The State Institution "Department of Energy and Housing and Communal Services of Aktobe region" is a state institution funded from the regional budget. The main activity of the department is:
- implementation of the customer's function for the construction and reconstruction of energy and utilities facilities in the region (engineering and communication networks, energy, water, gas facilities), financed from budget funds;
- participation in the development of the fuel and energy complex.
The draft budget for 2023 was drawn up on the basis of the order of the Minister of Finance of the Republic of Kazakhstan "On approval of the Rules for drawing up and submitting a budget application" and within the framework of state and sectoral programs such as: "The State Program of Housing and Communal Development "Nurly Zher" for 2020 - 2025", the Comprehensive Development Plan of the region for 2022-2026 and "Development programs of Aktobe region for 2021-2025".
For the expenses of the Department of Energy and Housing and Communal Services for 2023-2025, it is necessary to provide a total of 20,797,210.0 thousand tenge, including:

According to the specifics of 121 "Social tax" - 4,757.0 thousand tenge. When calculating the social tax, they were guided by the Code of the Republic of Kazakhstan "On Taxes and other mandatory payments to the budget" in the amount of 6% of the taxable wage fund.
According to the specifics of 122 "Social contributions" - 2,737.0 thousand tenge. Social contributions to the State Social Insurance Fund are calculated according to the decree of the Government of the Republic of Kazakhstan "On approval of the Rules for calculating and transferring social contributions" in the amount of 3.5% of the taxable wage fund.
According to the specifics of 123 "Mandatory insurance contributions" - 45.0 thousand tenge, payments for compulsory insurance of two registered cars on the management balance sheet.
According to the specifics of 124 "Deductions for compulsory social insurance" - 2,655.0 thousand tenge. The total length of the gas pipelines is 8,090 km. Of the 323 settlements in the region, 148 (45.8%) have been gasified, in which more than 832.3 thousand people (93.1%) live.
By the end of 2022, it is planned to provide gas to 11 settlements in total and achieve gas supply indicators for more than 834.5 (93.4%) thousand people or 153 (47.4%) settlements.
In total, 3.1 billion tenge is needed for the development of the gas transportation system for 2023. Of these:
- For the completion of the rolling 7 projects – 1,055.7 million tenge.
- At the beginning of the implementation of 7 new projects – 1,918.5 million tenge;
- For the completion of the development of 9 PSD – 68.4 million tenge;
- For the development of 1 new PSD – 32.2 million tenge;
According to the program 279 004 000 "Gasification of settlements" for 2023, it is necessary to provide 100.6 million tenge.
PSD development projects:
In 2023, it is planned to complete the development of the PSD with the receipt of GE 9 transitional projects (Karazhar village, Oymauyt Bayganinsky district, Kozhasai village, Bulakty village, Ashchisai village of Mugalzhar district, Kiyakty village, Ulgaisyn village of Aitekeby district, Zheruyyk village of Alginsky district, Shevchenko village, Kyzylzhar, Borte, Akkayyn village, Hazretovka village of Martuk district,) and start the development of 1 new project for the construction of gas supply systems:
- Shalkar district – village Alabas, Sarsay, Birchogur.
The development of this gas supply project will make it possible in the future to provide 3 SNPs with a population of more than 2.3 thousand people with blue fuel.
According to the program 279 071 015 "Development of the gas transmission system. At the expense of the local budget," 2.9 billion tenge is provided for 2023.
The implementation of the following projects is provided for in the action plan of the election program of the AOF "Amanat" party in 2023. In this regard, it is necessary to provide for co-financing of projects in the amount of 20% of the total cost of projects.
Rolling projects:
Construction of a gas supply pipeline to the village of Kumkuduk (correction). The total cost is 3,268.1 million tenge. The project is being implemented at the expense of the Republic of Belarus with co-financing from the OB since 2021. Until 2023, 2,058.0 million tenge has been allocated from the Republic of Belarus, of which 486.7 million tenge is needed for 2023, 395.2 million tenge is needed. The project is undergoing adjustment. To date, it is undergoing state examination. The amount of the increase in price will be known after receiving a positive conclusion of the state examination. The connection point is AGRS Komsomol. The length of the gas pipeline is 89.5 km . The implementation of the project will provide the population (more than 1,250 people) with inexpensive natural gas.
Construction of a supply and intra-village gas pipeline in Nura village of Irgiz district (Belsher village, Mamyr village, Duken village). The total cost is 963.9 million tenge. The project is being implemented at the expense of the Republic of Belarus with co-financing from the OB since 2022. In 2022, 674.7 million tenge was allocated from the Republic of Belarus, of which 26.6 million tenge is needed for 2023, 123.4 million tenge is needed. The project is undergoing adjustment. To date, it is undergoing state examination. The amount of the increase in price will be known after receiving a positive conclusion of the state examination. The connection point is AGRS Irgiz. The length of the gas pipeline is 94.8 km . The implementation of the project will provide the population (more than 810 people) with inexpensive natural gas.
Construction of a supply and intra-village gas pipeline to the village of Alimbetovka (correction). The total cost is 1,070.0 million tenge. The project is being implemented at the expense of the Republic of Belarus with co-financing from the OB since 2021. Until 2023, 673.7 million tenge has been allocated from the Republic of Belarus, of which 209.7 million tenge is needed for 2023, 79.0 million tenge is needed. The project is undergoing adjustment. To date, it is undergoing state examination. The amount of the increase in price will be known after receiving a positive conclusion of the state examination. The connection point is the existing gas pipeline K.Zhosaly of Kargaly district. The length of the gas pipeline is 57.7 km . The implementation of the project will provide the population (more than 1000 people) with inexpensive natural gas.
Construction of a supply and intra-village gas pipeline in the village of Mugalzhar, Mugalzhar district. The total cost of the project is 1,832.8 million tenge. The project was launched in 2022. In 2022, 116.4 million tenge was allocated from the RB, 366.5 million tenge from the OB. 1,101.2 million tenge was supported from the RB in 2023. 155.2 million tenge is needed to complete the project from the OB according to the financing parity. The connection point is an existing gas pipeline to the village of Emba of Mugalzhar district. The length of the gas pipeline is 59.9 km . The implementation of the project will provide the population (more than 2000 people) with inexpensive natural gas.
Construction of a supply and intra-village gas pipeline in the village of Enbekshi of Temir district. The total cost of the project is 406.1 million tenge. The project was launched in 2022. In 2022, 269.7 million tenge was allocated from the Republic of Belarus, out of about 35.0 million tenge, 80.5 million tenge is needed to complete the project. The connection point is an existing gas pipeline to Aksai village of Temir district. The length of the gas pipeline is 26.4 km . The implementation of the project will provide the population (more than 530 people) with inexpensive natural gas.
Construction of a supply and intra-block gas pipeline in the village of Kudyksai, Khromtau district. The total cost of the project is 465.5 million tenge. The project was launched in 2022. In 2022, 309.2 million tenge was allocated from the Republic of Belarus, of which 111.2 million tenge is needed to complete the project. 21.3 million tenge is needed. The development potential of the village is average. The connection point is an existing gas pipeline to c.Copa of Khromtau district. The implementation of the project will provide the population (more than 280 people) with inexpensive natural gas. The length of the gas pipeline is 33.8 km .
New projects:
Construction of the 3rd line of the main gas pipeline branch in Aktobe. The total cost of the project is 43.1 billion tenge. This project was announced in the Republic of Belarus in the amount of 20.0 billion tenge. However, at the beginning of the implementation, 3.9 billion tenge was previously supported from the Republic of Belarus. Of this, 1.0 billion tenge is needed. The implementation of the project will provide uninterrupted gas supply to Aktobe, nearby settlements, as well as industrial and social facilities. The connection point is the existing gas pipeline MG "Bukhara-Ural" near the village of Bogetsai Khromtau district.
Construction of a gas pipeline to the village of Sulukol in the Aitekebi district (Aktasty, Tolybai, Aike, Terensai). The total cost of the project is 2,413.0 million tenge. This project was announced in the Republic of Belarus in the amount of 1.9 billion tenge. However, at the beginning of the implementation, 500.0 million tenge was previously supported from the Republic of Belarus. Of these, 482.6 million tenge is needed. The implementation of the project will provide gas supply to residents of the village of Sulukol with a population of 629 people. The connection point is the gas supply pipeline to the village of Kumkudyk of the Aitekebi district. The length of the gas pipeline is 80.08 km .
Construction of a gas supply pipeline to the villages of Karakemer, Akshatau, Shikudyk, Kemer, Akkemer of the Wilsky district. The total cost of the project is 3,264.3 million tenge. This project was announced in the Republic of Belarus in the amount of 1.3 billion tenge. However, at the beginning of the implementation, 500.0 million tenge was previously supported from the Republic of Belarus. Of these, 326.4 million tenge is needed. The implementation of the project will provide 2,586 people and 28 social facilities with cheap natural gas, the development potential of the SNP is average. The connection point is a gas supply pipeline to the village of Uil of the Wilsky district. The length is 104.3 km .
Construction of an intra-village gas pipeline in the village of Amankol, Irgiz district. The total cost of the project is 54.5 million tenge. 43.6 million tenge was supported from the Republic of Belarus for 2023. In order to co-finance the project, 10.9 million tenge is needed from the OB. The implementation of the project will provide gas supply to residents of the village of Amankol with a population of 592 people. The connection point is an existing gas pipeline to the village of Kutikol of Irgizky district. The length is 6.2 km .
Construction of an intra-village gas pipeline in the village of Baiturasai of the Martuk district. The total cost of the project is 93.5 million tenge. 74.8 million tenge was supported from the Republic of Belarus for 2023. In order to co-finance the project, 18.7 million tenge is needed from the OB. The implementation of the project will provide gas supply to residents of the village of Baiturasai with a population of 431 people. The connection point is the gas supply pipeline to the villages of Karatausai and Baiturasai of the Martuk district. The length is 7.7 km .
Construction of an intra-village gas pipeline in the village of Karatausai, Martuk district. The total cost of the project is 85.8 million tenge. 68.7 million tenge was supported from the Republic of Belarus for 2023. In order to co-finance the project, 17.2 million tenge is needed from the OB. The implementation of the project will provide gas supply to residents of the village of Karatausai with a population of 418 people. The connection point is the gas supply pipeline to the villages of Karatausai and Baiturasai of the Martuk district. The length is 6 km .
Construction of a supply and intra-village gas pipeline in the village of Ekpetal of the Wilsky district. The total cost of the project is 62.7 million tenge. 62.7 million tenge is needed for the start of the project. The implementation of the project will provide 423 people and 5 social facilities with cheap natural gas, the development potential of the SNP, medium, satellite. The length is 4 km . The connection point is a gas supply pipeline to the village of Uil of the Wilsky district.
Also, for 2024, it is necessary to provide 340.6 million tenge from the budget for the implementation of 4 projects:
Construction of a supply and intra-village gas pipeline in the village of Zharma, Irgiz district. The total cost of the project is 374.6 million tenge. At the beginning of the project in 2024, 74.9 million tenge is needed from the OB, the implementation of the project will provide 332 people and 4 social facilities with cheap natural gas. The connection point is the gas supply pipeline to the village of Kutikol in the Irgiz district. Length -14.9 km .
Construction of a supply and intra-village gas pipeline in the village of Akmolasay, the village of Baynassay (Novomikhailovka) of the Martuk district. The total cost of the project is 448.1 million tenge. 89.6 million tenge is needed for the start of the project in 2024. The implementation of the project will provide gas supply to residents of the village of Akmolasay, Baynassay with a population of 621 people. The connection point is a gas supply pipeline to the village of Bestau in the Kobdinsky district. The length is 53.8 km .
Construction of a supply and intra-village gas pipeline in the village of Koptogai, Wilsky district. The total cost of the project is 241.9 million tenge. 48.4 million tenge is needed for the start of the project in 2024. The implementation of the project will provide gas supply to residents with .Koptogai has a population of 1,369 people. The connection point is a gas supply pipeline to the village of Karatal of the Wilsky district. The length is 25.2 km .
Construction of a supply and intra-village gas pipeline in the village of Amangeldy, Wilsky district. The total cost of the project is 638.2 million tenge. At the beginning of the project in 2024, 127.7 million tenge is needed. The implementation of the project will provide gas supply to residents of the village of Amangeldy with a population of 800 people. The connection point is an existing gas pipeline to the village of Karatal, Wilsky district. The length is 30.8 km .
According to the program 279 114 015 "Targeted transfers for development to the budgets of districts (cities of regional significance) for the development of public utilities"
, 3.2 billion tenge should be provided for 2023.
There are 323 settlements in the region, of which 263 NP or 81.4% are provided with centralized water supply, in which more than 876 thousand people (98.1%)
live. In total, 3.2 billion tenge is provided for the development of water supply systems for 2023 for the implementation of 28 projects, which will provide water supply to more than 8 thousand people or 15 SNP.
The projects are envisaged in the election program of the Amanat party in 2023. In this regard, it is necessary to provide for co-financing of projects in the amount of 20% of the total cost of projects. These are the following projects:

Reconstruction of water supply networks at 1030 km, art. Kopmola, st. Zhylan and times. Kendala of the Shalkar district. The contractual value is 832.9 million tenge. The project started in 2021. Until 2023, 150.2 million tenge has been allocated from the Republic of Belarus, of which 23.7 million tenge. The project will be announced in the Republic of Belarus in 2023. 142.9 million tenge is needed to continue the SMR at the facility. The implementation of this project will provide uninterrupted water supply to 551 people.
Construction of water supply networks in the village of Maytobe, Koktobinsky rural district, Khromtau district. The contractual value is 447.4 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 377.1 million tenge. 89.5 million tenge is needed to complete the project. The implementation of this project will provide uninterrupted water supply to 434 people.
Construction of supply networks and water supply system structures in the village of Zhazyk of Akzhar rural district of Khromtau district. The contractual value is 202.9 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 171.1 million tenge. 40.6 million tenge is needed to complete the project. The implementation of this project will provide uninterrupted water supply to 313 people.
Construction of water supply networks in the village of Enbekshi of Temir district. The contractual value is 289.1 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 103.9 million tenge. In 2023, 127.4 million tenge was supported from the Republic of Belarus. 57.8 million tenge is needed to complete the project. To date, the villagers consume drinking water from mine wells. The project will provide 423 people with water supply.
Construction of water supply facilities in the village of Diyar Bayganinsky district. The contractual value is 368.9 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 311.0 million tenge, of which 21.2 million tenge was allocated.
52.6 million tenge is needed to complete the project. To date, the villagers consume drinking water from mine wells. The project will provide 294 people with water supply.
Construction of water supply facilities in the village of Kopa, Bayganinsky district. The contractual value is 224.3 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 110.2 million tenge, from which 26.0 million tenge was allocated. 88.1 million tenge is needed to continue the project. To date, the villagers consume drinking water from mine wells. The project will provide 287 people with water supply.
Construction of water supply facilities in the village of Barshakum, Bayganinsky district. The contractual value is 295.2 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 248.8 million tenge. 59.1 million tenge is needed to complete the project. The project will provide 268 people with water supply.
Construction of water supply facilities in the village of Zhanatan, Bayganinsky district. The contractual value is 382.4 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 322.3 million tenge, of which 22.0 million tenge was allocated. 54.4 million tenge is needed to complete the project. The project will provide 543 people with water supply.
Construction of water supply networks in the village of Zharsai, Khobdinsky district. The contractual value is 329.8 million tenge. The project was launched in 2022 at the expense of the Republic of Belarus in the amount of 313.3 million tenge, of which 4.7 million tenge was allocated.
61.2 million tenge is needed to complete the project. The project will provide 550 people with water supply.
Reconstruction of heating networks along the streets of Abulkhayyrkhan, Ukubayev in the village of Badamsha, Kargalinsky district. The cost is 239.7 million tenge. In 2022, a contractor has been identified to conduct the SMR. This project was announced in the Republic of Belarus within the framework of the Auyl-el Besigi program, however, it was not supported, the project will be announced for clarification by the Republic of Belarus. At the beginning of the project, 24.0 million tenge is needed. The implementation of this project will ensure uninterrupted heat supply to residents of the village of Badamsha.
Reconstruction of heating networks along Aiteke bi Street in Badamsha village of Kargalinsky district. The cost is 129.7 million tenge. In 2022, a contractor has been identified to conduct the SMR. This project was announced in the Republic of Belarus within the framework of the Auyl-el Besigi program, however, it was not supported, the project will be announced for clarification by the Republic of Belarus. At the beginning of the project, 13.0 million tenge is needed. The implementation of this project will ensure uninterrupted heat supply to residents of the village of Badamsha.
To complete the development of the PSD for the following projects, only 67.0 million tenge is needed:
"Construction of the Moiseevsky water intake with the pumping station of the Kundaktykyr water intake" requires 32.4 million tenge (the contractual cost is 64.7 million tenge, 32.3 million tenge was allocated in 2022);
"Construction of the Sarbulak water intake with pumping stations of the 1st and 2nd18.6 million tenge is needed for lifting with water pipelines to the Kundaktykyr water intake station (the contractual cost is 37.2 million tenge, 18.6 million tenge was allocated in 2022).;
