We are informing you that according to the anti-terrorist center of the Republic of Kazakhstan the critical level of terrorist threat has been announced on the territory of Almaty.

We are reminding you that according to the “Rules of organization and functioning of the state system of monitoring the information and warning the population about the threat of an act of terrorism”, when establishing the “red” level of terrorist threat (along with the measures with the introduction of the “yellow” and “orange” terrorist threat levels) the following conditions have to be fulfilled:

1) turning the relevant public health organizations to emergency rating;

2) creation of temporary accommodation for people displaced from the separate parts of the area and objects, in the case of the introduction of the legal regime of the antiterrorist operation; creation of safety areas of temporary accommodation for persons affected by the act (acts) of terrorism; organization of transportation of assets of life support to livelihoods (food, clothing, and other stuff);

3) taking immediate measures on rescue of people, protection of property left unattended, promoting the smooth operation of rescue services and formations.

It is also permitted to provide a personal inspection and examination of things and vehicles, as well as to temporarily limit or prohibit their movement. Also at this level it is allowed to freely enter into residential and other premises. Such measures as control of communications and other information transferred on channels of telecommunication systems may be taken. In addition, full mobilization and combat readiness of all forces of the security services can be provided, as well as increased custodial measures in the course of inspections at airports, sea and river ports, underground objects, railway stations, and bus stations with the use of special technical means.

In this connection, we are asking you to avoid places of mass congestion of people, to understand the necessity of security measures and actions of law-enforcement and special bodies, and to follow the instructions when establishing the “red” level of emergency.
