Report on the activities of the state institution" Department of coordination of employment and social programs of Aktobe region " on the provision of public services for 2020
On 15.04.2013, the law of the Republic of Kazakhstan No. 88-V "on public services"was adopted.
By the resolution of the Government of the Republic of Kazakhstan dated 18.09.2013 No. 983, the Register of Public Services was approved.
"Approved by the order of the minister of Health and social development of the Republic of Kazakhstan dated April 28, 2015 No. 279 ""on approval of standards of public services in the social and labor sphere"", including 18 public services provided by the bodies of employment and social programs of the region."
"On amendments to the order of the Minister of national economy of the Republic of Kazakhstan dated April 9, 2015 № 319" "on approval of standards of public services in the sphere of Housing and communal services" "Order of the Minister of national economy of the Republic of Kazakhstan dated September 10, 2015 № 635 approved another standard of public services ""assignment of housing assistance"", provided by the bodies of employment and social programs of the region."
For reference: in the law "on amendments and additions to some legislative acts of the Republic of Kazakhstan on the provision of Public Services" approved by the president of the Republic of Kazakhstan on November 25, 2019, the concept of "regulation of public services"was excluded.
In this regard, the resolution of the akimat of Aktobe region No. 101 dated March 12, 2020" on invalidation of certain resolutions of the akimat of Aktobe region " (included in the Register of state registration of normative legal acts No. 6872) was approved. 9 resolutions of the akimat of Aktobe region on the regulations of public services were canceled.
In accordance with the order of the Acting Minister of digital development, innovation and aerospace industry of the Republic of Kazakhstan dated January 31, 2020 No. 39/OD" on approval of the Register of public services " (registered with the Ministry of Justice of the Republic of Kazakhstan dated February 5, 2020 No. 19982), the bodies of employment and social programs provide 19 public services.
Service providers of public services are the bodies of employment and social programs - 17, the employment center – 2, the state Social Insurance Fund and its branches - 1.
You can also specify on an alternative basis:
- 14 public services through a state corporation ; ;
- through the e-government portal-13 public services ; ;
- Employment center-2 public services;
-bodies of employment and social programs-9 public services.
All public services are provided free of charge (except for the state service" issuance and/or extension of permits for employers to attract foreign labor " - paid / free of charge).
In order to ensure accessibility and awareness of service recipients about the procedure for the provision of public services, the departments and departments of employment and social programs of Aktobe and the region have equipped information stands, which contain standards for the provision of public services, the list of necessary documents and application forms, all necessary conditions have been created for the convenience of filling out application forms and submitting documents.
"On the official internet resource of the department in the Section" " public services "" there is complete and necessary information on the provision of public services, including standards, the Register of public services, the annual report on the provision of public services, contact phone numbers, the procedure for appealing against decisions, actions (omissions) of service providers and (or) their officials on the provision of public services, instructions for obtaining services through the web portal "" e-government ""and the GD ""e – licensing"", etc." posted on.
Since 2014, a ramp has been installed at the entrance to the administration building for people with disabilities. The built-in ramp, equipped with a call button, is ideal for entering people with disabilities and complies with construction regulations.
For reference: design and estimate documentation for major repairs of the department building in 2021 is being developed. During major repairs, certain works will be carried out, including for the convenience of disabled people.
The department provides 2 public services:
"Assignment or extension of oralman status»;
"Issuing and / or extending permits to employers to attract foreign labor".
In total, the department provided 1,682 public services in 2020, including:
- "Assignment or extension of oralman status" in 2020 - 66 public services were rendered, all of them 100% through the State Corporation (in paper form);
- "Issuing and (or) extending permits to employers to attract foreign labor" in 2020 - 1,616 public services were provided, all of which were provided in electronic format through the state database " IRS " and are 100%.
No complaints were registered from service recipients who violated the terms of consideration or were charged for the quality of Service.
On a regular basis, the Department's service providers conduct oral, telephone, consulting, and explanatory work.
