In order to prevent the spread of coronavirus infection COVID-19 (hereinafter - COVID-19) among the population of the Aktobe region, in accordance with subparagraph 1 of Article 104 of the Code of the Republic of Kazakhstan dated July 7, 2020 "On people's health and the health care system", by order of the Minister of National Economy of the Republic Kazakhstan dated February 25, 2015 No. 130 "On approval of the List of infectious diseases, with the threat of the emergence and spread of which restrictive measures are introduced, including quarantine" and by order of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 No. 239 "On approval of the Rules for the implementation of restrictive activities, including quarantine, on the territory of the Republic of Kazakhstan ", resolutions of the Chief State Sanitary Doctor of the Republic of Kazakhstan No. 57 of October 23, 2020, No. 58 of October 23, 2020 and No. 62 of November 2, 2020, I DECIDE:
1. To include in the resolution of the Chief State Sanitary Doctor of the Aktobe region dated November 14, 2020 No. PSV-55 "On restrictive quarantine measures on the territory of the Aktobe region"
the following changes and additions:
paragraph 21, subparagraph 1.3. of paragraph 1 shall be stated as follows:
- “permission to operate food stores, minimarkets, supermarkets, hypermarkets, in accordance with the internal regulations, in compliance with the requirements of Appendix 5 of the Resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020. Delivery services are also allowed ”;
2) paragraph 23, subparagraph 1.3. of paragraph 1 shall be stated and supplemented in the following edition:
- "permitting the activities of industrial and manufacturing enterprises of all types of activities, including those working on a rotational basis, construction work in the open air, agriculture and fish farming, animal husbandry in accordance with the internal regulations, in compliance with the requirements of Appendices 13, 25, 28 of the Resolution of the Chief State Sanitary Doctor of the Republic Kazakhstan No. 57 dated October 23, 2020.
The heads of enterprises working on a rotational basis should ensure control over the laboratory examination of workers for the detection of COVID-19 by the PCR method and allow exit / entry with a negative result.
Employees of state bodies and organizations (with the exception of emergency workers involved in emergencies of a natural and man-made nature) to enter the shift camps in the presence of a negative laboratory test result for the detection of COVID-19 by PCR ";
3) item 1 of sub-item 1.3. add paragraph 44 as follows:
- "permission for the operation of ice skating rinks, slides in the open air with the obligatory observance of social distance, mask regime."
Department of Internal Policy of Aktobe region:
2.1. Conduct a massive informing of the population about restrictive and quarantine measures and their gradual mitigation in the territory of the Aktobe region through the media and social networks;
2.2. Ensure unified coordination and centralization of the work of the media, taking into account the changing situation and the increase in the number of cases.
The chief state sanitary doctors of the city of Aktobe and districts of the Aktobe region have the right to make decisions on toughening quarantine measures depending on the prevailing epidemiological situation in the relevant territory.
The resolution is binding on all individuals and legal entities, regardless of the form of ownership.
I reserve control over the execution of this resolution.
This resolution comes into force on December 24, 2020.
