In order to conduct an internal analysis of corruption risks, a working group was established by the order of the director of the institution No. 15 dated May 4, 2021 (amendments were made to Order No. 4 dated January 05, 2021), and an internal analysis of corruption risks was carried out in the institution from January to April 2021.
1. HR department:
According to the staffing table approved on January 5, 2021, the full-time number of KSU" Kogamdyk kelisim " was 84.5 units, as of May 07, 2021, the actual number of employees was 76 people, vacant positions – 8.5 full-time units:
- Press service expert - 1 full-time unit (temporary place);
- Work with ethno-cultural, public associations and cultural associations

From January to April, 4 employees were employed, 4 people were dismissed at their own request, including 1 person due to a change of residence and 1 person due to health reasons.
In the period from January to April, there were no employees who committed disciplinary offenses and were brought to disciplinary responsibility for corruption.
2. Public Procurement:
KSU" Kogamdyk kelisim "of the state institution" Department of internal policy of Aktobe region " in accordance with the approved annual public procurement plan for fiscal year 2021, as of April, 47 contracts were concluded.
Of these, 3 contracts by single source through direct conclusion of contracts with monopalists, 9 contracts by requesting price offers, 4 contracts by single source for unsold purchases, 1 contract by single source through direct conclusion of contracts, which is intellectual property, in accordance with subparagraphs 42-30 of Paragraph 3 of Article 39.
As a result of the analysis, in the course of Public Procurement, goods, works and services necessary for the activities of the complex are carried out in a transparent and transparent electronic form through the web portal of Public Procurement and there are no signs of corruption due to the inability to enter into any contact with the supplier.
Department of analysis and monitoring of the sphere of interethnic relations.
The purpose of the monitoring and analysis of the sphere of interethnic relations is to organize and coordinate scientific research on topical issues of ethnic policy. The main task of the service:
- research in the field of interethnic and interfaith relations, expert support of research work in the field of State ethnopolitics;
- Scientific and expert support of Republican and regional scientific conferences, round tables, etc. ;
- preparation and monitoring of analytical materials on interethnic and interfaith relations;
- development of proposals and recommendations on interethnic and interfaith relations;
-Expert and Scientific-Analytical Support of sessions of the assembly of people of Kazakhstan, meetings of the Assembly Council and other events.
- Performs other types of work within the competence of the service that meets the requirements of the legislation of the Republic of Kazakhstan and does not contradict the rules of the institution.
As well as with the scientific and expert group at the regional assembly named after K. Zhubanov. Arsu interacts with the Department of the Assembly of people of Kazakhstan. At its meetings, it hears reports of heads of internal policy of district akimats, representatives of local executive bodies on the ongoing work on the implementation of legislative acts of the Republic of Kazakhstan within its competence.
Coordinates the activities of the mass media and the implementation of the work of the councils of the APK: the work of the Council of public consent, the Council of mothers, the Council of elders "Birlik", the work of mediation and mass media.
The main activity of the department is the formation and support of a stable positive public opinion about the councils through cooperation with the media and the population, as well as about KSU "Kogamdyk kelisim" of the state institution "Department of internal policy of Aktobe region", assistance and organization of the councils ' activities in the region, coordination and participation in charity programs, actions of the councils, placement in the mass media (including in social media
The department conducts work on the organization of information support and coverage of the activities of KSU" Kogamdyk kelisim "of the state institution" Department of internal policy of Aktobe region", explains the policy carried out by state authorities and local self-government bodies through the media, interacts with the population, public organizations, participates in the preparation and conduct of events on patriotic and spiritual education of the younger generation, conducts public receptions for large and low-income families.
The department is engaged in the preparation of long-term, quarterly, monthly, as well as consolidated plans for the preparation and conduct of events, in addition to providing coverage of the ongoing events, the department interacts with the councils of districts on issues of its competence.
Mediation: currently, mediation offices have been opened in 12 districts of Aktobe region and work has been carried out with professional and non-professional mediators. In Irgiz, Baiganinsky, Kobda, Martuk, alga, and districts, cables are being opened for business mediators.
In Aktobe, mediation offices were opened in polyclinics No. 4 and schools No. 10, 23, 28, 37, 40, 63, 77, work was carried out in close cooperation with schoolchildren, young mediators were elected, and intra-school disputes were settled. Every year, on August 5, events are held in the city and all districts to celebrate the Republican day of meditation.
Work with ethno – cultural and public associations and organization of cultural events.
The department is a structural division of KSU" Kogamdyk kelisim "under the state institution" Department of internal policy of Aktobe region".
In its work, it is guided by the regulations of the institution and the law of the Republic of Kazakhstan "on the Assembly of people of Kazakhstan".
The work of the Department involves the interaction and coordination of the work of ethno-cultural and other public associations within the framework of the implementation of the state national policy in the field of interethnic relations, in particular, the organization, holding and participation in social and mass events of the Republic, region, city, districts in order to strengthen interethnic relations, events for mutual spiritual and cultural enrichment, strengthening mutual trust between representatives of different nationalities, fostering Kazakhstan's patriotism, supporting the languages and cultures of Kazakh ethnic groups, strengthening national unity, etc.
Within the framework of its competence, it requests and receives from representatives of ethno-cultural associations information and other materials and information necessary for its work.

Based on the results of the internal analysis of corruption risks for January – April 2021, no corruption risks were identified.
Within the framework of the anti-corruption policy, it was proposed to continue work to prevent violations of the requirements of the legislation of the Republic of Kazakhstan, and it was found that there are no corruption risks in the work of KSU "Kogamdyk kelisim" of the state institution "Department of internal policy of Aktobe region".
