Bayan Konirbayev, Head of the city's digitalization department, spoke about the implementation of digital projects in Almaty in 2020 and plans to develop the quality of digitalization during an online briefing at the site of the Republican Communication Service in Almaty.
It should be noted, that the outcomes of work in 2020 were summed up at the IT Council with the participation of the Akim of Almaty, Bakhytzhan Sagintayev and the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, Bagdat Musin.
“In 2020, some of the tasks were aimed at finding domestic suppliers of IT solutions in the fields of education and sports, as well as identifying the needs for automation in the sphere of housing and communal services,” said B. Konirbayev. As a result of the work of the IT Council, the Akim of Almaty and the head of the Ministry of Digital Development, Innovation and Aerospace Industry, signed a target plan for the formation of IT architecture in Almaty, developed jointly with the holding "Zerde".
According to the target plan for the education sector, 25 domestic IT companies, 17 educational platforms and 8 suppliers of equipment and software have been identified. In the field of sports, there are 9 domestic IT companies and 6 educational platforms that can be adapted to the tasks of sports. In the field of housing and communal services, the needs were identified for the implementation of a unified electronic document management system for all providers of utilities, and for updating data on homeowners by integrating with the relevant databases of other departments.
To implement the concept of a "Hearing State", services provided offline are planned to be digitalized, in particular, for people with disabilities. In 2021–2023, it is envisaged to modernize the project for collecting and processing open requests from residents on the principle “all requests are visible to everyone”, including the history and status of the request, response and the certified electronic signature of the responsible employee.
Mid-term initiatives of the “smart city” imply an increase in the coverage of “smart” meters, the introduction of an intelligent system for managing the energy efficiency of utilities, the creation of a “digital twin” of the city of Almaty.
Measures are also being taken to increase the level of involvement of the population and business in digital transformation processes, interaction with government agencies, attraction of direct investments in the IT sector of Almaty, the development of business angel clubs and international cooperation.
