In East Kazakhstan region, almost 5 times more applications than expected were submitted to participate in Bakytty Otbasy Program

The regional authorities have agreed with banks on preferential mortgages for large families and families raising children with disabilities, and are ready to provide them with certificates for KZT1.5 million each to make initial contribution. Another KZT700,000 for these purposes will be allocated by the regional fund Paryz.

This was announced by Akim of East Kazakhstan region Danial Akhmetov at a meeting on the construction of housing and social facilities.

“We considered the housing construction. We see that a huge number of applications to participate in the Bakytty Otbasy Program are being received. With a limit of 370, we have already received 1,800 applications, including 551 ones from large families. In this regard, I instructed akims of cities and districts to prepare information on how many families are ready to take part in this program, as well as what plots in settlements can be allocated for the construction of semi-detached houses with an area of 140 sq. m. Banks make advances and are ready to allocate KZT 9 million of preferential loans to large families and families with disabled children. For our part, we provide certificates for KZT 1.5 million and another KZT 700,000 from the Paryz Fund, the head of the region wrote on his official page.

Moreover, during the meeting, Akim instructed next year to launch projects for the construction of new housing for specialists of medicine and education. Indeed, in most cases there is a lack of own housing that caused the outflow of young doctors and teachers from the districts of the region.

Danial Akhmetov commented on the issue of construction of commercial housing in East Kazakhstan region. He stressed that there is a steady demand for such apartments in the region. For this reason, akims of the cities and districts of the region received permission to invite private developers and provide them with plots with a pre-prepared construction project and supplied infrastructure.

Ridder town with population of 50,000 citizens is among the outsiders in the construction industry of East Kazakhstan, where only two apartment buildings are being built. According to Danial Akhmetov, a special commission will go there in the next few hours to check the work on the construction of housing leagues, social facilities and schools, as well as readiness for the heating season. Also, the regional akim criticized the local executive authorities of Kurchum district, where the terms of work at one of the facilities were delayed.

“This is an oversight by the district akim and Construction Administration. The rest districts of the region are well on track in the construction and reconstruction work. This year, many settlements of the region will receive new facilities, including sports and recreation centers and culture centres,” Danial Akhmetov wrote on his Instagram page.

Following the meeting, the head of the region reminded the responsible persons that when building social facilities, the expediency of construction and the demographic situation in a particular settlement should be taken into account. For example, the project of the sports and recreation center in Kainar settlement was recently reconsidered.

“There is no need for a large complex with a swimming pool. Most of the time it will be empty, and funds from the budget will be spent on maintenance and heating. This must not occur, we need to prevent unreasonable spending”, stressed Akim of East Kazakhstan region.
