The small and medium-sized business (SMB) sector is a key element of the metropolis's economic system, ensuring sustainable development and the competitiveness of the city's economy. This was stated by Almaty's Akim (Mayor), Darkhan Satybaldy, during a briefing at the Central Communications Service.
In 2026, 66 billion tenge from the local budget is allocated for SMB support, which is 30% more than the current year. At the initiative of the Akim and with the support of Maslikhat deputies, the tax rate under the special tax regime has been reduced from 4% to 3%. To enhance production capacity, the launch of 39 small industrial parks with a total area of over 226,000 square meters is planned by the end of 2027, creating 4,800 jobs. The goal is to increase the SMB sector's contribution to the city's economy from the current 60% to 65% by 2030.
"The Head of State has instructed the launch of a new investment cycle with a priority on developing the manufacturing industry. Today, investor demand for placement in the Industrial Zone and the 'Park of Innovative Technologies' Special Economic Zone (SEZ) exceeds the available supply. In this regard, it is planned to expand the territory of the Industrial Zone by 634 hectares, expand the territory of the 'PIT' SEZ, and extend the term of benefits until 2050. For the period 2026–2028, the implementation of 165 investment projects totaling 2.3 trillion tenge is scheduled, which will give a powerful impetus to the city's socio-economic development. As a result, the export of manufacturing products will grow by 40% – to 7 billion dollars by 2030," said the Akim of Almaty.
