The parties of social partnership discussed the Implementation of certain provisions of the regional agreement

A regular online meeting of the Commission on Social Partnership and Social-Labor Regulation was held under the chairmanship of the deputy akim of the region. Trade unions, as a side responsible for social partnership, put on the agenda the issue of implementation of Article 2.10. of the Regional Tripartite Agreement on Social Partnership, namely, provisions on the payment of health benefits to workers of unskilled labor of organizations and institutions of the budgetary sphere. In his speech, Ivan Sokolov, a member of the Trilateral Regional Commission, a chief expert on legal issues of the Local Trade Union of Education and Science of East Kazakhstan region, briefed the meeting participants on the improper implementing the above-stated provision of the Agreement in some organizations and institutions of the budgetary sphere, in particular, about the lack of payment of benefits for health improvement alongside with the annual labor leave in the amount of the official salary for all categories of workers, including workers of unskilled labor in institutions of the educational system of the region.

“The implementation of the terms of the Agreement by the parties, in accordance with the obligations assumed, is the key task of the social partners,” Ivan Sokolov emphasized in his speech. Following the consideration of the issue, the Chairman of the Commission, Shakarym Buktugutov, instructed the heads of Education Administration and Economy and Budget Planning Administration, jointly with the representatives of Trade Unions, to discuss ways and mechanisms to resolve the voiced issue, and also at the next meeting to report on the decision taken, including the sources of funding.

Furthermore, the Commission heard information on the results of the regional round of the republican competition on business social responsibility “Paryz” and on measures taken to reduce the debt on social contributions of enterprises with large arrears and on implementing certain provisions of the regional agreement on social partnership initiated by Trade Unions. The winners of the regional round of the republican competition on business social responsibility “Paryz” were named who would participate in the republican round.
