1. General Provisions
1. The commission on women's affairs and family and demographic policy under the akim of the district (hereinafter referred to as the Commission) is a consultative and advisory body under the akim of the district.

1) Strategy "Kazakhstan-2050": a new political course of an established state", the Concept of family and gender policy in the Republic of Kazakhstan until 2030 and recommendations for setting priorities for the family, equality of women and men in the framework of international treaties on family and gender equality , of which Kazakhstan is a participant, the formation and implementation of an integrated state policy formulation;
2) interaction with state bodies and civil society institutions on the protection of the interests of the family, the implementation of the United Nations Millennium Declaration, the Concept of Family and Gender Policy in the Republic of Kazakhstan until 2030;
3) analysis of the status of women and the family and demographic situation and the development of proposals and recommendations to state bodies on the main directions of gender and family and demographic policy in the Republic of Kazakhstan;
4) on:
achieving equal opportunities for women and men in the economic sphere, further development of entrepreneurship among women, increasing the competitiveness of women in the labor market;
create conditions for family members to combine work with household duties and raising children;
strengthening the institution of the family, achieving equal opportunities for women and men in family relations;
to develop a set of measures to preserve and improve the health of the population, including reproductive health, and improve living standards;
radically eradicate violence in the family and at the workplace and implement international experience in combating violence against men, women and children;
conducting scientific research in order to analyze the real state of gender education and enlightenment of the population, equality of opportunities for the family, women and men in the economic, social, political and cultural life of society, the formation of an information base;
assistance in improving the demographic situation;
5) consideration of proposals of state bodies, international organizations and public associations on issues within the competence of the commission, preparation of relevant recommendations on them to the President of the Republic of Kazakhstan;
6) development of recommendations and proposals for the head of state to ensure that officials of state bodies comply with the requirements of the legislation of the Republic of Kazakhstan on family and gender equality;
7) interaction with the media in order to more fully reflect aspects of the state of the family and gender equality in Kazakhstan;
8) consideration of citizens' appeals, media reports related to family issues, non-compliance with gender equality;
9) participation in the development of concepts, state and sectoral (sectoral) programs on women, family and demography;
3. Powers of the Commission
The Commission within its competence:
1) hear at their meetings the heads of state bodies, central and local executive bodies;
2) request and receive from state bodies, organizations and officials the necessary documents, materials and information;
3) require the heads of the relevant state bodies to conduct inspections and official investigations into violations of the law relating to issues of gender equality, family and demography;
4) make proposals on draft acts of the oblast akimat and akim of the district, affecting issues of gender equality, family and demography;
5) involve in the consideration of issues within the competence of the Commission, employees of state bodies, as well as members of the public with prestigious and professional training as freelance experts to participate in the preparation of commission meetings, the development of programs and the conduct of inspections;
6) coordinate the activities of commissions under the akim of the district and the akim of the city, rural district, hear reports on their activities;
7) to promote the promotion of women's candidates for leadership positions.
4. Meetings of the Commission shall be considered valid if at least half of the total number of members of the Commission participate in them.
5. The commission makes a decision by a simple majority of votes from the number of members participating in the meeting. In case of equality of votes, the chairman's vote is decisive.
6. Decisions of the commission are documented in protocols.
7. Chairman of the commission:
1) submits proposals on the independent composition of the Commission for consideration by the akim of the district;
2) organize the activities of the Commission and manage it;
3) forms the agenda of the commission meetings;
4) convene and preside over meetings of the Commission.
5) in the absence of the chairman of the commission, the meeting is chaired by one of the deputy chairmen of the commission;
6) appoints a speaker on a specific issue for consideration at a meeting of the Commission from among the members of the Commission;
7) regularly reports on the results of the work of the Commission to the akim of the region and the chairman of the National Commission for Women, Family and Demographic Policy under the President of the Republic of Kazakhstan;
8) In the absence of the chairman of the commission, one of the deputy chairmen of the commission signs the documents, recommendations and conclusions of the commission.
8. Secretary of the Commission:
1) prepares the agenda of the meeting of the commission;
2) interferes with the implementation of the protocol of the commission;
3) Coordinates the work of the members of the commission and the specialists involved in its activities.
Members of the Commission participate in the meetings of the Commission without the right to change.
5. Exclusion of commission activities
Information-analytical and organizational support for the activities of the commission is carried out by the apparatus of the district akim.
