Additional funds are allocated in Almaty for the development of the city and the social needs of citizens

Today in Almaty positive dynamics of growth on all basic indicators remains. The growth of GRP for the first half of 2017 according to preliminary data was 3%. Retail trade grew by 6.8%, industry - by 4.7%, communication - by 4.9%, housing commissioning increased by 15.6%. In the same period last year, these sectors experienced a decline.

In the republican budget, taxes for 705.3 billion tenge were collected for 7 months, which is by 54.9 billion tenge more than in the previous year. The volume of investments amounted to 235.7 billion tenge with growth of 12.2%. The main growth is due to private investments with a share of 84%. This year, the volume of state investments in the economy has been increased from 139 billion to 160 billions tenge due to the local development budget, which increased by almost 101 billions tenge.

It is worth noting that in Almaty last year, the plan for revenues of the local budget for 12.2 billions tenge, the national budget for 102.6 billions tenge, was exceeded. At the same time, budgetary withdrawals grew from year to year. Considering that Almaty is the largest megapolis of the country and requires more investment, in 2017 budgetary withdrawals of the city are reduced.

Today one of the main problems in the field of education is the over-consolidation in classes. In this connection, it is planned to build an extension to the building of the school № 192 for 28.4 millions tenge. A PSD will be developed for an additional outbuilding for 600 places to gymnasium 138 for 5 millions tenge. In connection with the increase and lack of training places in the Almaty Humanitarian and Pedagogical College No. 2, it is planned to develop a design documentation for the construction of an additional annex for 500 pupils in the amount of 4.8 millions tenge

In the framework of one of the priority tasks for ensuring the safety of children, it is planned to seismically strengthen educational institutions. 8.5 million tenge will be allocated for the development of design estimates for the seismic strengthening of boarding school No. 9 for children with severe speech disorders. It should be noted that this year the construction and seismic reinforcement of 42 educational facilities are envisaged. Of these, 29 are put into operation this year.

To purchase educational literature for schoolchildren it is planned to allocate 528.2 millions tenge. In connection with the increase in the number of pupils in private kindergartens, 123 millions tenge will be allocated for the state educational order. Within the framework of the program of Productive Employment and Mass Entrepreneurship, KZT 166.7 millions are envisaged for youth practice of 1.5 thousand people.

In connection with the increase in the number of beneficiaries, up to 1 130 guarded in the centers of special social services for the purchase of food products will be allocated 51.1 millions tenge and 17.1 millions tenge for medicines. In the framework of social support, as well as due to the growth of the recipients, 144 wheelchairs will be purchased for KZT 43.8 millions, 57 hearing aids for KZT 3.8 million and provision of Invataxi services for KZT14.4 millions.

It is planned to carry out a number of comprehensive measures aimed at improving the quality and accessibility of medical services, based on the principles of patient orientation in work, which will be allocated an additional 1.2 billion tenge. For example, serious attention will be paid to improving the skills and retraining of personnel. 893.1 millions tenge were allocated for the purchase of 83 medical units and 1 freight elevator for the pathoanatomical bureau. 22.9 millions tenge has been allocated for the completion of seismic reinforcement works with rehabilitation works of 3 health facilities. It is worth noting that this year is under construction and repair of 18 health facilities with the commissioning of 10 sites before the end of the year.

For the development of housing and communal services it is planned to provide 3.8 billions tenge. Today, there is a lot of work to repair heat networks, water supply and sanitation, and electricity. With a view to developing the annexed territories to the city, it is planned to provide 2.8 billions tenge for external electricity supply of a residential area of 153 hectares in the South-Western part of the city. 6 millions tenge will be allocated for the completion of the development of design estimates for the construction of power supply networks of the connected settlements.

Within the framework of the program "Development of Regions 2020" for the modernization of engineering infrastructure and housing and communal services, 3,4 km of water supply and sewerage networks in microdistricts will be repaired. Dostyk for the amount of 130.4 millions tenge. It is planned to begin construction of water supply and sewage networks in microdistricts. Duman, Kalkaman-1,4 for 53.3 millions tenge, a boiler house for a special-purpose supply depot for the amount of 30 millions tenge.

Within the framework of the program of housing and communal services modernization, 58 houses will be repaired, including repair of the roof of 43 houses by 745 million tenge. 104 million tenge will be allocated for the construction of utility networks to the multi-storey complex "Sayaly-2" within the framework of the program "Nurly zher".

For the improvement of the city will be directed to 593.4 millions tenge. One of the most urgent issues is the arctic network of the city. It is planned to allocate 243.8 million tenge for the reconstruction of 5.9 km of the irrigation network and storm drainage. KZT 100 million was allocated for restoration works of outdoor lighting lines on dismantled lines of JSC "AJK". It is planned to conduct current repair of 5 underground pedestrian crossings on the city's main streets.

Taking into account the clarification of the budget, this year it is planned to create 43.2 thousand new jobs.

In general, Almaty’s executive committee continues to work to improve the comfort for residents and visitors of the city. This year the economy saved last year was financed by optimizing transport interchanges, construction sites and the Universiade, opening and construction of social facilities by the private sector for social responsibility and PPP, as well as saving on government purchases.

The city continues to work systematically to create comfortable conditions for citizens, the improvement of parks and squares, the reconstruction of pedestrian areas, the organization of bicycle paths, the dismantling of fences that protect the public space, etc.

So, work is under way on the development of pedestrian areas on the street. Zhibek Zholy, Panfilov, Gogol, Kabanbai batyr, "Astana" square with the creation of alleys, landscape gardening, bicycle paths, children's playgrounds, pedestrian crossings.

Until the end of the year, it is planned to repair and equip about 500 Almaty courts, 16 pedestrian zones will be equipped in each district of the city.

Repair of 146 km of roads, arrangement of 97 thousand square meters of sidewalks, construction of 15 km and reconstruction of 42 km of irrigation networks in 57 streets, as well as reconstruction of more than 32 km of heating networks. There is a laying of over 380 km of water supply and sewerage with the connection of more than 20 thousand houses. Work continues on punching the streets of Furmanov, Abay, the construction of three junctions and roads in new districts of the city.

A large-scale transport reform is being implemented. The transport payment card "Onai" was introduced, 1 million 300 thousand cards were sold. In 2016, 137 new buses were purchased. In addition to the 60 new buses purchased this year, another 300 new buses will be purchased by the end of the year. Separate bands for buses and trolleybuses will be brought to 100 km. The number of paid parking spaces is planned to reach 10 thousand seats. The construction of two more metro stations, the BRT line, is underway, preparations are under way for the introduction of LRT. In the city, a velocorridor is created from md. Orbit to the Green Bazaar. The number of bicycles will be brought to 200 stations with 1700 bicycles. Until the end of the year, 102 unregulated pedestrian crossings will be reconstructed with the organization of lighting at night.

188 km of roads are asphalted in the attached Nauryzbaysky district, 64 multi-apartment buildings are connected to the central heat supply. Two schools, 3 polyclinics were built, 33 kindergartens, as well as 17 sports and children's playgrounds were opened due to PPP. By the end of this year, 123 km of water pipes, 80 km of sewerage, and also in 2018, 135 km of electric networks will be built. Gas supply to the region is 100% guaranteed.

In order to eliminate the consequences of a large mudflow in 2015, along shore of the Kargaly river, shore protection with modern amenities has been completed, creating a new leisure center for the residents of the region.

According to the order of the Head of State for System Development of the Nauryzbaysky district, the buildings of the regional akimat and the department of internal affairs have already been commissioned. In the beginning of July, within the framework of the Tugangzher Program, a multifunctional polyclinic for 500 visits was launched at the expense of ZAO Elektrokabel LLP for the amount of KZT 1.2 billion. By September 1, a school for 1200 places will be opened, built by the private charity fund "Sabi" in the amount of 1.4 billion tenge.

Until the end of August, the construction of the buildings of the State Revenue, Justice, Court, Prosecutor's Office, Kazpost, the Bank, the center for the payment of pensions, as well as the PSC for 1,000 visits per day will be completed. Within the framework of the "Nurly zher" program, it is planned to build 21 multi-apartment houses for 1,500 apartments. 7 houses for 496 apartments will be introduced already in September this year.
