In accordance with article 6 of the Law of the Republic of Kazakhstan dated January 23, 2001 "On local government and self-government in the Republic of Kazakhstan", article 50 of the Law of the Republic of Kazakhstan dated April 6, 2016 "On legal acts", the Irgiz district maslikhat DECIDED:
1. To add to the decision of the Irgiz district maslikhat of March 29, 2019 No. 215 "On determining the size and procedure for the provision of housing assistance in the Irgiz district" (registered in the Register of state registration of regulatory legal acts No. 6058, published on April 10, 2019 in the reference control bank of regulatory legal acts of the Republic of Kazakhstan) the following changes:
in the amount and procedure for the provision of housing assistance in the Irgiz district, approved by the specified decision: paragraphs 1,3,4 and 5 shall be stated in the following new edition:
"1. Housing assistance is provided at the expense of the local budget to low-income families (citizens) permanently registered and living in a dwelling that is owned as the only dwelling in the territory of the Republic of Kazakhstan, as well as to tenants (subtenants) of dwellings from the state housing stock and dwellings rented by local by the executive body in the private housing stock, for payment:
consumption of utilities and communication services in terms of increasing the subscription fee for the telephone connected to the telecommunications network;
expenses for the use of housing from the state housing stock and housing rented by the local executive body in the private housing stock.
The expenses of low-income families (citizens), which are accepted for calculating housing assistance, are determined as the sum of expenses for each of the above areas.
The share of the maximum allowable expenses within the established norms is set at 5 (five) percent of the total family (citizen) income;
"3. Housing assistance is provided on the basis of invoices presented by suppliers for monthly fees for the management of the condominium facility and maintenance of the common property of the condominium facility, including overhaul of the common property of the condominium facility in accordance with the cost estimate and bills for payment of utilities at the expense of budgetary funds to low-income families (citizens).
4. A low-income family (citizen) (or his representative under a notarized power of attorney) has the right to apply to the State Corporation or the web portal of "electronic government" for the appointment of housing assistance once a quarter.
5. The term for consideration of documents and making a decision on the provision of housing assistance or a reasoned response to refusal from the date of acceptance of a full set of documents from the State Corporation or through the web portal of "electronic government" is eight working days. "
2. The state institution "Apparatus of the Irgiz district maslikhat" in the manner prescribed by law to ensure the state registration of this decision in the Department of Justice of the Aktobe region.
3. This decision comes into force from the day of its first official publication.
