The Public Council of the Irgiz District was guided by the Law of the Republic of Kazakhstan dated November 2, 2015 No. 8383 “On Public Councils”, the regulations of the council and the work plan for 2021.
In 2021, 9 meetings of the Public Council were held on various issues, 26 issues were considered at the meeting of the council.
1. On January 28, 2021, the council held the first meeting on the issue “On approval of the work plan of the Public Council of the Irgiz District for 2021”.
2. The meeting of the council on the agenda "Report of the akim of the district A. Auelbaev on the results of the socio-economic development of the Irgiz district in 2020 and the tasks for 2021" was held on February 8, 2021. Akim of the district A. Auelbaev reported on the work done last year and shared the upcoming tasks. Summing up the results of the meeting, Chairman A.Beisenbayuly approved the Action Plan on a number of issues raised.
3. At a meeting of the Council on February 8, 2021, the issues “On the termination of the powers of some members of the Public Council and the nomination of candidates for membership” and “On the formation of commissions on the activities of the Public Council of the Irgiz District” were considered.
4. On March 19, 2021, the reports of the Deputy Head of the Police Department T. Duysenov “On the work done to protect public order and ensure public safety in the region in 2020”, T. Zholdybay, the head of the department “On the work done District Sanitary and Epidemiological Surveillance” were heard and about. chief physician of the hospital E. Domakov for the organization of medical care.
5. At the next meeting of the Council on May 14, 2021 “On the issue of providing drinking water supply to the settlements of the Irgiz district” A. Baktybaev, director of the State Enterprise “Water Management” on the right of economic management, “On the issue of cleanliness in the village. Irgiz» R. Kobanov, acting akim of the rural district, "On the improvement, landscaping and condition of inter-district roads in the Irgiz region" - T. Berdibay, acting the head of the district department of construction, architecture, housing and communal services, passenger transport and highways and on the issues raised at the meeting of the Public Council on February 8, 2021, “On the completion of the construction of a sports and recreation complex”, “On the quality finishing of the sidewalk in the village of Irgiz, “On measures for the financial rehabilitation of the state-owned communal state-owned enterprise on the right of economic management of the “Water Management” R. Kobanov, T. Berdibay, and made additional reports.
6. The agenda includes “On ongoing work to develop small businesses in the region”, “On work to stabilize prices for socially significant food products”, “On the implementation of state programs in agriculture and the development of the agro-industrial complex” in Nurinsky rural district” and “On the progress of the construction of a building for the archive, a museum in the village of Irgiz, the reconstruction of the Taktakopir bridge, which was raised at a meeting of the Public Council on February 8, 2021.” At the meeting of the Council on the first and second issues, the acting head of the regional department of entrepreneurship and agriculture A. Turtaev additionally spoke, on the third - the acting akim of the Nura rural district S. Shauenov, on the fourth - the acting head of the regional department of culture, development languages, physical culture and sports Zh.Yerik, on the fourth-temporarily acting akim of Nurinsky rural district S.Shauenov.
One of the issues on the Council's agenda is the issue "On ongoing work to develop small businesses in the region." As a result, taking into account the opinion of the council members, due to the drought in August-September 2021, weekly winter food fairs are held in the district center in rural districts. The Regional Department of Agriculture accepts applications for a subsidy to reduce the cost of the cost of animal feed. Agricultural formations were provided with land plots for seasonal pastures from the territory of the state natural reserve "Irgiz-Turgai".
7.At a meeting of the Council on September 9, 2021, additional certificates were heard from the head of the land relations department M. Berdalin “On the provision of land in the district, their rational use and the sale of land plots”, the head of the district education department B. Amanzhol “On the readiness of educational organizations for the new academic year and autumn-winter period”, Akim of the Irgiz rural district A. Orazymbetova “On the progress of the qualitative completion of pedestrian crossings in the village of Irgiz and the current state of the Zerde house”, head of the education department B. Amanzhol.
The Public Council, having considered the issue of the current state of the "Zerde House", turned to the akim of the district with a proposal to determine and approve the building of the Zerde House and organize reconstruction so that in the future the "Zerde House" would function and be formed, become a place of educational significance, a guarantee of history and culture, arts, education, spiritual development, striving for civilization.
8. On November 16, 2021, public hearings were held with the participation of the head of the district department of entrepreneurship and agriculture A. Turtaev, the head of the district department of sanitary and epidemiological control T. Zholdybay, the chief specialist of the Irgiz district of the state institution "Department of Veterinary Medicine of the Aktobe Region" S. Kultazin, the head Irgiz Regional Territorial Inspectorate E. Zhusupov, Director of the State Communal Enterprise "Irgiz Regional Veterinary Station" D. Toybazarov, Head of the Local Police Department of the Police Department S. Imantaev, District Police Inspector of the Irgiz Rural District N. Syrymbetov and akims of rural districts.
On the agenda, a report was heard by the chief specialist of the Irgiz region of the state institution "Department of Veterinary Medicine of the Aktobe Region" S. Kultazin on the work done to ensure veterinary and sanitary safety in the region. Chairman of the Council A. Beisenbayuly and members of the Council addressed the heads of enterprises-organizations of this industry and akims of rural districts with proposals on the identification of farm animals, trapping of ownerless dogs and cats in settlements in accordance with the requirements of the law, construction of slaughter sites.
9. The next meeting of the Public Council was held on December 8, 2021. The agenda addressed the issues “The state of construction projects being built at the expense of budgetary funds this year”, “On the implementation of the program “Development of productive employment and mass entrepreneurship” and ongoing work to reduce unemployment, as well as “On the fight against corruption, its prevention and public services in the district"
On the first issue of the agenda, the head of the district department of construction, architecture, housing and communal services, passenger transport and highways N. Kenzhebaev spoke, on the second - the head of the district department of employment and social programs A. Zhusupov, on the third - the deputy akim of the district A. Baidauletov . After listening to the reports of the responsible leaders on the ongoing work on the agenda items, the Chairman of the Council A.Beisenbayuly and members of the Council expressed their proposals on topical issues.
In addition, in accordance with Article 5 of the Law "On Public Councils", 40 draft regulatory legal acts considered at meetings of the district akimat and sessions of the district maslikhat were discussed.
One of the main activities of the Public Council is the implementation of public control.
Public control is an activity aimed at protecting public interests, carried out in the form of public control, public hearings, public examination and hearing reports on the results of the activities of a state body.

On October 7 this year, a group headed by the akim of the region A. Auelbaev visited the Amankol rural district. The group included the secretary of the district maslikhat N. Beisenbayuly, the first deputy chairman of the Irgiz regional branch of the Nur Otan party M. Turymov, the head of the district education department B. Amanzhol
First of all, the akim of the district, having considered the construction of an intra-settlement gas pipeline and the average repair of streets in the village of Kutikol, instructed the akim of the district to carry out the work in a timely and high-quality manner. Further, the working trip continued in the village of Zharma. Akim of the district A.S.Auelbaev criticized the construction of a school for 60 places in the village of Zharma, instructed the regional departments to make appropriate proposals to intensify the work.
On October 8, 2021, a group led by the akim of the district A. Auelbaev visited the Kyzylzhar rural district. The group included deputy akim of the district S. Konakbaev, chairman of the district Public Council A. Beisenbayuly, first deputy chairman of the Irgiz regional branch of the Nur Otan party M. Turymov, director of the district gas economy G. Bashbaev. At the grand opening of the park "Teachers' Alley", built on the initiative of labor veteran A. Izashula in the village of Shenbertal, the district akim congratulated the residents and thanked all caring citizens.
The visit continued to the village of Kurylys, where the progress of work on the overhaul of the House of Culture "Mani" was considered. The representative of the contractor was instructed to complete the work in a quality and timely manner. Akim of the district and members of the group, who examined the dam "Ayman Otkeli" noted the need to consider the ways and possibilities of building a water regulator along the river.
Akim of the district got acquainted with the construction of a sports complex of the Hangar type, instructed the akim of the Slsk district M. Seilkhanov, together with the relevant regional departments, to carry out the construction work planned for the current year.
Maslikhat deputy, member of the Public Council N. Kyzbergenov carried out explanatory work with the population on the issue of connecting gas to residential buildings.
The district newspaper Irgiz published 8 materials about the meetings of the Public Council and the public opinion of the council members (No. 3, 5, 13, 21, 28, 39, 47, 48) and on the website and social pages of the district akimat.
The Public Council, which has become a platform for dialogue between the people and local executive bodies, will continue its work.
