Department of mass and national sports development
Rules
1. General provisions
1.1. the Department for the development of mass and national sports (hereinafter referred to as the Department) is a structural division Of the Department of physical culture and sports.
1.2. the main activity of the Department is the development of mass and national sports among institutions in the field of physical culture and sports, regardless of their affiliation, providing leadership.
1.3. the Department in its activities is guided by the regulations of the state institution "Department of physical culture and sports of the Aktobe region", this Regulation and other regulatory legal acts.
1.4. the structure and staffing of the Department is determined by the staff schedule of the Department of physical culture and sports.
1.5. the Department works with the work plan approved by the head of the State institution "Department of physical culture and sports of the Aktobe region".
Main tasks, functions and rights of the Department
2.1. main tasks:
1) coordination of physical culture and sports activities among various categories of the population, disabled people, people with impaired health in order to develop children's and youth sports, improve the health of the population, form a healthy lifestyle, and organize active work based on the introduction of a scientifically based system of physical culture;
2) Collection and preparation of analytical information on the implementation of regional programs, instructions, data in accordance with state strategic documents, programs for improving physical culture and sports;
3) information support in the field of promotion of physical culture and sports, healthy lifestyle;
4) strengthening the material base of physical culture and sports, providing physical culture and sports institutions with sports equipment and sports clothing;
5) organization of work on the provision of public services by the Department.
6) preparation of analytical information, making proposals for the development of physical culture and sports in the districts;
8) development of mass and national sports;
9) prepares national teams of the region in mass and national sports and ensures their participation in Championships, Cups, Championships of the Republic of Kazakhstan, complex events and other international and national competitions.
10) management of the regional specialized children's and youth sports school for national sports;
11) systematic, cumulative monitoring and expertise in the development of mass and national sports;
12; development of sports among schoolchildren and students.
2.2. functions:
1) in accordance with the established procedure, develop and submit to the akimat of the Aktobe region draft normative legal acts on issues related to the competence of the Department;
2) participates in the development and implementation of regional programs for improving the health of the population by means of physical culture and sports;
3) monitors compliance with standards and regulations in the field of physical culture and sports;
4) carrying out work on the provision of public services, organization of internal control measures, preparation of reporting information, analysis, preparation of proposals.
5) awards certificates,diplomas, prizes and prizes to the winners of regional, national and international competitions held in the territory of the Aktobe region; promotes the expansion of international relations, participates in the development of international agreements (memoranda) in the field of physical culture and sports;
6) provides organizational and methodological assistance to regional bodies,regional sports federations in the organization of physical culture and sports work with the population;
7) together with interested organizations, conducts physical culture and sports work among the disabled,people with poor health, orphans, businesses and veterans.
8) provides scientific research in cooperation with interested organizations in the field of physical culture and sports;
9) organizes the collection and synthesis of state and industry statistical reports on physical culture and sports, prepares analytical materials on the development of the industry in the Aktobe region and sends them to interested organizations;
10) develop and implement the schedule of regional mass and sports events;
11) organize competitions on the territory of Aktobe region Committee for sports and physical culture of the Republic of Kazakhstan, the National Olympic Committee of the Republic of Kazakhstan, in accordance with established procedure of national and international competitions;
12) promote the development of a network of further education institutions fitness sports focus together with stakeholders in accordance with applicable law, the organization of their activities.
2.3. right:
1) provide explanations in accordance with the procedure established by law on issues within the competence of the Department;
2) within its competence, prepare orders and other normative legal acts on issues of performance discipline, as well as submit official letters.
3) give instructions for monitoring the execution of orders of the head of the regional Department to conduct seminars, meetings and other events on issues within the competence of the Department:
- Directors of regional and district youth sports schools;
- heads of city and district departments of physical culture and sports.
3. organization of the Department
3.1. the Department is headed by a head who is appointed and dismissed in accordance with the legislation of the Russian Federation On public service.
3.2. the head of the Department monitors the performance of tasks and functions assigned to the Department;
3.3. monitors the execution of documents received by the Department;
3.4. monitors the implementation of labor and performance discipline by employees of the Department;
3.5. monitors the execution of orders, orders and other legal acts of the head of the Department;
3.6. control over the execution of orders, orders of the Aktobe regional administration organization of work of the Department and departments in the field of physical culture and sports;
3.8. monitoring the implementation of the management calendar plan;
3.9. the head of the Department signs the documents in accordance with his / her competence;
3.10. encourages and imposes disciplinary penalties on employees of the Department;
3.11. makes changes to the position of the Department with additions;
3.12.duties of employees of Department on physical culture and sports on matters within t
