Irgiz regional maslikhat DECIDED:
1. To make the following changes to the decision of the regional maslikhat "On approval of the Irgiz regional budget for 2021-2023" dated December 24, 2020 No. 359 (registered in the register of state registration of regulatory legal acts under No. 7843):
Clause 1 shall be reworded:
“1._ To approve the district budget for 2021-2023 in accordance with Appendices 1, 2 and 3, respectively, including for 2021 in the following volumes:
1) income - 5 510 556.6 thousand tenge, including:
tax receipts - 729 984 thousand tenge;
non-tax receipts - 5,201 thousand tenge;
proceeds from the sale of fixed capital - 8,964 thousand tenge;
receipts of transfers - 4 766 407.6 thousand tenge;
2) costs - 5,756,987.5 thousand tenge;
3) net budget lending - 33 502 thousand tenge, including:
budget loans - 50 806 thousand tenge;
repayment of budget loans - 17 304 thousand tenge;
4) balance on operations with financial assets - 0 tenge, including;
purchase of financial assets - 0 tenge;
receipts from the sale of financial assets of the state - 0 tenge;
5) budget deficit (surplus) - -279,932.9 thousand tenge;
6) financing the budget deficit (using the surplus) - 279,932.9 thousand tenge, including:
receipt of loans - 50 806 thousand tenge;
repayment of loans - KZT 17 304.8 thousand;
used balances of budgetary funds - 246 431.7 thousand tenge. ”.
Clause 7 shall be reworded:
"7. To take into account in the district budget for 2021 the receipt of current targeted transfers from the republican budget through the regional budget:
101 123 thousand tenge - for the payment of state targeted social assistance;
7 466 thousand tenge - to ensure the rights and improve the quality of life of people with disabilities in the Republic of Kazakhstan;
208 thousand tenge - to subsidize the employer's costs for the creation of special jobs for the employment of people with disabilities;
164,034 thousand tenge - for the development of the labor market;
10,053 thousand tenge - to increase the wages of employees of state organizations: home service organizations, employment centers;
22,917 thousand tenge - for the establishment of additional payments to the official salary for special working conditions in cultural organizations and archival institutions for the management and main personnel of state cultural organizations and archival institutions;
8 350 thousand tenge - for the purchase of communal housing stock for socially vulnerable segments of the population and (or) low-income large families;
246 186 thousand tenge - for the implementation of measures for social and engineering infrastructure in rural areas within the framework of the project "Auyl-El besigi."
Clause 8 shall be reworded:
"eight. To take into account in the district budget for 2021 the receipt of budget loans from the republican budget through the regional budget:
50 806 thousand tenge - for the implementation of measures of social support for specialists. "
Clause 9 shall be reworded:
"nine. To take into account in the district budget for 2021 the receipt of targeted current and targeted transfers for development from the regional budget:
19,177 thousand tenge - for the payment of state targeted social assistance;
12 860 thousand tenge - to promote employment of the population;
12 300 thousand tenge - for the development of productive employment and mass entrepreneurship;
74 640 thousand tenge - for major and medium repairs of regional highways and streets of settlements;
71,077.5 thousand tenge - for organizing the operation of gasification networks that are in communal ownership of districts (cities of regional significance);
111 893 thousand tenge - for the development of water supply and sewerage systems in rural areas;
27 353 thousand tenge - for the implementation of measures on social and engineering infrastructure in rural areas within the framework of the project "Auyl-El besigi";
97,048 thousand tenge - for the construction of housing for the communal housing stock;
51 628 thousand tenge - for the development and (or) arrangement of engineering and communication infrastructure;
13 094 thousand tenge - to ensure the rights and improve the quality of life of people with disabilities in the Republic of Kazakhstan. ”.
Clause 10 shall be reworded:
"ten. Provide in the district budget for 2021 targeted current transfers to the budgets of rural districts:
1,449 thousand tenge - for the establishment of additional payments to the wages of employees who provide special social services in state organizations of social protection of the population:
1,841 thousand tenge - for the establishment of additional payments to the official salary for special working conditions in cultural organizations and archival institutions for the management and main personnel of state cultural organizations and archival institutions;
74 640 thousand tenge - for major and medium repairs of regional highways and streets of settlements;
226 862.5 thousand tenge - for the improvement of settlements;
273 539 thousand tenge - for the implementation of measures for social and engineering infrastructure in rural areas within the framework of the project "Auyl-El besigi";
1,000 thousand tenge - for the development of estimate documentation for street lighting in settlements;
2,458 thousand tenge - for the development of estimate documentation for the average repair of highways;
13,505 thousand tenge - for major and medium repairs of regional highways and streets of settlements;
46 348 thousand tenge - for the introduction of a new system of remuneration of civil servants of the local executive body. "
2. Appendix 1 to the said decision shall be stated in a new edition in accordance with the annex to this decision.
3. This decision is effective from January 1, 2021.
