Analytical report on the internal analysis of corruption risks in the activities of the State Institution "Office of the Akim of the Astana district of the city of Aktobe",

The analysis was carried out on the basis of the order "On conducting an internal analysis of corruption risks in the activities of the State Institution "Office of the Akim of the Astana district of the city of Aktobe "No. 74 dated June 5, 2020. The period of conducting an internal analysis of corruption risks is from January 1 to June 5, 2020.
The internal analysis was conducted in accordance with the approved rule of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption No. 12 dated October 19, 2016.
Internal analysis of corruption risks is carried out in the following areas:
1) identification of corruption risks in regulatory legal acts affecting the activities of the unit;
2) identification of corruption risks in the organizational and managerial activities of the unit.
1.. Regulatory legal acts affecting the activities of the State Institution "Apparatus of the Akim of the Astana district of the city of Aktobe".
1) Personnel management, including the turnover of personnel.
The staff number of the State Institution "Apparatus of the akim of the Astana district of Aktobe" is 26 units.
In accordance with Article 14 of the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V of the ZRK "On Combating Corruption", no close family relations were revealed among the employees of the State Institution "Office of the Akim of the Astana district".
In connection with the transfer to another job, according to the order of the akim of the district No. 30 of 03.03.2020, on March 3, 2020, Turganbayev M. M. was dismissed from the post of chief specialist of the housing and communal services department, who previously occupied a vacant place for the period of parental leave of the main employee.
2) Settlement of the conflict of interests
There are no facts of violation of labor discipline, there are no facts of bringing disciplinary responsibility. No conflict of interest was identified.
3) The State Institution "The Office of the akim of the Astana district of the city of Aktobe" does not provide public services and does not implement licensing functions.
4) There are no negative publications in the mass media;
5) Appeals of individuals and legal entities received by the division
During the monitoring period, only 60 appeals were registered: 11 legal entities, 49 individuals, including 8 individuals were accepted at a personal reception of citizens.
All appeals of legal entities and individuals are taken under control. There are no applications that are overdue or in violation of the deadline.
6) Acts of prosecutorial and judicial supervision:
1) In accordance with the rules for imposing disciplinary penalties on civil servants, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152 "On certain issues of public service and the private definition of the specialized interdistrict economic court of the Aktobe region dated January 31, 2020 No. 1513-20-5-21/934, the head of the organizational and control department Moldauletova Shynkumis Aliyevna was imposed for improper performance of official duties
disciplinary punishment in the form of a warning, according to the order of the akim of the district No. 26 of February 20, 2020.
2) In accordance with the rules for imposing disciplinary penalties on civil servants, approved by the Decree of the President of the Republic of Kazakhstan No. 152 dated December 29, 2015 " On certain issues of public service and in accordance with the submission on the elimination of violations No. 2-03-20-00896 dated January 20, 2020, the Prosecutor's Office of the Almaty district imposed a disciplinary penalty in the form of a reprimand for improper performance of official duties to the chief specialist of the organizational and control department Kutynova Zinegul Zhubanazarovna according to the order of the akim of the district No. 39 dated March 10, 2020.
Conclusion
During the internal analysis of corruption risks in organizational and managerial activities, regulatory legal acts affecting the activities of the State Institution "Office of the Akim of the Astana district of the city of Aktobe", there were no risks contributing to the commission of corruption offenses.
