In order to prevent the spread of coronavirus infection COVID-19 (more – COVID-19) among the population of Aktobe region, in accordance with subparagraph 1 of article 104 of the Code of the Republic of Kazakhstan from July 7, 2020 "On health of nation and healthcare system", the order of the Minister of national economy of the Republic of Kazakhstan from February 25, 2015 № 130 "On approval of the List of infectious diseases, with the threat of origin and which distribution restrictive measures, including quarantine," and the order of the Minister of national economy of the Republic of Kazakhstan from March 20, 2015, № 239 "On approval of Rules of implementation of restrictive measures, including quarantine, on the territory of the Republic of Kazakhstan", resolutions of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 of October 23, 2020, No. 58 of October 23, 2020 and No. 62 of November 02, 2020, I DECREE:
1. Add to the resolution of the Chief state sanitary doctor of the Aktobe region dated November 14, 2020 No. PGSV-55 "on restrictive quarantine measures in the territory of the Aktobe region»
the following changes and additions:
paragraph 1, sub-item 1.1. of item 1 should be worded as follows:
- "continue the ban on holding conferences, exhibitions, forums, meetings, meetings, seminars (only in selector mode and via video conferencing), entertainment, sports (except for the Championships of the Republic of Kazakhstan and national competitions, training camps for training regional teams), mass new year's events (including matinees, corporate events), as well as family, solemn, commemorative and other events with a mass gathering of people, including at home, rallies, processions, gatherings, etc.;»
2) paragraph 5 of sub-item 1.1. of item 1 should be worded as follows:
- "continue banning the activities of Banquet halls;»
add the following paragraph to sub-item 1.1. of item 1:
- "ban on providing catering services and services for organizing holidays at all facilities and organizations, regardless of ownership, including at home;»
4) delete subparagraph 1.2. of paragraph 1;
5) paragraph 1, sub-item 1.3. of item 1 should be worded as follows:
- "permission to operate shopping centers, trading houses, retail chains on weekdays and Saturdays in accordance with internal regulations, on Sundays and holidays from 10.00 to 17.00 hours, subject to occupancy of no more than 30% and no less than 4m2 per 1 visitor and the requirements of Annex 5 of the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020» with a ban on children's playgrounds and attractions;»
6) paragraph 3 of sub-item 1.3. of item 1 should be worded as follows:
- "permission to operate indoor food and non-food markets on weekdays and Saturdays in accordance with internal regulations, on weekends and holidays from 08.00 to 17.00 hours, subject to occupancy of no more than 30% and no less than 4m2 per 1 visitor and the requirements of Annex 5 of the resolution of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 of October 23, 2020 with a ban on children's playgrounds and attractions;»
7) paragraph 12 of sub-item 1.3. of item 1 should be worded as follows:
- "permission to operate children's offices/correction centers, children's and adult educational centers (if the group is filled with no more than 15 people, by appointment) in accordance with the internal regulations, subject to the requirements of Annex 19 of the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020;»
8) paragraph 13, sub-item 1.3. of item 1 should be amended as follows:
"permit activities and rescue groups in preschool institutions subject to picking up to 20 people, complying with the requirements of Annex 14 of the resolution of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 of October 23, 2020;»
9) paragraph 24, sub-item 1.3. of item 1 should be worded as follows:
- "permission to operate gas stations, car washes, tire repair, service stations, repair of cars, household appliances, phones, computers, watches and others in accordance with internal regulations, in compliance with the requirements of Annex 6 of the resolution of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020;»
10) paragraph 25 of sub-item 1.3. of item 1 should be worded as follows:
- "permission to operate a sewing workshop, Shoe shops, dry cleaners, laundries, printing services and other according to the internal regulations, in compliance with Annex 10 the decision of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 of October 23, 2020;»
11) paragraph 26, sub-item 1.3. of item 1 should be worded as follows:
- "authorization of business centers (insurance companies, lawyer, notary, accountant and consulting services, real estate agencies, advertising agencies, bailiffs, etc.), exchange offices, pawnshops in accordance with internal regulations in compliance with the requirements of Annex 1 of the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020;»
12) add paragraph 40 to sub-item 1.3. of item 1 in the following wording:
- "authorization of auto-Express (takeaway food) activities in compliance with the requirements of appendices 21, 22 of the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020;»
13) add paragraph 41 to sub-item 1.3. of item 1 in the following wording:
- "to allow the courts only take-out and food delivery in compliance with resolution GHSV of Kazakhstan No. 57 of October 23, 2020;»
14) sub-item 1.3. of item 1 should be supplemented with paragraph 42 in the following wording:
- "compliance with the algorithm to reduce the risk of spreading COVID-19 among personnel (including civilian personnel) The Ministry of defence of the Republic of Kazakhstan, Ministry of internal Affairs of the Republic of Kazakhstan, Committee of national security (including Border service NSC) and the state security Service of the Republic of Kazakhstan according to Annex 27 resolution of the Chief State sanitary doctor of the Republic of Kazakhstan No. 57 of October 23, 2020;»
15) item 1 of sub-item 1.3. add paragraph 43 in the following wording:
- "ensure compliance with the algorithm of operation of the airport, railway and automobile stations in accordance with Annex 12 of the resolution of the Chief state sanitary doctor of the Republic of Kazakhstan No. 57 dated October 23, 2020;»
The heads of GU "Department of employment and social programs of Aktobe city", Department of health of Aktobe region, the police Department of Aktobe region to provide:
- screening for COVID-19 by PCR of all persons without a specific place of residence for epidemiological indications.
Heads of territorial departments Of the Department of sanitary and epidemiological control of the Aktobe region should provide:
- formation of city and district mobile groups consisting of employees of the local police service, medical workers of outpatient clinics and volunteers to monitor compliance with the requirements of the "home quarantine" regime by persons with a confirmed diagnosis of COVID-19;
- organizing the work of mobile groups to monitor people with a confirmed diagnosis of COVID-19 who are kept in home quarantine;
- bringing to administrative responsibility persons who violated the conditions of compliance with home quarantine.
To the head of the health Department of the Aktobe region to provide:
- home quarantine in the presence of isolation conditions and medical monitoring of persons with asymptomatic COVID-19 virus carrier according to the clinical Protocol;
- assessment of the home's compliance with the requirements for the organization of home quarantine;
- control over the conduct of medical supervision at home and compliance with the requirements of home quarantine by medical workers of the outpatient service;
- mandatory hospitalization of COVID-19 patients, with the exception of those with asymptomatic viral transmission, provided that they are isolated at home;
- implementation of the "Saqbol" mobile application in order to control the spread of coronavirus infection, as well as timely localization of infection foci.
To the head of the police Department of the Aktobe region, provide:
- together with employees of the outpatient service, taking measures in cases of refusal to hospitalize COVID-19 patients (with the exception of persons with asymptomatic virus carriers, provided they are isolated at home) to place them in an infectious hospital.
Department of internal policy of Aktobe region:
6.1. Conduct mass informing of the population about restrictive and quarantine measures and their gradual mitigation on the territory of the Aktobe region through the media and social networks;
6.2. Ensure unified coordination and centralization of the media, taking into account the changing situation and the growing number of cases.
The chief state sanitary doctors of the city of Aktobe and districts of the Aktobe region have the right to make decisions on tightening quarantine measures, depending on the current epidemiological situation in the relevant territory.
The resolution is mandatory for all individuals and legal entities, regardless of their ownership forms.
I reserve control over the implementation of this resolution.
This resolution comes into force on December 11, 2020.
