What does the Ministry of Justice say?
According to the ministry, on May 27, Minister of Justice Azamat Eskarayev made a report at a meeting of the commission for the implementation of the state language policy under the government on the topic "on the problem of developing a law in the state language." In his report, the Minister of Justice noted that in order to further develop the Kazakh language in standard-setting activities, the task of working out the possibility of step-by-step legislative consolidation of the task of developing draft normative legal acts in the Kazakh language with ensuring their translation into Russian is envisaged.
Two directions in the language problem
- The Minister focused on two areas related to language issues. The first direction is to solve the problem of terminology. One of the requirements for the text of legislative acts is the sequence of terms. The terms approved by the Republican Terminology Commission are advisory in nature. Therefore, in practice, even after approval by the commission, disputes often arise between lawyers and philologists around the translation of the same term into different ones. Therefore, it is necessary to give the Kazakh terminological dictionaries an official status and make their application mandatory in the process of rulemaking, the Ministry of Justice reports.
The second direction is the adoption of appropriate organizational measures. To date, a pool of specialists in drafting bills in the state language has been formed, consisting of lawyers and scientists, and in the future it is necessary to involve these specialists in the process of drafting bills.
The Minister of Justice stressed the need to make extensive use of the capabilities of the state language, getting rid of the concept of "inflexible" in writing laws in the Kazakh language, correcting regulatory documents. He expressed confidence that in the future they will achieve clear results in joint work
