Coordination council in the field of social protection of invalids was held in Almaty

Aigul Akhmetova, head of the employment and social programs department of Almaty, said that if in 2016 about 13,000 people with disabilities were provided with social support in the amount of KZT 2.1 billion, then in 2017 more than 22,000 people with limited 4.1 billion tenge was allocated.

"In the current year, for the first time due to the increase in allocated funds, it became possible to purchase technical supplements of the highest quality and cover a greater number of disabled people. In 2017, 958 German and Polish wheelchairs for the amount of more than 200 million tenge were purchased to provide 836 people with means of transportation. Modern surdo-typhlo-technical means have been purchased to provide more than 2 thousand people , it were 2543 pieces to the amount of 593 million tenge including laptops with software and spoken speech synthesis, reading machines, etc. All disabled people in the queue since 2012 will be provided with the necessary means," A.Akhmetova explained.

Particular attention is paid to the introduction of inclusive education in the city. Today, 36 children with special needs are trained on the basis of five schools, 17 children are raised in three kindergartens, and 276 students study in three schools. In 36 schools, there are classes of correctional and developmental training with the coverage of more than a thousand children, there are 7 offices of psychological and pedagogical correction, in which 877 children received help, as well as 4 psychological, medical and pedagogical consultations, where a total of 5,588 children were examined.

In May this year, the Resource Center for Inclusive Vocational Training and Social Adaptation of Persons with Special Educational Needs was opened. By the end of the year it is planned to cover more than 500 disabled people with measures to promote employment.

Work is underway to develop a network of small-capacity houses for independent living, the design capacity of which will assess the personal capabilities and rehabilitation potential of each disabled person, which in the future will create conditions for their integration into families. To open three Centers for 65 disabled people with mental disabilities allocated 60.7 million tenge and a room in Medeu district.

Conditions are created for the participation of disabled people in sports life. "Sports club" Almaty "is functioning for people with disabilities, where athletes with musculoskeletal injuries, vision and hearing are engaged in swimming, track and field athletics, football, freestyle wrestling, sitting volleyball, wheelchair tennis, etc. New sports facilities are built with regard to accessibility for persons with disabilities.

On the instructions of the head of the city, work has also begun on the adaptation of social and transport infrastructure facilities, parks and squares for disabled citizens. For example, in each district, places have already been identified for the installation of inclusive children's playgrounds, and the GATob named after Abay has already developed the project and started the corresponding work. In this work, according to the city’s governor, it is important to involve all social institutions and non-governmental organizations of the megacity.
