The Aktobe regional maslikhat adopted decision No. 171 of December 11, 2013 "On additional provision of medicines to certain categories of citizens during outpatient treatment free of charge at the expense of the local budget" in accordance with the Code of the Republic of Kazakhstan of September 18, 2009 "On the Health of the people and the Health System". However, this Code has lost its force and the Code of the Republic of Kazakhstan dated July 7, 2020 No. 360-VI ZRK "On the Health of the People and the Health Care system"was put into effect.
The justification for the need to adopt a regulatory legal act is subparagraph 5) of paragraph 1 of Article 12 of the Code of the Republic of Kazakhstan dated July 7, 2020 "On the Health of the People and the Health Care System".
