to buy 7 units of special equipment and a mobile modular boiler house. In case of an emergency, it will provide the consumers with heat and prevent the unfreezing of heat networks.

At the end of next year the UN Regional Hub will be opened in Almaty, where will be 19 agencies and the representative offices of the international organization. According to it, 50 millions KZT will be allocated for the elaboration of design and estimate documentation in this year.

One of the priorities of the Almaty 2020 Development Program is a balanced development of all districts of the city . Thus, taking into account the clarification of the city budget for 2017 has amounted to 542.4 billions tenge.The development of budget has increased by 21 billions tenge in comparison with the previous year and it has been 163 billions tenge.
