Bauyrzhan Baibek mentioned that in this year in our country there had been started a grand program of social reform. Five social initiative of the state’s head are being realized. Reflecting the interests of all the layers of population, they are directed to the cardinal improvement of citizen’s standard of living and to the strengthening of social unity of the society. To take care about each person is the main principle and it is also for the development program of Almaty till 2020.The basis of the programs are in the straight ways and measures of the support of youth, pensioners, large families.
«First of all we try to solve the problems of socially weak layers of the population. By the order of the Head of the State, there has been decreased the fee of the state kinder garden twice times. Within the framework of the adopted Youth Support Roadmap in Almaty, student hostels are being built, young families without a down payment receive a housing loan at 5%. But there is another category of citizens who need support. These are elderly people, who are more than 12% in Almaty today. In OECD countries, people aged 60 and over are no longer confined to a quiet pension, but live a full life. Our elderly people should feel their need, feel our attention. Therefore, this year in Almaty we will hold under the aegis of the support of the older generation," said Bauyrzhan Baibek.

According to the World Health Organization, the practice of involving pensioners in active life is the most effective tool for improving the quality and duration of their lives. Today in Almaty live 222 thousand pensioners or 12.5% of the total population of the city.
To develop the project "Active longevity", an analysis of the situation was carried out, including a sociological survey, international experience was studied, experts and NGOs were involved.
In the framework of the project, the center for active long living will be established, where a library, a fitness room for exercise therapy, therapeutic yoga and aerobics, chess rooms, togyzkumalak, dominoes, etc. will be equipped. The Center will provide computer literacy courses on a permanent basis, English, motivational seminars and master classes. Together with public associations, free legal, psychological, and medical consultations will be held weekly.

"Clubs on interests such as Scandinavian walking in parks and squares of the city, group visits to museums, theaters, exhibitions, etc. will be organized. An important part of effective implementation of the Roadmap is the involvement of young people and the continuity of generations, for which joint tours, games, events"- said the head of the Employment and Social Programs of Almaty Meirzhan Otinshiev.
For greater coverage of the population, social clubs based on communal and commercial property will be established. Any businessman can apply for the formation of a free social club, with which memoranda will be concluded for the systemic and transparent work. This year it is planned to open about 40 social clubs in all districts of the city.

To compensate for the accessibility of infrastructure such as paddling pools, gyms, dance studios, a social project has been developed that covers an average of 100 pensioners in each district of the city to provide weekly access to physical culture and sports.

"We also plan to implement the project Agro-crowd sourcing, which is an effective tool for agricultural tourism and has no analogues in the world. For the organization, a land plot of agricultural significance will be defined and an operator that organizes the basic infrastructure. Provision of planting stock and inventory is at the expense of the operator and private investors. When cultivating crops, the operator receives up to 30% of the harvested crop to cover the costs incurred, and 70% of the pensioner disposes of it independently or sells at the weekend fairs,"added the head of the Employment and Social Programs Department of Almaty.

Within the framework of the Roadmap, more than 100 cultural, sports and intellectual events are planned to be held this year in Almaty to involve pensioners in active life in all spheres of the city's activity. For example, "Talent Contest", photo exhibitions "My Favorite Alma-Ata", as well as a specialized job fair for pensioners.

Particular attention will be paid to the development of social tourism among the elderly. For this purpose, city and mountain tourist routes will be developed, ecotourism zones will be established, group trips will be organized, city walks on tourist sites, conducting master classes on tourism, etc.
During the discussion of the Roadmap project at the meeting of the Public Council, it was proposed to create a specialized Internet portal Ata-Apa.kz, where centrally there will be useful information for the elderly on social and state programs, the labor exchange, etc. For example, a pensioner who expressed a desire To provide tutor services at home, you can contact the Longevity Center by phone, leave your details.

In addition, it is planned to create a single Call-center, which will allow to organize a trust service and obtain information about social services and facilities. To improve the quality of social services provided to the population, social studies and regular questioning of the recipients of services will be conducted.
It is worth noting that today in Almaty there is much attention and support to the elderly. Annually 4 thousand pensioners receive sanatorium-resort permits. Social assistance is provided to 17,000 low-income pensioners, including more than 2,000 of them being assisted in paying for comsumption services. In public transport, pensioners by age have 50% perks for travel, and citizens over 75 years use public transport for free. Discounts up to 50% are valid in sports organizations.
