In accordance with article 9-1 of the Budget Code of the Republic of Kazakhstan dated December 4, 2008, article 6 of the Law of the Republic of Kazakhstan dated January 23, 2001 "On local government and self-government in the Republic of Kazakhstan", the Irgiz regional maslikhat DECIDED:
1. To approve the budget of the Irgiz rural district for 2021 - 2023 in accordance with Appendices 1, 2 and 3, respectively, including for 2021 in the following volumes:
1) income - 348 656 thousand tenge, including:
tax receipts –14 806 thousand tenge;
non-tax receipts - 80 thousand tenge;
proceeds from the sale of fixed capital - 0 thousand tenge;
receipts of transfers - 333 770 thousand tenge;
2) costs - 348 656 thousand tenge;
3) net budget lending –0 thousand tenge, including:
budget loans - 0 thousand tenge;
repayment of budget loans –0 thousand tenge;
4) balance on operations with financial assets - 0 thousand tenge, including:
purchase of financial assets - 0 thousand tenge;
receipts from the sale of financial assets of the state - 0 thousand tenge;
5) budget deficit (surplus) - -0 thousand tenge;
6) financing the budget deficit (using the surplus) –0 thousand tenge;
receipt of loans - 0 thousand tenge;
repayment of loans –0 thousand tenge;
used balances of budget funds - 0 thousand tenge.
2. To take into account that the following are credited to the budget of the rural district:
Tax revenues:
individual income tax;
property tax of individuals on objects of taxation with this tax located on the territory of a city of regional significance, a village, a township, a rural district;
land tax on lands of settlements from individuals and legal entities on land plots located on the territory of a city of regional significance, a village, a township;
tax on vehicles from individuals whose place of residence is in the territory of a city of district significance, a village, a township;
tax on vehicles from legal entities, the location of which, indicated in their constituent documents, is located on the territory of a city of regional significance, a village, a township;
payment for the placement of outdoor (visual) advertising on:
in an open space outside the premises outside settlements and outside the right-of-way of public highways;
in the right-of-way of public highways passing through the territory of a city of regional significance, a village, a township, a rural district;
in an open space outside the premises outside settlements and outside the right-of-way for public roads.
Non-tax receipts:
fines imposed by akims of cities of district significance, villages, townships, rural districts for administrative offenses;
voluntary fees of individuals and legal entities;
income from lease of property of communal property of the city of district significance, village, township, rural district (communal property of local government);
other non-tax revenues to the budgets of the city of district significance, a village, a township, a rural district;
money from the sale of state property assigned to state institutions financed from the budget of the city of regional significance, a village, a township, a rural district.
3. Take into account and the management that in accordance with article 9 of the Law of the Republic of Kazakhstan dated December 2, 2020 "On the republican budget for 2021 - 2023" it is established:
from January 1, 2021:
1) the minimum wage is 42,500 tenge;
2) monthly calculation index for calculating benefits and other social payments, as well as for the application of penalties, taxes and other payments in accordance with the legislation of the Republic of Kazakhstan - 2,917 tenge;
3) the size of the subsistence minimum for calculating the size of basic social payments - 34 302 tenge.
4. In accordance with the decision of the regional maslikhat dated "___" December 2020 No. ___ "On the approval of the Irgiz district budget for 2021 - 2023", subventions are provided for 2021, transferred from the district budget to the budget of the Irgiz rural district in the amount of 33,027 thousand tenge.
5. To take into account in the budget of the Irgiz rural district for 2021 the receipt of current targeted transfers from the republican and regional budgets through the district budget:
for the establishment of additional payments to the wages of employees providing special social services in state organizations for social protection of the population - 211 thousand tenge;
for major and medium repairs of regional highways and streets of settlements - 84,254 thousand tenge.
The distribution of the indicated amounts of transfers is determined on the basis of the decision of the akim of the rural district.
6. To take into account in the budget of the Irgiz rural district for 2021 the receipt of current targeted transfers from the district budget:
for the provision of social assistance to citizens in need at home - 306 thousand tenge;
for the improvement of settlements - 216,278 thousand tenge.
The distribution of the indicated amounts of transfers is determined on the basis of the decision of the akim of the rural district.
7. The state institution "Apparatus of the Irgiz district maslikhat" in the manner prescribed by law to ensure the state registration of this decision in the Department of Justice of the Aktobe region.
8. This decision will come into force on January 1, 2021.
