The regulatory legal act was adopted in accordance with article 35 of the Law of the Republic of Kazakhstan dated January 23, 2001 "On local government and self-government in the Republic of Kazakhstan", with subparagraph 4) of article 14 of the Law of the Republic of Kazakhstan dated December 8, 1993 "On the administrative-territorial structure of the Republic Kazakhstan".
This regulatory legal act does not provide for an increase in expenditures or a decrease in receipts of the republican or local budgets.
