There are more and more competent clergy in the region.
Article 22 of the Constitution guarantees citizens freedom of conscience. The head of the regional Department for religious Affairs Alimbek Turaliev told about how this statement is implemented in our region.
- The religious situation in the region is stable. All registered religious associations operate in accordance with the legislation of the Republic of Kazakhstan, – the head of the Department immediately noted. There are 67 branches of the Spiritual administration of Muslims of Kazakhstan, 9 Orthodox, 2 Catholic, 13 Protestant churches and the Aktobe society for Krishna consciousness registered in the region. If you look at the statistics of religious buildings, there are 67 mosques, 6 Orthodox, 9 Protestant and 2 Catholic churches and temples.
- Islam prevails. Can you tell us how prepared the clergy are?
-115 clerics (imams, Naib-imams, muezzins, mullahs and ustazs) serve in the DUMK mosques. all of them have received religious education and passed theological courses. Compare, if 77 percent of them currently have higher and secondary special theological education, then, according to 2017 data, only 44 percent.
Alimbek Turaliev gave a fresh fact to confirm this. Recently, the chief Imam of the region Tolebi Ospan presented the staff of the Central mosque of Aktobe a new chief Imam, Nurlybek kuzenbayev. As reported by "AV", he is a graduate of the international Kazakh-Arab University in Shymkent, the Haseki training center (Turkey), the master's degree program of the University of foreign languages and business career (Almaty). This year, the Imam training course on prevention of extremism and terrorism was held at al-Azhar University in Egypt in the direction of the DUMK. – You touched upon the current topic of state policy in the sphere of religion, what has been done in this direction since the beginning of the year?
– The region has created, respectively, regional, city and twelve district awareness groups. They include University teachers, public figures, government and law enforcement officials, theologians, representatives of traditional religions and journalists, a total of 234 people. For example, the regional group includes 15 representatives of the Duma, 10 religious scholars, theologians and psychologists.
In the first half of the year, IRG members organized 952 events of various formats covering about 47 thousand residents of the region. The activity was affected by the quarantine. In 2019, 2,089 events were held, where the priority was to prevent the spread of destructive religious movements. Since March, due to the threat of the spread of coronavirus infection in the country, awareness-raising activities among the population have been held online, in compliance with restrictive measures. In connection with the state of emergency in social networks, 344 live broadcasts were held, which covered almost 33 thousand people, of which 585 are adherents of DRT.
In addition to nine local theologians and two psychologists, ten specialists of the national level were involved in explanatory work. These are competent professionals like Askar Sabdin, Kairat Zholdybaiuly, Rauan Cengagenow, rope Alsynbaev, Aslanbek Tynystanov, Bauyrzhan Esmahan, Dinara Nurgalieva, will Samsat Edilbaeva, Zharas Achan. One of the results of the joint work of the information and propaganda group and state agencies is that today in General education institutions the requirements for wearing school uniforms are fully met.
– One of the important areas of your work concerns the criminal correctional system. In short, what are the successes?
– At the moment, 859 convicts are serving their sentences in the kuis of the Aktobe region. Of these, 456 are in correctional institutions, and 403 are in pre-trial detention. At the beginning of July, 47 people were serving sentences under article 174 "Inciting social, national, tribal, racial, class or religious hatred", 5 of them in a pre-trial detention center. Local theologians were involved in the work of institutions within the framework of the state social order of the Department. Tolegen Maldybaev nurmukhambet the RA'zac hold regular classes according to the Hanafi madhhab. In total, 126 events were organized in correctional institutions in Aktobe. As a result of consistent rehabilitation work, three people were deradicalized and one was adapted to the norms of traditional Islam.
– How effective is the helpline service?
- KSU "Ansar" received 325 questions from 256 people. Most of them, which is 68 percent, are related to family and marriage problems.
Expanding on the answer, I will add that since the beginning of the year, about nine thousand information and propaganda materials have been posted on Internet resources, 144 – in print publications, 47 TV and 22 videos. As part of providing jamagat with reliable religious information, the channel of religious lectures "ad-Daru al-ilmi" was opened on Youtube, where a collection of 40 translated lectures by theologian Tolegen Taldybayev from Arabic on the topics "Fiqh" and "Aqida"was posted. At the same time, to improve the effectiveness of Internet monitoring, identify and block destructive religious content, as well as analyze and prevent Internet sites, we use the information systems "Cybernadzor" and "Counter". 96 links were sent to is "Cybernadzor", as a result, 62 are unavailable for use and 3 are blocked.
Also, since the summer of last year, the Internet space has been using the "Analytical Internet map" information system, which allows for automatic analysis in order to monitor the activity of Salafist views in the Vkontakte social network.
23,085 users were identified. At the moment, as a result of joint work with the authorized bodies, the number of users has decreased by almost a third.
And local authorized bodies under articles 490 and 453 of the administrative Code (distribution of printed materials containing signs of propaganda of ideas of extremism and terrorism (import, manufacture, storage) against nine residents of the region initiated administrative cases and imposed fines totaling 1,099,729 tenge.
I would like to conclude a serious conversation on a pre-holiday day with good news. At the beginning of the month, a family in the Bayganinsky district received the keys to a new apartment. A longtime dream came true thanks to the charity event "Eat less — Perge". Handing the keys to the new settlers, the chief Imam of the region Tolebi Ospan noted that Meirambek Kobenov became the seventh Aktobe resident for whom believers were formed. In total, 223 needy families in Kazakhstan found shelter in this way.
The Constitution says about freedom of conscience, in reality it is the freedom to do good, believing in the best, praying for the best and light that elevates us.
