About the State Institution
"Office of Akim of Khromtau district"
I. Basic provisions.
1. The Office of the Akim of the Khromtau district (hereinafter the Office) It is a state institution authorized to perform the functions of state administration and control on the territory of the Khromtau district.
2. The device operates in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President, Government of the Republic of Kazakhstan, Akim of the Aktobe region, other legal acts and the regulations of GU "Akim of Khromtau district."
3. The apparatus is a legal entity, has seals and stamps with its name in state language, forms of the established sample, and in accordance with the laws of the account in bodies of Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan.
The State Institution "Akim's Office of Khromtau district" enters into civil relations on its own behalf.
4. The Apparatus on issues of its competence, in accordance with the procedure established by law, issues acts in the form of resolutions of the akimat of the district, as well as orders and decisions of the akim of the district, which are binding on the relevant territory.
5. The founder of the Apparatus is the Khromtau district Akimat.
6. The financing of the activities of the Apparatus is carried out at the expense of district budget funds.
7. The maximum staffing of the Apparatus is determined by the regional akimat in accordance with the unified system of financing the remuneration of budget employees approved by the Government.
8. The staff schedule of the Apparatus is approved by the akim of the district within the staff size and the wage fund.
9. Full name of the Apparatus in the state language: "kHromtau audany akiminin apparatuses" Memlekettik Mekemesi, in Russian The State Institution "Apparatus of Akim of Khromtau district".

II. The main tasks and functions of the Device.
11. The Apparatus, in accordance with the legislation, performs the following functions:
1) preparation of draft resolutions of the akimat of the district and draft decisions and orders of the akim of the district.
2) coordination of the activities of local executive bodies in the process of execution of acts and instructions of the President and the Government of the Republic of Kazakhstan, regional and district akimats, akim of the region and districts.
3) control, execution of acts and instructions of the Head of State, the Government, the akimat of the region and the district.
4) organization of preparation of information on the implementation of acts and instructions of the Head of State and the Government to the office of the akim of the region.
5) organization of preparation of meetings of the akimat, meetings with the akim and his deputies, the head of the akim's office of the district.
6) organization of interaction with the Presidential Administration, the Office of the Prime Minister, the President, the office of the Akim of the region, deputies elected from the Aktobe region,
7) organization of akim's interaction with local representative and executive bodies, regional and district administrations, committees and departments, political parties and movements, and other public associations.
8) preparation of proposals for improving the structure, formation, abolition and reorganization of state bodies directly subordinate to the akim of the district.
9) organization of work with the personnel of state bodies and organizations subordinate to the akim of the district.
10) record keeping of the akim of the district, correspondence processing, document flow analysis.
11) consideration of official documents, letters and applications, organization of reception of citizens.
12) financial, economic and logistical support of the activities of the akim and his deputies,
13) coverage of the activities of the akimat of the district in the mass media, organization of interaction of the akim with them.
14) on behalf of the akim of the district, representation and protection of his interests in the courts, consideration of acts of prosecutorial response,
15) other functions and tasks assigned to the district akim's office by legislation.
12. The main tasks of the Apparatus are information and legal, documentation, logistical and other support for the activities of the akim of the district.
13. In order to implement the main tasks and perform its functions, the Apparatus, within its competence, has the right:
1) use the information materials available to the public institutions of the district.
2) conduct official correspondence with state bodies and other organizations on issues related to the administration of the akim of the district.
3) organize an examination of draft decisions and orders of the akim of the district with interested state bodies and, in case of his absence, return the relevant draft decisions for additional approval.
4) send and return correspondence on issues that do not require the decision of the akim to the relevant state bodies.
5) participate in inspections of the execution of acts and instructions of the President, the Government, akimats of the region and the district.
6) participate in inspections of the execution of acts and instructions of the President, the Government, the Akimat of the region and the district, the Akim of the region and the district.
7) make proposals on the responsibility of the heads of state institutions and local executive bodies appointed by the akim of the district in accordance with the procedure established by law or in agreement with him for non-fulfillment or improper execution of acts and instructions of the head of state, the Government, the akim of the region and the district.
8) participate in a meeting of collegial state bodies accountable to the akim of the district.
9) invite officials of state bodies and other organizations accountable to the akim of the district to give explanations on the issue under consideration.
10) exercise other rights in accordance with the legislation.
14. The requirement of the district akim's office to provide state bodies and other organizations with the necessary materials, information, as well as to finalize draft decisions and orders of the district akim are subject to execution within the time limits established by law, unless other terms are specified in the order.
III. Property of a state institution.
15. The Apparatus has a separate property on the right of operational management.
The property of the apparatus is formed at the expense of the property transferred to it by the state and consists of fixed assets and working capital, as well as other property, the value of which is reflected in the balance sheet.
16. The Apparatus does not have the right to independently alienate or otherwise dispose of the property assigned to it. The owner of the property is the akimat of the district.
IV. Organization of the activities of a state institution.
17. The Office of the Akim of the district is headed by the head of the Office, appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan by the akim of the district.
Other employees of the apparatus are also appointed and dismissed from office in accordance with the procedure established by law by the akim of the district.
18. The Chief of Staff organizes and directs the activities of the Apparatus. The head of a State institution takes measures aimed at combating corruption and is personally responsible for taking anti-corruption measures.
The Chief of Staff organizes the formation and implementation of family and demographic policy.
19. The Chief of Staff is personally responsible for the fulfillment of the tasks assigned to the State Institution "Akim's Office of Khromtau district". To this end, he:
1) approves the regulations on the structural divisions of the district akim's office, defines its functions and powers,
2) regulates the interaction of structural divisions of the apparatus,
3) makes proposals to the akim of the district on the announcement of competitions for the replacement of vacant positions of employees belonging to the category of administrative civil servants, on encouragement, imposition of disciplinary penalties and dismissal of personnel from their posts,
4) issues orders,
5) represents the interests of the district akim's office in state bodies and other organizations.
6) exercise other powers in accordance with the legislation.
V. Introduction of amendments and additions to the constituent documents of the state institution.
20. Amendments and additions to the constituent documents of the Apparatus are made in accordance with the legislation of the Republic of Kazakhstan.
VI. Reorganization and liquidation of a State institution.
21. Reorganization and liquidation of the State Institution "Akim's Office of Khromtau district" is carried out in accordance with the legislation of the Republic of Kazakhstan. The property is returned to the owner after liquidation.
