On measures to prevent the spread of coronavirus infection COVID-19 during the organization and conduct of voting in the elections of deputies of the Mazhilis of Parliament and Maslikhats of the Republic of Kazakhstan
In order to prevent the spread of coronavirus infection COVID-19 among the population, to protect the life and health of citizens during the organization and conduct of voting in the elections of deputies of the Mazhilis of Parliament and Maslikhats of the Republic of Kazakhstan in accordance with paragraph 1 of Article 104 of the Code of the Republic of Kazakhstan dated July 7, 2020 "On the health of the people and the healthcare system "I DECIDE:
1. To approve the attached Algorithm to prevent the spread of coronavirus infection COVID-19 when organizing and conducting voting in elections of deputies of the Mazhilis of Parliament and Maslikhats of the Republic of Kazakhstan.
2.Akimats of regions, cities of Nur-Sultan, Almaty and Shymkent:
- to ensure the organization and conduct of testing for COVID-19 by the PCR method (hereinafter referred to as PCR testing) of members of election commissions, proxies, observers in the regions that, according to the matrix for assessing the epidemiological situation in the period from December 25, 2020 to January 5, 2021, are in areas of high and moderate risk (red and yellow areas);
- compile lists of persons subject to PCR testing in the context of settlements and submit to the branches of the Republican Center for Electronic Health, the Social Health Insurance Fund and the territorial Departments of the Sanitary and Epidemiological Control Committee of the Ministry of Health of the Republic of Kazakhstan;
-provide information and notification of persons subject to PCR testing and work out how they obtain insurance status;
-determine the list of laboratories involved in PCR testing;
- draw up a survey schedule with assignment to a specific laboratory and bring it to the attention of territorial election commissions, proxies, observers;
- completion of medical information systems for registration, formation of referrals to the laboratory and keeping records of PCR testing services for the contingent;
- to ensure the elimination of the congestion of the tested in the laboratories, long waiting and the intersection of flows of persons arriving for testing and receiving the results;
- ensure the issuance of test results no later than 2 days from the moment of material collection;
-Place on the Internet resources of local executive bodies and health departments a list of persons responsible for organizing, conducting PCR testing, indicating contact phones; list of laboratories involved in testing; medical organizations, for the provision of medical care to authorized persons and observers (if necessary).
3. The chief state sanitary doctors of regions, cities of republican significance shall ensure control over the implementation of this resolution in the regions.
4. To send this resolution for guidance in the work of the akims of regions, cities of republican significance and the capital of the Republic, Chief state sanitary doctors, territorial election commissions of regions, cities of republican significance and the capital of the Republic, political parties, the Secretariat of the Assembly of the People of Kazakhstan.
5. I reserve control over the execution of this resolution.
6. This resolution comes into force from the date of signing.
