In accordance with subparagraph 30) of article 7 of the Law of the Republic of Kazakhstan dated November 24, 2015 "on Informatization", I ORDER:
1. Approve the attached Rules for recording information about e-government Informatization objects and placing electronic copies of technical documentation for e-government Informatization objects.
2. To recognize become invalid the order of the acting Minister on investments and development of Republic of Kazakhstan from January 28, 2016 № 128 "On approval of Rules of registration of information systems of state bodies, recording information about objects of Informatization "electronic government" and placing electronic copies of the technical documentation of objects of Informatization "e-government" (registered in the Register of the state registration of regulatory legal acts for No. 13320 issued on 10 March 2016 in the legal information system "Adilet").
3. the Department of digitalization of the Ministry of digital development, innovation and aerospace industry of the Republic of Kazakhstan shall provide:
1) state registration of this order in the Ministry of justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order in the direction in Kazakh and Russian languages in the Republican state enterprise on right of economic management "the Institute of legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in the Reference control Bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of digital development, innovation and the aerospace industry of the Republic of Kazakhstan;
4) within ten working days after the state registration of this order, submission to the Legal Department of the Ministry of digital development, innovation and aerospace industry of the Republic of Kazakhstan of information on the implementation of measures provided for in sub-paragraphs 1), 2) and 3) of this paragraph.
4. control over the implementation of this order shall be assigned to the supervising Vice-Minister of digital development, innovation and aerospace industry of the Republic of Kazakhstan.
5. This order shall enter into force ten calendar days after the date of its first official publication.

Rules for recording information about e-government Informatization objects and placing electronic copies of technical documentation for e-government Informatization objects"
Chapter 1. General provisions
1. These Rules record information about the objects of Informatization "electronic government" and placing electronic copies of the technical documentation of objects of Informatization "electronic government" (hereinafter – regulations) developed in accordance with subparagraph 30) of article 7 of the Law of the Republic of Kazakhstan from November 24, 2015 "On Informatization" (hereinafter – the Law) and determine the procedure of accounting information about objects of Informatization "electronic government" and placing electronic copies of the technical documentation of objects of Informatization "e-government".
2. Records information about objects of Informatization "electronic government" and electronic copies of the technical documentation of objects of Informatization "e-government" is carried out on the architectural portal "electronic government".
3. State bodies ensure the accuracy of information about the objects of Informatization of " e-government "and placed electronic copies of technical documentation of objects of Informatization of" e-government " on the architectural portal.
4. The following basic concepts are used in these Rules:
1) technical documentation – a set of documentation for an information system, an e-government information and communication platform, and a software product, including a service software product that includes a technical task, a design task, operational and other documentation;
2) objects of Informatization of "electronic government" – state electronic information resources, software of state bodies, Internet resource of a state body, objects of information and communication infrastructure of "electronic government", including service software, software and information systems of other persons intended for the formation of state electronic information resources within the framework of state functions and provision of public services;
3) accounting code of the "e-government" Informatization object – a unique identification number assigned to each object of Informatization, which is registered on the "e-government" architectural portal";
4) "e-government" architectural portal (hereinafter referred to as "architectural portal") – an information system designed for accounting, storing and systematizing information about e-government Informatization objects in accordance with the classifier of Informatization objects and further use by state bodies for monitoring, analysis and planning in the field of Informatization;
5) service integrator of electronic government (hereinafter – service integrator) – a legal entity determined by the Government of the Republic of Kazakhstan, responsible for methodological development of architecture of "electronic government" and the typical architecture of "electronic administration", as well as other functions provided by Law;
6) the owner of the information objects – the entity in which the owner of the information objects provided the right of possession and use of objects of Informatization, as defined by law or agreement to the extent and order.
Chapter 2. Procedure for recording information about the objects of Informatization of " electronic government"
5. the State body shall ensure that the architectural portal records information about the objects of Informatization of "electronic government" that are subject to accounting on the architectural portal, in accordance with the Annex to these Rules.
6.to ensure that information about e-government Informatization objects is recorded on the architectural portal, the state body submits a request for recording information about e-government Informatization objects with a description of the e-government Informatization object and provides the necessary information about e-government Informatization objects that are subject to accounting on the architectural portal in accordance with the Annex to these Rules.
7. The service integrator provides for the architectural portal account provided by the state on information, with the assignment of account code object of Informatization "e-government" not later than five working days from the date of filing a request for account information about objects of Informatization "e-government".
8. The public body in order to reflect information about objects of Informatization "e-government" establishes the responsible employee to conduct on a regular basis information about objects of Informatization "e-government" on the architectural portal and ensure the timely updating of information.
9. the State body provides placement on the architectural portal of electronic copies of technical documentation of objects of Informatization of "electronic government".
Chapter 3. Final provisions
10. Submission and updating of information about the created (developed) or acquired object of Informatization of "e-government" to the service integrator of "e-government" is mandatory and is carried out at each stage of the life cycle of the object of Informatization of "e-government".
The owner of the e-government Informatization object (hereinafter referred to as the owner) ensures timely updating of electronic copies of technical documentation and information about e –government Informatization objects posted on the e-government architectural portal.
11. The owner updates information about the objects of Informatization of "electronic government":
1) when making changes to the objects of Informatization of " electronic government";
2) if the owner or service integrator detects the absence of certain information and (or) incorrect information about the objects of Informatization of the "electronic government"on the architectural portal.
The owner ensures that information about e-government Informatization objects is updated on the architectural portal no later than ten business days after the information about e-government Informatization objects is changed or the information about their absence is discovered.
