A draft decision of the regional maslikhat "On amendments to the decision of the regional maslikhat dated June 5, 2013 № 122" on the rules for keeping and walking dogs and cats, catching and destroying stray dogs and cats in cities and other settlements of Aktobe region "is submitted for your consideration.
The regional veterinary department has developed a draft amendment to paragraph 23-4 of the rules in the following edition:
“Trapped stray dogs and cats (including purebred ones) are delivered to the temporary detention center until their ownership is identified. The term of keeping, the conditions for the transfer of ownership and the return to the owners of stray dogs and cats is regulated by article 246 of the civil code of the Republic of Kazakhstan. "
This clause of amendments is being considered in order to eliminate ambiguities and different understandings of legal norms, the timing of maintenance, the conditions for the transfer of ownership and the return to the owners of neglected animals to the norms established by article 246 of the civil code of the Republic of Kazakhstan.
Today, the main principle in the field of animal treatment is a humane attitude towards animals, the criterion of which is the welfare of animals within the framework of generally accepted ethical values, the protection of animals from cruel treatment, suffering and death.
