Singapore companies take part in the realization of the project «Smart city» in Almaty

During the meeting the main attention was paid to the interaction with the Agency of Ground Transport of Singapore where the discussion was about the best practice integration of transport system by the development of the city in general.

Today in Singapore high population density and according to the limited territory, it is focused on the development of public transport. Herewith there becomes more strict the condition of using the private cars by shortening the parking lot and the payment for the road’s use. In 2018 years Singapore plans utterly insert of zero rise of the private car numbers thanks to the recycling program. It concerns about the recycling of auto after 10 years and in the city there won’t be a new car until the recycling of other one.

«We now realize the large scale transport reform and we’ve arrived to use the experience of Singapore exactly in the smart decisions, which helps to improve the people’s living especially in the transport system. In Almaty , there every day moves more than 700000 cars by making the pressure for the city’s traffic. Nowadays we make the accent on the public transport. Till the end of the year there will be renewed the city’s bus park. There’s doing the preparation of the LRT project. There is being made the corridor of BRT. It is continued to construct the metro. There has been made the special bus’s line nearly for 100 km .Besides it, the parking lot is regulated and there are made the bicycle infrastructure and the pedestrian zone», mentioned B.Baibek.

The delegation of Almaty have also learnt the experience of the Agency of City Planning which works for the strategic planning,the elaboration of general plan and the control of Singapore building.

This year in Almaty there has been the modernization of the city’s infrastructure. By the priority of the pedestrian there has been reconstructed the third part of the historical center through making it more comfortable and familiar.

Instead of it, by the principle of polycentricity there develops the affiliated territory and each district has the attraction center. Nowadays The City Planning Council has the certain requisition such as the territory’s planting of greenery, building the children’s kinder-garden or school and the supply of suitable infrastructure.

«An important factor in the planning of city’s territory is the forecasting of population size. Can we provide all people with the qualitative houses and infrastructure in future? In order of it, it needs to condense the buildings and take into account the principle of polycentricity. It means that each district must have it’s own housing, the administrative center and the entertainment places. Besides it there is reconstructed the existing areas. According to our new conception, 90% of all houses must be not far half of km from the park. Singapore strategy is a green city, it means the city of gardens.», shared his opinion the Dean of the Academy Agency of city planning Se Ka Ping by mentioning the similarity approach of Almaty and Singapore.

It should be mentioned that In Almaty there is being made the preparation of the park’s reconstruction project and the squares. There is elaborated the strategy of greening the city. Next year in the city it is planned to reconstruct 15 parks and squares. A very serious reconstruction of the Almaty Botanic park is expected. With the purpose of introduction with the best practices of making and keeping the green zone, the delegation of Almaty went to the Botanic park of Singapore. It is one of the three parks which have been listed in the list of UNESCO’s world heritage.

During the meeting with the companies’ directors which are involved in the building sphere, inclusion of the technology and the engineering service, the governor of Almaty Bauyrzhan Baibek represented the investing potential of the cuty and told about the main realizing project’s infrastructure i.e. the construction of Bakad, the change of CHPP into gas , LRT project, the reconstruction of airport and etc.

«Nowadays we are realizing the program «Almaty-2020», it’s main priority is the ecology, the transport system, the healthcare, the issues of the security and the infrastructure development. We are actively doing the development of masterplan where the city’s economic potential’s development is concerned. The technology always changes and we want to use the projects that can really improve the standard of living of our citizen», mentioned the governor of Almaty.

According to the speech of the management chairman of the Morrow Architects and Planners Lew Tai Kera, Almaty and Singapore are similar in many cases, they have the same territory but one of them is surrounded by the sea and the second one is with the mountains. He mentioned that for increasing of the investment attraction it’s necessary to make the stable infrastructure improvement and his company was interested in the participation of making the master plan of Almaty. In his speech the vice-president ST Electronics Yao Shin Ji thinks that the tendency of stable city’s development suggests the decreasing of private transport, inclusion of the cashing system and the diversion of private transport.

In general, the businessmen have shown their interest in the realization of cooperative projects in the sphere of building, recycling MSW and the engineering communication.

As a result of the working visit there has been done a treaty, that the governmental agency of Singapore Cooperation Enterprise which makes the program and decisions for the foreign partners will help Almaty in the implementation of smart technology and it will make the assistance in the planning of effective city’s environment and in elaborating the masterplan of the city. Appropriate memorandum of partnership has been signed between the Development Center of Almaty, the Department of Architecture and City Planning of Almaty and Singapore Cooperation Enterprise.
