Department of higher sports achievements and sports reserve
Rules
1. General provisions
1.1. the Department of higher sports achievements and sports reserve (hereinafter referred to as the Department) is a structural division Of the Department of physical culture and sports.
1.2. the Department is an integral part of the Department of physical culture and sports of the Aktobe region (hereinafter referred to as the Department) and develops Olympic sports. Coordinates the training of high-level athletes in Olympic sports and the activities of subordinate Management organizations.
1.3. the Department in its activities is guided by the regulations of the state institution "Department of physical culture and sports of the Aktobe region", this Regulation and other regulatory legal acts.
1.4. the structure and staffing of the Department is determined by the staff schedule of the Department of physical culture and sports.
1.5. the Department works with the work plan approved by the head of the State institution "Department of physical culture and sports of the Aktobe region".
2. main tasks, functions and rights of the Department
2.1. main tasks:
1) implements the state policy on Olympic sports in the field of physical culture and sports.
2) participates in the development and implementation of Olympic directions in the field of physical culture and sports by type of development.
3) organizes and conducts regional sports events in Olympic sports.
4) supervises and controls the work of regional children's and youth sports schools;
5) monitoring of Olympic sports, preparation of information (analytical reports on the performance of athletes, reserves, and expected results).
6) prepares national teams of the region in Olympic sports and ensures their participation in Championships, Cups, Championships of the Republic of Kazakhstan, complex events and other international and national competitions.
2.2. functions:
1) development of normative legal and other acts in the field of physical culture and sports of the region.
2) within its competence, participates in the development of information, advertising and publishing work in the field of sports, as well as organizes and conducts events to promote Olympic and sports movements.
3) take measures together with the authorized health authorities to protect the health of athletes in Olympic sports, provide them with pharmacological preparations, protein-glucose preparations and vitamins.
4) organizes the preparation of questions raised by the head of the Department at the meetings of the staff meeting, the Board.
5) exercise control over the implementation of regulatory legal and other acts adopted by higher state bodies and departments.
6) analyzes the development of Olympic sports in subordinate organizations and makes suggestions for improving this work.
7) coordinates with the Republican accredited sports federations technical specifications and technical tasks for the design of sports facilities for international and national competitions.
8) develop and approve the regional list of priority sports in the field of physical culture and sports in coordination with the regional authorized body.
9) timely familiarization of subordinate organizations with changes in the current legislation in the field of physical culture and sports.
10) organization of training, educational process and doping control in all regions of the region, coordination of development of a network of sports clubs, children's and youth sports schools, regional specialized boarding school-ESET Batyr Olympic reserve College, Olympic reserve training center and school of higher sports skills.
11) studies the needs of specialists in the field of physical culture and sports and prepares applications for their training in educational institutions of the relevant industry.
12) control over the activities of departmental organizations in the Olympic sport.
13) request necessary documents and reference materials from subordinate organizations.
2.3. right:
1) provide explanations in accordance with the procedure established by law on issues within the competence of the Department;
2) within its competence, prepare orders and other normative legal acts on issues of performance discipline, as well as submit official letters.
3) give instructions for monitoring the execution of orders of the head of the regional Department to conduct seminars, meetings and other events on issues within the competence of the Department.
4) Directors of regional and district children's and youth sports schools;
5) heads of city and district departments of physical culture and sports.
3. organization of the Department
3.1. the Department is headed by a head who is appointed and dismissed in accordance with the legislation of the Russian Federation On public service.
3.2. the head of the Department monitors the implementation of the tasks and functions assigned to the Department;
3.3. monitors the execution of documents received by the Department;
3.4. monitors the implementation of labor and performance discipline by employees of the Department;
3.5. monitors the execution of orders, orders and other legal acts of the head of the Department;
3.6. control over the execution of orders, orders of the Aktobe regional administration organization of work of the Department and departments in the field of physical culture and sports;
3.7. providing timely information in accordance with measures to ensure the highest sports achievements and in the sports reserve;
3.8. monitoring the implementation of the management calendar plan;
3.9. the head of the Department signs the documents in accordance with his / her competence;
3.10. encourages and imposes disciplinary penalties on employees of the Department;
3.11. makes changes to the position of the Department with additions;
3.12. requires the heads of the regional Department of physical culture and sports to assist in the implementation of the rights and obligations of employees;
3.13.duties of employees of Department on physical culture and sports on matters within the competence of the Department, are installed in accordance with the qualification requirements for the positions of administrative civil servants of corps "B", the ethical code of civil servants of Republic Kazakhstan(rules of office ethics of state servants), ethics in the public service.
