"The state institution ""Department of architecture and urban planning of Aktobe region "" is an executive body authorized to perform the functions of state regulation of architectural and urban planning activities, to ensure the implementation of the requirements of legislation in the field of architectural, urban planning and construction activities, State building codes, standards, rules and regulations of urban planning documentation at all levels by all subjects of architectural and construction activities in the territory of Aktobe region."

Mission, main tasks, functions, rights and obligations of a state body.
The mission of the state institution" Department of architecture and urban planning of Aktobe region " is to develop architecture and urban planning to provide a favorable environment for the life and livelihood of the population of Aktobe region.
The main tasks of the department in the field of activity are the implementation of the state policy in the field of architectural and urban planning activities in the territory of the region, ensuring compliance with the norms of legislation on architectural, urban planning and construction activities, State Standards and other project documentation during urban development of the territory of the region, approved in accordance with the procedure established by law.
State institution" Department of architecture and urban planning of Aktobe region " in accordance with the legislation of the Republic of Kazakhstan performs the following functions::
1) conducts state policy in the field of architectural and urban planning activities in the territory of the region;;
2) coordinates activities on the implementation of a comprehensive scheme of urban planning (project of district planning of the region) or part of it in the territories, master plans of localities in the territory of the region approved in accordance with the established procedure;
3) submit a draft master plan of a city of regional significance with an estimated population of more than one hundred thousand inhabitants for consideration by the regional maslikhat for subsequent submission to the Government of the Republic of Kazakhstan for approval;
4) organizes the development and submission for approval to the Government of the Republic of Kazakhstan of projects of a comprehensive scheme of Urban Development (District planning projects of the region) on the territory of the region as part of programs of socio-economic development of the region approved by the regional maslikhat, as well as master plans of cities of regional significance with an estimated population of more than one hundred thousand inhabitants;
5) Submit for approval by the regional maslikhat comprehensive schemes of urban development for the territories of cities of regional significance and districts with an estimated population of up to one hundred inhabitants, as well as draft master plans for the development of cities of regional significance with an estimated population of up to one hundred thousand inhabitants, approved by city maslikhats;
6) organizes the development and timely adjustment of urban planning documentation, primarily master plans of cities and other settlements of the region;
7) the customer for the development of urban planning and other project documentation in accordance with the procedure established by law;
8) organizes and conducts competitions for carrying out work on the development of urban planning documentation;;
9) organizes and conducts a comprehensive urban planning examination of draft master plans of cities of regional significance with an estimated number of up to one hundred thousand inhabitants;;
10) approves draft master plans of cities of regional significance;;
11) ensures the quality and high ideological and artistic level of architecture in the process of development and reconstruction of cities and other settlements of Aktobe region;;
12) coordinates the activities of city and district departments of architecture and Urban Planning, provides them with organizational, methodological and other assistance on architectural and urban planning issues;
13) coordinate with the authorized state body for Architecture, Urban Planning and construction the territorial rules of development and improvement of territories;;
14) approval of the rules for the development of territories of cities and localities, rules for the maintenance and protection of green spaces, rules for the improvement of territories of cities and localities developed on the basis of standard rules approved by the authorized body for Architecture, Urban Planning and construction; ;
15) develops rules for assigning names and renaming components of a locality, establishing requirements for assigning serial numbers to land plots, buildings and structures on the territory of the region;
16) develops regulations on the procedure for registration and address structure in the address Register Information System; ";
17) provides maintenance and replenishment of the Information System" address register"";
18) creates and maintains the state urban planning cadastre at the regional level;
19) make proposals to the Akim of the region on establishing and changing the boundaries of administrative-territorial structures depending on the city-forming factor;
20) informs the population about the planned development of the territory or other urban development changes;
21) approves and implements urban planning projects (detailed planning projects, development projects) developed for the development of approved master plans of localities (integrated urban planning schemes, planning projects);
22) provides consolidation and maintenance of the regional fund of cartographic, topographic and urban planning materials and technical archive of management; ;
23) organizes the work of the advisory body-the Regional Urban Planning Council; ;
24) regulates the conduct of engineering surveys on the territory of localities;;
25) provides assistance in the creation of temporary creative teams of designers, their involvement in work on a contractual basis;
26) State Service" issuing a decision on the construction of religious buildings (structures) and determining their location "and State Service"issuing a decision on re-profiling (changing the functional purpose) of houses (buildings) into religious buildings (structures)".
In order to implement the main tasks and perform its functions, the Department has the right within its competence:
1) within the limits of its competence, it has the right to request and receive from the relevant state authorities, statistical authorities, organizations, institutions and enterprises and individuals, regardless of the form of ownership located in the subordinate territory, information necessary for the performance of the tasks assigned to the Department, as well as planned reporting data on issues falling within its competence.
2) together with local executive bodies and public organizations, architects of the Republic of Kazakhstan, organize competitions for the development of projects of centers of residential districts and localities, as well as individual buildings and structures, monuments and monuments that create a favorable environment for human life, including sketches of planning, construction, improvement;
3) submit proposals for consideration by the Akim of the region and the regional maslikhat on resolving issues falling within the competence of the Department;;
4) consideration of issues of formation and implementation of gender and family-demographic policy;
5) participation in the preparation of draft acts of the akimat and Akim of the region.
Tasks of the state institution" Department of architecture and urban planning of Aktobe region"":
1) ensuring compliance with the norms of legislation on architectural, urban planning and construction activities, State Standards and other project documentation for urban development of the territory of the region approved in accordance with the procedure established by law;
2) implementation of anti-corruption work within its competence;
3) implementation of tasks in the field of architectural and urban planning activities within the limits of the powers established by legislative acts of the Republic of Kazakhstan.
Organization of activities of a state body
Management of the state institution" Department of architecture and urban planning of Aktobe region "is carried out by the head, who is the chief architect of the region by position, who is personally responsible for the performance of the tasks assigned to the state institution" Department of architecture and urban planning of Aktobe region " and the implementation of its functions.
The head of the state institution" Department of architecture and urban planning of Aktobe region " is appointed and dismissed by the Akim of the region.
The head of the state institution" Department of architecture and urban planning of Aktobe region " has deputies who are appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
Powers of the head of the state institution" Department of architecture and urban planning of Aktobe region"":
1) approve the regulations on the Departments of the department, determine their functions and powers;
2) appoints and dismisses deputy heads, heads of departments, chief and leading specialists, employees who are not civil servants, takes incentive measures and imposes penalties on them;
