The results of the work of the Department of onomastic works and analysis for 2023
In the region there is 1 city of regional significance, 12 districts, 7 cities of regional significance, 136 rural districts, 359 villages, 4764 constituent parts, of which 3834 streets). 3834 street names registered in the region:
– 1320 (34.4%) - traditional place names (Nauryz, Dostyk, Birlik, Bozkaragan, Kokzhar, Vulture, etc.);
– 1815 (47.3%) - names of historical figures (Abulkhair Khan, Zhankozha batyr, Karagul batyr, Y. Altynsarin, D. Kunaev, A. Moldagulova, M. Mametova, etc.);
– 699 (18.3%) - having no toponymic baggage (heritage, object, green, education, teachers) and not particularly well-known names (Kazkeev, E. Saginov, G. Zhanesov, Sergazy, K. Abdrakhmanov, D. Kuzmenko, S. Yesengaliev, Bukteev T. S.) are given.
In the region, the names and renaming of settlements, constituent parts of settlements, objects owned by the state, the list of "historical persons", "geographical names" approved by the Republican Onomastic Commission under the Government of the Republic of Kazakhstan, agreed with the Administration of the President of the Republic of Kazakhstan, the roadmap for 2022-2025, methodological recommendations for the organization are taken as a basis onomastic work in the Republic of Kazakhstan.
Akimat of Aktobe region dated June 9, 2023
Resolution No. 154 and decision of the maslikhat of Aktobe region dated June 9, 2023 No. 32 in 1 microdistrict of Aktobe (West-1,2 – Golden Horde), 19 residential areas (Zhanakonys-3 – Sulutor, Zhanakonys-5 – Arman, Fraternities-3-Baykadam, Fraternities - 5-Kokzhide, Sazy-3 - Impulse, Reason – Mind.), 39 unnamed street (Gabiden Mustafin, Kadyr Mirza more, Tumanbai Moldagaliev, Yesenbai Duisenbaevich, Sapura Matenovna, Bopai madame, Sarke batyr, Maksot Kusainov, Utegen Turmagambetov, Nabi Zhaksybaev, Sary Batakovich, Aktogay, geologists, Aigolek, Saralzhyn, etc.), 2 Unnamed Avenue (Zhalantos batyr, Alash) with naming and ideologically outdated names 38 street (Moskovskaya Street-Sayym Balmukanov Street, Pervomayskaya Street-Iztaya Mambetova Street, Pozharsky Street-Otegen Turmagambetov Street, Snipersky Street-Nabi Zhaksybaev Street, Sovetskaya Street – Kazhigali Mukhanbetkalievich, Komsomolskaya Street-Bayan Batyr Street, Klenovaya Street-Uila Street).
These names were registered by the Department of Justice of the Aktobe region on June 16, 2023 No. 8362.
The regional onomastic commission received 9 proposals from districts (5 names for the Alginsky district, 4 names for the Mugalzhar district) for naming unnamed components, all were given a positive conclusion.
Systematic work is underway in the region to return ideologically outdated names of settlements with the involvement of members of the onomastic commission under the akimat of the region, deputies of regional, city, district maslikhats, representatives of public organizations.
Work on renaming settlements with ideologically outdated names and their constituent parts is carried out on the basis of the roadmap for 2022-2025.
In 2022, based on the above-mentioned roadmap, 20 ideologically outdated components were renamed in the region, the task was completed by 100%.
In 2023, based on this roadmap, it was planned to rename 2 settlements, 52 constituent parts. Currently, in accordance with the instructions of the Head of State K. K. Tokayev, the work of the onomastic commission under the Akimat of the region has been suspended at the National Kurultai in Turkestan in connection with complex works. After completion of these works on the basis of the roadmap, the work will continue in accordance with the requirements of current legislation.
The ongoing work in the field of onomastics is posted on the website of the Akimat of the region and published on the social pages of the department on Facebook, Instagram, local newspapers Aktobe, Aktobe Bulletin. In the future, this work will be continued.
In order to ensure the correct design of texts in the state language on billboards and other signs of state bodies and various organizations in the region, a group consisting of members of the voluntary group "Memlekettik til – toregim", public activists, members of the Assembly of People of Kazakhstan, representatives of public organizations sympathetic to the language, systematically conducts explanatory work at business facilities, in particular places of public service. During the monitoring work, 4070 advertising texts were analyzed. The requirements of the legislation on the correction of 710 advertising texts in which a violation of the law on languages was committed were clarified, the owners of 52 trading houses, 23 indoor markets, 35 salons, 24 sports facilities, 53 restaurants, 30 cafes, 24 pharmacies, 53 car washes, repair centers, 52 grocery stores, clothing stores were provided with methodological assistance in competent and the meaningful design of billboards and props in accordance with linguistic norms.
In the course of the work carried out, there were no cases of aggravation of interethnic relations. In general, the socio-political situation and the language situation in the region are stable.
In addition, within the framework of the state social order of the department, in order to identify errors in visual information, provide methodological assistance in identifying language errors, and carry out corrective work of the Office "with us" in Aktobe and 12 districts, a seminar was held on the topic: "competent advertising is a manifestation of purity of language!". During the campaign, 2,347 advertising texts were analyzed and 1,290 incorrectly designed advertising texts were corrected.
In order to inform residents of the region about the work done within the framework of the project, in the program "Topical issue" of the local TV channel "Kazakhstan-Aktobe", in the regional newspapers "Aktobe", "Ana tili".
Videos have been prepared about the course of the actions, and questionnaires have been received from residents of the city on the use of the state language.
On October 20 of this year, a final meeting was held, organized by representatives of the Public Foundation. During the meeting, 5 owners of business facilities, recognized as the best according to the results of monitoring, were awarded the nominations "the most competent advertising", "best translation", "sharp eye", "Til Zhanashyry", "the best service provider in the state language".
The awardees were presented with letters of thanks and memorable gifts. The course of the event was broadcast on the local TV channel "Rika TV"
