General provisions
The Department for Language Development and Coordination Work (hereinafter referred to as the Department) is a structural subdivision of the Department for the Development of Languages of the Aktobe region.
The structural unit is guided in its activities by the Constitution of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan dated July 11, 1997 "On Languages in the Republic of Kazakhstan", "The Concept of development of language policy in the Republic of Kazakhstan for 2023-2029", approved by Resolution of the Government of the Republic of Kazakhstan dated October 16, 2023 No. 914, others regulatory legal acts of the Republic of Kazakhstan regulating relations related to the state language policy.
The work on the development and coordination of languages, the staffing table, the structure of the department are approved by the founder of the department (authorized body) of the Department for the Development of languages of the Akimat of Aktobe region.

The main tasks, functions, rights and responsibilities of the Language Development and Coordination Department
Task:
Improving the efficiency of management activities;
1.1. modernization of the Kazakh language based on the alphabet with Latin graphics to ensure the full-fledged activity of the Kazakh language as the state language;
1.2. conducting a coordinated language policy aimed at improving language culture and developing language capital and increasing the share of content in the Kazakh language
1.3. implementation of a set of important measures aimed at the development of the state language and other languages;
1.4. control over the implementation of the Law of the Republic of Kazakhstan On Languages;
Functions:
Implements the concept of language policy development in the Republic of Kazakhstan for 2023-2029, coordinates the work;
Develops and submits for approval to the executive body a semi-annual schedule of preventive control over compliance by territorial divisions of central executive bodies and district executive bodies with the legislation of the Republic of Kazakhstan On languages, conducts preventive control, makes recommendations;
Analyzes the implementation of the action plan for the implementation of the Concept of Language Policy Development in the Republic of Kazakhstan for 2023-2029, coordinates the achievement of target indicators and performance indicators;
The President of Kazakhstan noted that "a fair Kazakhstan: for all of us and each of us. Ensures the implementation of the point of the action plan for the implementation of the election program "now and always" on encouraging the further development and practical application of the state language, while persistently resisting any kind of discrimination on a linguistic basis;
Participates in planning, makes suggestions on management issues;
Coordinates the organizational work necessary for the free and free study of the state language by the population of the region;
Participates in the regulation of public relations and issues arising in connection with the use of languages in state and non-state organizations;
Carries out the examination of normative legal acts submitted for approval in accordance with the requirements of legislation on issues related to the competence of the Department;
Makes proposals to improve the projects of the alphabet of the Kazakh language and spelling rules based on Latin graphics, conducts information and explanatory work, develops visual products, handouts;
Participates in the development of video tutorials, teaching aids, dictionaries and standard programs for the study of the state language and native languages by ethnic groups;
Forms a state social order in the direction of strengthening social harmony and national unity;
Coordinates work with non-governmental organizations; carries out work to stimulate the increase of prestige, relevance, and expansion of the scope of the state language;
Implements projects to promote trilingualism in the direction of developing the language capital of citizens;
Coordinates methodological and organizational support for representatives of the Kazakh diaspora abroad in learning their native language;
Coordinates sociological, analytical research work in order to study the current language situation in the region;
Prepares and publishes analytical materials on topical issues of the language sphere, participates in broadcasts and gives interviews;
Prepares and submits proposals to interested bodies on the main issues of the department, establishes interdepartmental communication;
Conducts explanatory work, provides methodological assistance to institutions, business entities, and the quasi-public sector in order to ensure that they comply with the requirements of language legislation;
Monitors the progress of projects implemented at the expense of budget programs commissioned by the department;
Develops a management work plan, monitors the implementation of planned activities, systematizes;
Coordinates the work, develops and implements a media plan aimed at increasing the share of Kazakh-language content in state-owned media;
Provides support to active citizens and volunteers in carrying out initiative projects aimed at supporting the Kazakh language through the mass media;
Publishes materials in periodicals, portals, social networks on topical issues of development and creation of the language environment, participates in the organization of television and radio broadcasting;
Interacts with the media on the implementation of language policy,
Carries out project activities within the framework of the implementation of strategic goals and objectives, coordinates the implementation of projects in the regional project office in relation to management;
Carries out work on translating office work in state bodies into the state language, analyzes the document management system in institutions on a quarterly basis;
Interacts with local executive bodies, various spheres of activity on the implementation of language policy, expanding the scope of the state language, summarizes proposals, ensures the implementation of work based on generalized proposals.
Conducts lectures, seminars, conferences and other events provided for by the state program for improving the level of linguistic culture;
Organizes events related to increasing the prestige of the state language, expanding the scope of application, improving language culture (seminars, conferences, lectures, festivals, meetings, promotions, etc.) ;
Promptly responds to appeals and letters, deputy requests and other documents from citizens and legal entities;
Conducts office work and forms documents in a timely manner in accordance with the nomenclature of management cases;
Carries out other activities within its competence;
Rights and responsibilities:
1) Preparation and holding of cultural events aimed at promoting and developing the state language, as well as interaction with other government agencies on this issue;
2) to make recommendations to the relevant authorities on the elimination of violations of the requirements established by the Law of the Republic of Kazakhstan On Languages;
3) to consider letters and appeals of the population in accordance with the established procedure;
4) receive and request information and materials from government agencies and institutions, departments, enterprises and officials within their competence;
5) make proposals for further improvement of the legislation of the Republic of Kazakhstan On languages, increase the effectiveness of the state language policy, expand the scope of the state language.
Organization of the activities of the Language Development and Coordination Department
6) the Department of Language Development and Coordination work for the implementation of its main goals and functions has the appropriate powers in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, and other normative legal acts of the Republic of Kazakhstan.
7) the department is headed by the head of the department, who is appointed and dismissed by the head of the department in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
8) the head of the department organizes and directs the work of the department and is personally responsible for the performance of the functions and tasks assigned to the department.
9) the head of the department provides the management with an idea of the staffing table, the structure of the language development department and coordination work.
10) documents sent to other structural subdivisions on behalf of a structural subdivision of a state body on issues within the competence of a structural subdivision shall be signed by the head of the structural subdivision, and in case of his absence by a person replacing him.
