KAZAKHSTAN IN NEW REALITY: CURRENT EVENTS

Dear compatriots!

Dear chairmen of the chambers of Parliament, deputies, members of the government!

 

The work of the regular session of the Parliament begins at a difficult stage.

The fight against the pandemic, which poses a serious threat to the world, continues in our country.

We have united our efforts to protect the lives and health of citizens.

At such a critical hour, our people united in solidarity.   

The fight against the epidemic was carried out thanks to the noble qualities inherent in our wise people. It was obvious that it is important to reach out to others, to be willing, to resist the unexpected pain.   

I express my sincere gratitude to doctors, law enforcement officers, military personnel, volunteers, entrepreneurs and all citizens who did not remain indifferent at this time. You have shown a vivid example of exceptional perseverance and great responsibility.

I believe that this is a manifestation of true love for the motherland.

In the current difficult conditions, the main task facing us is to preserve socio – economic stability, jobs and incomes of the population.

Two packages of operational anti-crisis measures have been adopted.

More than 4.5 million citizens who were left without temporary income received assistance in the amount of 42 thousand 500 tenge. More than 450 billion tenge was spent on this. Similar assistance was not provided in neighboring countries, even in other major states.

More than a million people received baskets of food and household items.

At the initiative of elbasy – chairman of the Nur Otan Party, more than 550 thousand families received one-time financial assistance with the support of the Birgemiz Foundation.

The pandemic has become a test period for all states. They are going through a lot of difficulties in the fight against the epidemic. In one place, the situation stabilizes, in another, new foci of the virus appear.

The government learned from the mistakes made and quickly set up its work.

The most important thing is that we openly publish all the information about those who died from the epidemic, without hiding anything from citizens. No matter how bitter, we are telling the truth. This is a positive aspect of Kazakhstan compared to some countries.   

However, the improvement of the situation should not be a reason to relax. The fight is still going on. The World Health Organization estimates that it will take at least 2 years to overcome the pandemic. 

In the coming months, we will work as closely as possible. We must be prepared for this.

If there is a problem, it is necessary not only to act urgently, but also to take measures in advance and work out everything comprehensively.

All decisions should be based on carefully verified assumptions.

The government is introducing clear restrictions and a Adaptive quarantine method.

A comprehensive program to combat the pandemic will be developed.

All obligations of the state in the social sphere and aimed at supporting the economy will be fulfilled. 1 trillion tenge is allocated from the National Fund for this purpose.

The work on indexation of social benefits will continue. In this direction, it is planned to allocate more than 1 trillion tenge until 2023.

We will definitely overcome the current difficulties. However, we should not forget about the long-term development of our country in the new geopolitical situation.

Now the world is going through an extremely serious crisis, which has not happened in the last 100 years. According to experts, in order to restore the global economy, at least
It takes up to 5 years. 

However, in the future, the competitiveness of the leading countries will be strengthened during such crises and fundamental changes. 

Kazakhstan must take its rightful place in the new world.

Thanks to the far – sighted policy of the first president-Elbasy Nursultan Abishevich Nazarbayev, a solid foundation has been created for the development of the economy, and we have gained authority on the world stage.

Therefore, at the moment when a new reality of the world is being formed, we must give a new impetus to the reforms. In this direction, we need to follow the National Plan and five institutional reforms as the main guidelines.

We must create conditions for a decent life for our citizens, protect their rights, ensure the rule of law, and strengthen the fight against corruption.

So, what will be the action plan?

 

I. new model of Public Administration

Reforms in this sphere should be carried out systematically.

In addition, we are changing approaches to state management, personnel policy, decision-making system and responsibility for their execution.

In the context of the pandemic and crisis, the current state management system works in maximum conditions. Solving operational tasks takes into account time and resources.

But in some cases, you need to get out of the view of the other horizon. So I decided to create an agency for Strategic Planning and reforms with the direct approval of the President.

Such a body has already been fulfilled and successfully fulfilled its tasks.

The central link of the entire state planning system will become ten years ago.

The reforms developed by the agency should be concrete, realistic and the most important, mandatory for the execution of all state organizations.

The Supreme Presidential Council on reforms is being created, the decision of which will be final.

For greater objectivity, the assessment of the rapidly changing situation in the agency is transferred to the Statistics Committee. 

It became clear that in the system of state planning, the main planner, contractor and appraiser is represented by the state apparatus. This is inappropriate.

The state planning system should provide mobilization of all human resources, involve the private sector and society in the quality of full-fledged partners at all stages: planning, execution, evaluation.

It is necessary to prevent the preparation of state programs with the largest number of indicators and indicators. Let's move on to the format of concise national projects aimed at all citizens.

In the quality of perfection, it is necessary to determine the outcome of the process.

The holding of the cardinal reform table requires a review of the activities of the entire state apparatus. Here is an important sign of synergy in the planning and implementation of the reform.

It is necessary to load the state service system.

The pandemic and the transfer of large state bodies to the regime of forced work have shown that the state apparatus can and should reduce.

I instruct to speed up the terms of reduction of the state apparatus and employees of the quasi-public sector. This year it is necessary to reduce them by 10%, and next year – another 15%. Thus, the task of reducing officials by 25% is to solve this problem already in 2021.

In the context of the results and taking into account digitalization, the solution and further reduction will be made.

At the expense of seconded funds, the salary of the remaining employees will be increased.

The low-paid state service will become a public service. Ignorance of this issue leads to selective breeding, loss of competence, initiatives and, most importantly, corruption.

Therefore, from July 1, 2021, it is planned to introduce a factor-based scale. This will help to strengthen the responsibility and motivation of state employees.

We need new personnel, with new views and initiatives. The state service should not turn into a closed cast.

At the same time, it is important to ensure the superiority and institutional memory, without the full range of professional and ethical requirements. 

Here we would like to stay on the issue of the Institute of responsible secretaries.

When introducing this institution, it was assumed that their inexhaustibility will allow the ministers to work from administrative and personnel, ensure the stability of the apparatus.

This did not happen. In addition, there are problems of mutual understanding between ministers and ministers. As a result, the general business suffers.

The need should be with one person-the minister appointed by the President.

Therefore, the Institute of responsible secretaries should be grateful for their commitment to the heads of the ministries ' offices.

To implement the proposed proposals, I instruct you to take a package of amendments to the legislation of the state service by the end of the year.

It is also necessary to review the issues of normalization.

"During the quarantine, the lack of mobility of the legal system caused the effect of ""narrow throat""." "It was necessary to introduce a mode of operation and adopt the so-called ""clear instruction""."

But such measures can not be a systematic answer to the crisis situation.

The main problem lies in the simple legislative regulation of the activities of executive power.

We need ministers and akims, but their powers are limited by detailed laws and regulations.

This is not only the state apparatus, but also the Parliament. Its chamber has been issued to consider detailed norms that should become the competence of executive bodies.

In the rapidly changing world, the low speed of decision adoption becomes a terrible national security.

Therefore, within the framework of the concept of legal policy, by changing the legislation, it is necessary to ensure the balance between the levels of Legal Regulation.

It will also solve such an important problem as improving corporate governance by quasi-public companies.

The country operates about a dozen national companies and about a dozen thousand state enterprises. At the same time, large quasi – public organizations are shareholder societies in order to ensure the arrival.

But if they are transferred to a part of the state functions, their activities should have a positive service, excellent character for citizens and the economy.

There was a confusion in many shareholder societies. Corporate governance is transformed into an additional bureaucratic procedure.

The reform of the entire quasi-sector should be continued.

Some decisions will be announced today, the government will present me with proposals.
