1.The general clause
- " youth policy Department of the Aktobe region" government agency is a state body of the Republic of Kazakhstan that provides guidance in the implementation of the state youth policy in the territory of the Aktobe region.

- " youth policy Department of the Aktobe region" government agency carries out its activities in accordance with the Constitution, acts of the President and Government of the Republic of Kazakhstan, other normative legal acts and this Clause.

2.Mission, main tasks, functions, rights of a state
agency
- The mission of the state institution "Department for youth policy of the Aktobe region" is to implement the state policy in the field of youth policy, aimed at supporting youth initiatives and youth organizations, developing creative, spiritual and physical opportunities for young people, forming strong skills of a healthy lifestyle and fostering civil and moral culture among young people.
- Tasks:
- Providing state support to young people;
- Identification of the level of satisfaction with the needs of young people in the socio-economic sphere;
- Implementation of a set of measures aimed at social protection of young people;
- Promoting a healthy lifestyle, strengthening the health of young people, and forming a health culture.
Functions:
- develops and submits for approval of the maslikhat of the Aktobe region programs for the implementation of the state youth policy;
- participates in the development of a state order in the field of state youth policy of the Republic of Kazakhstan;
- promotes employment of persons who have graduated from educational organizations that implement vocational training programs of technical and vocational education on the basis of a state educational order;
- provides organizations of the education and upbringing system with the necessary methodological and Advisory assistance in the field of state youth policy;
- carries out current, comprehensive monitoring in state and non-state institutions, enterprises, organizations (of any form of ownership) to determine the effectiveness of the implementation of the state youth policy and coordinate work on civil, moral and Patriotic education of the younger generation located in the territory of the Aktobe region;
- introduction to the achievements of world and national culture, study of the history, customs, traditions of the Kazakh people and ethnic groups living in the Republic;
- organization of information and propaganda and explanatory work on the implementation of the State youth policy of the Republic of Kazakhstan and civil and Patriotic education among the younger generation;
- participation in state regulation of processes occurring in the youth environment;
- coordination of activities of local state bodies in the field of youth policy;
- monitoring the activities of youth public associations and student organizations;
- development of recommendations and participation in the work to ensure internal political stability, consolidation of society, promotion and education of Kazakhstan's patriotism;
- participation in the work of the Akimat of the Aktobe region to improve the system of dissemination of information about the city and the Republic, the activities of government bodies in socio-political, economic, educational and other spheres of society;
- coordinate the implementation of information and propaganda work on civic and Patriotic education of young people in the urban media;
- implementation of the State youth policy in the framework of city, regional and national socio-political and cultural events;
- participation in the preparation of materials for the meetings of the Akimat of Aktobe region on the most important issues of youth policy and internal political life of society;
- providing organizational, Advisory, methodological and informational assistance to youth public associations and student organizations;
- interaction with youth public associations and student organizations, youth wings of political parties and national cultural centers, human rights, religious and other non-governmental organizations;
- participation in the preparation and holding of national and regional scientific and practical conferences, seminars and other events aimed at strengthening domestic political stability and democratizing political processes;
- interaction with law enforcement agencies and mass media within the scope of their competence;
- organization of scientific, methodological and research work on youth policy issues.
18.Rights:
- to request from state bodies and officials, other organizations and citizens information
necessary for the performance of their functions within the scope of their
competence;
- 2providing organizational, methodological, informational and other assistance to officials of state bodies that are responsible for issues related to the state youth policy, respect for the rights of young citizens, and other issues within the competence of the Department;
- develop and submit for approval normative legal acts on youth policy issues;
3.Organization of the state body's activities
- The leadership of the state institution "the Directorate of youth policy in Aktobe region" is the first head, who bears personal responsibility for performance assigned to state institution "Management concerning youth policy in Aktobe region" objectives and performance of its functions.
- The first head of the state institution "Department for youth policy of the Aktobe region" is appointed and dismissed by the akim of the region.
- The first head of the state institution "Department for youth policy of the Aktobe region" has deputies who are appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
- Powers of the first head of the state institution "Department for youth policy of the Aktobe region":
1) organizes the work of the Department and is fully responsible for its activities;
2) defines the responsibilities and degree of responsibility of the Department's employees;
3) appoint and dismiss employees of the Department and impose disciplinary penalties in accordance with the procedure established by law.
4) within the limits of its competence, issues orders that are mandatory for execution by employees of the Department and controls their execution;
5) approves regulations on Management departments;
6) within the limits of its competence, represents Management in state bodies and organizations in accordance with the current legislation;
7) make decisions on other issues within its competence;
8) is personally responsible for the measures taken to combat corruption in the Management.
Execution of the powers of the first head of the state institution "Department for youth policy of the Aktobe region" during his absence is carried out by a person who replaces him in accordance with the current legislation.
- The first head determines the powers of his deputies in accordance with the current legislation.
4.Property of the state body
- The state institution "Department for youth policy of the Aktobe region" may have separate property on the right of operational management, in cases stipulated by law.
The property of the state institution "Department for youth policy of the Aktobe region" is formed at the expense of property transferred to it by the owner, as well as property (including monetary income) acquired as a result of its own activities and other sources not prohibited by the legislation of the Republic of Kazakhstan.
- The property assigned to the state institution "Department for youth policy of the Aktobe region" belongs to communal property.
- The state institution "Department for youth policy of the Aktobe region" does not have the right to independently alienate or otherwise dispose of the property assigned to it and property acquired at the expense of funds issued to it under the financing plan, unless otherwise established by law.
- Reorganization and abolition of the state body
- The reorganization and abolition of the municipal institution "Department for youth policy of the Aktobe region" is carried out in accordance with the legislation of the Republic of Kazakhstan.
