On approval of the rules for holding separate meetings of the local community of Bershugir rural district of Shalkar District of Aktobe region and the number of representatives of residents of villages to participate in the meeting of the local community
In accordance with paragraph 6 of Article 39-3 of the law of the Republic of Kazakhstan "on local public administration and self-government in the Republic of Kazakhstan", the resolution of the Government of the Republic of Kazakhstan dated October 18, 2013 No. 1106 "on approval of standard rules for holding separate meetings of the local community", the Shalkar district maslikhat decided:
1.approve the attached rules for holding separate meetings of the local community in Bershugir rural district of Shalkar District of Aktobe region in accordance with Annex 1 to this decision.
2.approve the number of representatives of residents of villages to participate in the meeting of the local community of Shalkar district-Bershugir rural district of Aktobe region in accordance with Annex 2 to this decision.
3.this decision shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for holding separate meetings of the local community of Bershugir rural district of Shalkar District of Aktobe region
1. General Provisions
1.these rules for holding separate meetings of the local community of Bershugir rural district of Shalkar District of Aktobe region were developed in accordance with paragraph 6 of Article 39-3 of the law of the Republic of Kazakhstan "on local public administration and self-government in the Republic of Kazakhstan", the resolution of the Government of the Republic of Kazakhstan dated October 18, 2013 No. 1106 "on approval of standard rules for holding separate meetings of the local community" and establish the procedure for holding separate meetings of the local community by residents of villages of Bershugir rural district.
2. The following basic concepts are used in these rules::
1) local community – a set of residents (members of the local community) residing in the territory of the relevant administrative-territorial unit, within the borders of which local self-government is carried out, its bodies are established and operate;
2) separate meeting of the local community–direct participation of residents of a rural district (members of the local community) in the election of Representatives to participate in the meeting of the local community.
2. procedure for holding separate meetings of the local community
3.for holding a separate meeting of the local community, the territory of the rural district is divided into sections (villages, streets).
4.at separate meetings of the local community, representatives of the local community in the number of no more than three people are elected to participate in the meeting.
5.a separate meeting of the local community is convened and organized by the Akim of Bershugir rural district.
6.the population of the local community is notified by the Akim of Bershugir rural district through the mass media or by other means no later than ten calendar days before the date of their holding by the Akim of Bershugir rural district of the time, place of convocation of separate meetings of the local community and the issues under discussion.
7.holding a separate meeting of the local community is organized by the Akim of Bershugir rural district.
If there are apartment buildings within a microdistrict or street, separate meetings of apartment buildings are not held.
8.prior to the opening of a separate meeting of the local community, registration of residents of the relevant village or street present and entitled to participate in it is carried out.
A separate meeting of the local community is considered to have taken place in this village, on the street, with the participation of at least ten percent of the population (members of the local community) who live and have the right to participate in it.
9.a separate meeting of the local community is opened by the mayor of Bershugir rural district or by a person authorized by him.
The chairman of a separate meeting of the local community is the mayor of bershugir rural district or a person authorized by him.
To draw up the minutes of a separate meeting of the local community, a secretary is elected by open voting.
10.candidates of representatives of rural residents to participate in the meeting of the local community are submitted separately by the participants of the meeting of the local community in accordance with the quantitative composition approved by the district maslikhat.
11.voting is conducted independently for each candidate in an open manner. The candidates who received the most votes of the participants of a separate meeting of the local community are considered elected.
12.at a separate meeting of the local community, a protocol is kept, which is signed by the chairman and secretary and submitted to the Office of the Akim of Bershugir rural district.
