New methods of counteraction to corruption in the sphere of education were represented in Almaty

According to the speech of the agency’s director Alik Shpekbayev, in spite of the general tendency of decreasing the corruption level in the country, the education system has been affected significantly by the risk of corruption. Some questions of dividing the educational and scientific grants, the usage of budget means, the choice of the director’s stuff, the division of the categories and the loads of the educational organization’s workers, the absence of appearance and the analysis of the corruption risks and also the personal responsibility of the directors upon the employees for their corruption facts are still unclear.

«Nowadays in the condition of the country’s grand modernization, the first plan is for the development of human resource. It is the key condition for Kazakhstan’s entering to the list of the most competitive countries in the world. Thanks to the Head of the state, the latest 15 years share for the education was risen for 10 times. All these years took place the active integration of Kazakhstan to the international educational sphere. Instead of it, the sphere of education is under the highest corruptional risk. We think that the measures of corruption prevention will have a good support, including the people who are engaged in the sphere of education.», he said.

In his turn, the governor of Almaty Bauyrzhan Baibek mentioned that the effective realization of anti-corruption measures might be just if it’s in the condition of transparency, accountability, clarity of state branches and their active cooperation with the civil community.

«Nowadays there are all the necessary law instruments against corruption. By the decree of the Head of the state, there has been confirmed the anti-corruption strategy of the Republic of Kazakhstan. There has also been adopted such kind of important laws as “a counteraction to corruption” «a public council», «an information access». In it’s turn, our general task is to form a frankly thinking, a legal and a financial culture oriented to the rejection of corruption as the social manifestation, and also the uprooting of common corruption. It is the case that our citizens often come across, when they come to the state organizations. It might be the education, the health-care or the law enforcement agency’s organization. Therefore, this year 10 most actual services of the executive committee will be transformed into an electronic form by the principle of «paper-free», said Bauyrzhan Baibek.

By his speech, the usage of electronic queue for the kinder-garden, the schools and the housing makes the citizens to control the work of state organizations. It helps not to harm in these issues. The head of the city mentioned that within the framework of the program «Digital Kazakhstan»in Almaty, it is also planned to be fully changed into the form of «a paperless hospital».

It should be mentioned that last year for the acceleration and the up-rising of the state service quality, there was started it’s work a public reception of the executive committee «Open Almaty» and a law enforcement agency’s center. The process of having the permission for building and the inclusion to the communal nets were changed into an electronic form.

Within the framework of the battle against for “the shaded” economy in the city, there was used the cashless payment in the public transport and in the parking lot. During the usage of the system of «Onay» it was possible to open 50% of shaded income. The efficiency of it was that the budget income rose for 5 times.

In its turn, according to the local police service, this year there has been planned 100% provision of the tablets and the printers for the electronic form of protocol.

In that day the governor of Almaty Bauyrzhan Baibek and the chairperson of the state service agency and the anti-corruption Alik Shpekbayev got acquainted with the work of the country’s first project office for anti-corruption in the system of education «Sanaly urpak».

An opened office in the base of KazNU named after Al-Farabi plans to start a special methodical recommendation and a program for anti-corruption study. Besides it, nowadays there is being elaborated the system of insertion the university, the college rating for provision of academic clarity. The benchmark is for the supply of the academic clarity and the insertion of anti-corruption mechanisms for each type of education institution. There is being elaborated the system of evaluation the activities of the teachers for each category of education organizations.
