A city without outskirts: measures to improve the quality of life in annexed territories were discussed in Almaty
On behalf of the akim of Almaty, Bakhytzhan Sagintayev, significant work has been accomplished in the Turksib region on the principle of a “City without outskirts”. The akim of Turksib district of Almaty Bakhytzhan Akzharov spoke about this in more detail today, at a reporting meeting with the population. During the three-hour live broadcast, more than 150 questions were received from the city residents, 80 of them were answered by the district akim. In 2021, the construction of an extension to school No. 170 is planned to be completed, along with a kindergarten in microdistrict Zhas Kanat, schools in microdistrict Kairat, a private school on Seifullin Avenue, seismic reinforcement of the Center for Social Adaptation of Children with Disabilities. A project is being developed for a kindergarten in microdistrict Zhas Kanat and the reconstruction of the building of the gymnasium school №59.
In 2020, an industrial park "Samruk Group" was opened in the region, the enterprise "Maslodel" expanded its production.
Water supply and sewerage
One of the important issues for residents of the Turksib district is the provision of drinking water and sewerage. Therefore, today, the construction of a water supply and sewerage system in microdistricts Kairat, Almerek and Nurshashkan, with a coverage of 2628 houses, is at the final stage. 3.5 km of pipes were replaced.
This year, microdistrict Almerek will be fully installed by engineering networks. An additional 569 houses.
Projects have been developed for the microdistricts Nizhnyaya Pyatiletka, Shuakty, Zhas Kanat, with the construction of a sewage pumping station, as well as Zakarpatskaya Street with a coverage of 8040 houses.
Renovation of courtyards and apartment buildings
400 yards have been renovated since 2016. Last year, major maintenance of 95 courtyards and current repairs of 115 courtyards were carried out. This year, current repairs of 155 more courtyards are planned to be carried out.
In 2020, five multi-apartment residential buildings were renovated. 119 facades were painted. In 2021, six apartment buildings are planned to be renovated.
There are 609 dilapidated houses in the area. To resolve this issue, three five-story apartment buildings are being commissioned, this year, on Moldagalieva St. The construction of two five-storey houses on Seifullin Avenue have begun.
Lighting and power supply
As part of the instruction of the akim of Almaty last year, about 614 streets and lanes of the district were illuminated. As of today, there are 89 sites left, work on which will be completed in the first quarter of this year. Thus, the streets of the district will be 100% illuminated.
After the completion of the construction of street lighting, work will continue to modernize the old dim lamps into LED lamps. Last year in the microdistricts Nurshashkan, Almerek, Kairat additional 4 transformer substations were installed.
A project is being developed to replace and modernize power supply lines in the microdistricts Nurshashkan, Almerek, Kairat, Shuakty.
Landscaping and park areas
Special attention was paid last year to the green fund and recreational areas of the district. More than 45 thousand trees were planted in the microdistricts Zhas Kanat, Almerek, RV-90. Today, the green fund is made up of more than 450 thousand trees, which makes the area one of the greenest in the city.
Last year, a public garden was opened in the microdistrict Zhas Kanat, the park on Ganibet street was reconstructed, the first stage of the park reconstruction was carried out near the Airport Lake.
In 2021, the second stage of the reconstruction of the park near the Airport Lake and the park in the microdistrict Mayak are planned to be implemented. Also, the issue of the reconstruction of the Seifullin square, the Airport, the House of Children's Art is being pursued.
In 2020, a pedestrian zone was built on the Sauranbaeva Street. In 2021, a similar pedestrian zone is planned in microdistrict Altai.
Children's and sports grounds
Taking into account last year, there are currently more than 300 sports grounds in the region. In addition to the arrangement of courtyard areas, special attention was paid to the construction of new children's and sports grounds in the private sector in the Mayak, Almerek, Nurshashkan, Nizhnyaya Pyatiletka microdistricts, along Polesskaya, Spasskaya, Mezhdunarodnaya, Akan Sery streets, etc.
In addition, more than 30 free sports sections with football and basketball coaches for children were organized. More than 40 sites are planned to be built in the private sector this year.
Improvement of river beds and elimination of flooded areas
Last year, work was carried out to eliminate 15 areas that were previously flooded during the period of heavy rainfall. In addition, the expansion and deepening of the Zharbulak riverbed began.
This year, a project is being developed for the construction of irrigation ditches on the 61st section of the district, and it is also planned to strengthen landslide-prone areas along Kostromskaya and Treneva streets, where more than 100 houses are located.
Road infrastructure
In 2020, 14 streets with a length of 9.8 km were repaired. 12.8 km of sidewalks were built along 10 streets, security islands were built on Suyunbai - Khmelnitsky Avenue and VAZ, an overhead pedestrian crossing was built on the Mailin St.
The construction of an interchange at the intersection of the Kuldzhinsky tract - Bukhtarminskaya continues.
This year, roads are planned to be built in the micro-districts of Nurshashkan, Almerek, Kairat. In addition, 25 streets of the district will be asphalted as part of a medium repair. In addition, 18 km of sidewalks will be built on 12 streets, and 50 new bus stops will be installed.
Social infrastructure
In order to reduce the shortage of places in 2020, a school was commissioned in the microdistrict Nurshashkan, annex to school # 61, kindergarten in the microdistrict Zhas-Kanat. Current repairs were carried out in 4 kindergartens and the major maintenance of nursery-kindergarten No. 86.
To ensure healthcare facilities within walking distance in 2020, a medical treatment center of the city polyclinic No. 32, a medical outpatient clinic in the 13th Military town, an additional building of the maternity hospital No. 4, and a branch of the city infectious diseases hospital were opened.
A design and budget documentation is being developed for the construction of a medical outpatient clinic in microdistrict Nurshashkan, and the construction of a polyclinic in microdistrict Kairat.
As part of supporting large families, the Isker Ana craft center was repaired, the Isker Ana store was opened to sell the goods of the craft center.
In 2020, 134 families received a grant of 200 monthly notional units to start their own business. An existing example is the sewing workshop in microdistrict Zhuldyz.
This year, four libraries have been repaired and the construction of sports and health centers are underway in the microdistricts Zhas-Kanat and Zhuldyz.
District economy
In general, by the end of 2020, there was a positive trend in the main indicators. The volume of industrial production increased by 5.7%, investments in fixed assets - by 13.2%, the volume of construction work - by 38%, 104 thousand square meters of housing were commissioned. More than 5100 new jobs have been created.
