The Department of Onomastic Work and Analytics (hereinafter referred to as the Department) is a structural unit of the Department of Language Development of the Aktobe region.
The Department of Onomastic Work and Analytics in its activities is guided by the Constitution of the Republic of Kazakhstan, the "Administrative Procedural Code" of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan", Rules approved by the Decree of the Government of the Republic of Kazakhstan dated March 5, 1996. The structure and staffing of the department is approved by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

The main tasks, functions, rights and responsibilities of the onomastic Works and Analytics Department
Tasks:
Formation of an optimal onomastic situation in the territory of the region-organization of measures for the development of the national onomastic system;
Formation of a system of propaganda and explanatory work on the restoration of historical names, naming, renaming of settlements, rural districts, villages, cities of regional significance, administrative-territorial units.
Naming and renaming of objects of state property;
Coordinates the work on the implementation of Article 21 of the Law "On Languages in the Republic of Kazakhstan";
Functions:
Organizes the work of the regional onomastic commission, monitors the high-quality preparation of received proposals for naming, renaming objects, components in accordance with the requirements of legislation; sends them to the republican onomastic commission under the Government of the Republic of Kazakhstan;
Coordinates the achievement of performance indicators on the proportion of compliance with the principles of openness on the ordering of onomastic names in accordance with the Strategic Plan of the Ministry of Culture and Information of the Republic of Kazakhstan;
Participates in the study and analysis of the issues of ordering the names of administrative-territorial units, restoration of historical and geographical names;
Controls the use of the state language in the field of visual information, conducts methodological work in terms of the placement of details and visual information;
Conducts explanatory and propaganda work on the problems of onomastics in the media;
Carries out the production of periodical printed materials (magazine, bulletin, album, analytical materials, collections, etc.) on onomastics;
Conducts scientific and analytical, scientific and practical work on toponymic and accounting administrative-territorial units;
Organizes a set of measures to unify visual information, develops methodological collections;
Introduces names into the dictionary of toponyms according to the "Mekenzhai tirkelimi" system, provides methodological assistance;
Carries out departmental communication with the Public Service Center, the Real estate center, the regional Department of Statistics, the Registry Office Department, the Department of Justice, and other interested institutions;
Carries out scientific and analytical, scientific and practical support of work on toponymic and accounting administrative-territorial units of the region that are subject to change;
Prepares information, reports, collections to higher authorities on the main problems of the department;
Plans the work of the department, monitors and systematizes the implementation of the department's work plan;
In accordance with the requirements of the legislation, it provides high-quality preparation of proposals submitted to the meeting of the regional onomastic commission;
Organizes sociological research on the analysis of the situation in the field of onomastics, conducts monitoring;
Coordinates advisory and explanatory work on the competent writing of visual information;
Coordinates work on the issues of ordering the spelling of surnames, first names and patronymics of citizens of the Kazakh nationality of the Republic of Kazakhstan, organizes practical, methodological events, prepares responses to appeals, requests on this issue, issues certificates to the population;
Coordinates the achievement of the indicator on compliance with the principles of transparency in the ordering of onomastic names;
Collects information from city and district government agencies, prepares recommendations, maintains a database;
Coordinates work with non-governmental organizations on the work of the department;
Collects/provides recommendations on the design of visual information in public service areas, on transport in accordance with legal requirements, develops methodological materials;
Establishes close ties with advertising agencies and enterprises in the field of visual information;
Develops an action plan to prevent the facts of anti-corruption, develops information;
Controls the maintenance of the information system "Unified archive of electronic documents" E-archive;
In the interests of local government, performs other functions assigned to local executive bodies by the legislation of the Republic of Kazakhstan;
Within the framework of his functional duties, he conducts office work in accordance with the nomenclature of Management cases;
Controls the timely response to appeals, deputy requests and other documents received from citizens and legal entities;
Within its competence, it prepares information, certificates and performs other tasks within the authority of the department.
1) Rights and responsibilities:
1) Consideration of received proposals on the naming and renaming of administrative-territorial units, objects, and components in accordance with the requirements of the legislation;
2) Substantiation of compliance of the recommendation documents received by the Department with the procedure approved by the requirements of the legislation;
3) Request information and data for analysis, monitoring of work performed by the main function of the department; 4) Make adjustments to the transcription of the name of the settlement, other names based on the Instructions for translation into Russian in accordance with the linguistic norms of the Kazakh language.

5) The Department of Onomastic Works and Analytics, in order to implement its main goals and functions, has the appropriate powers in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, and other regulatory legal acts of the Republic of Kazakhstan.
6) The Department is headed by the head of the department, who is appointed and dismissed by the head of the Department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
7) The head of the department organizes and directs the work of the department and is personally responsible for the performance of the functions and tasks assigned to the department.
8) The head of the department provides the management with an idea of the staffing table, the structure of the department of onomastic work and analytics.
9) Documents sent to other structural units on behalf of the structural unit of the state body on issues within the competence of the structural unit are signed by the head of the structural unit, and in case of his absence - by the person replacing him.
