Holding preventive anticorruption measures

On July 15, 2021, a meeting under the chairmanship of the Deputy Head of Akim’s Office of East Kazakhstan region Sabit Barlybayev took place offline for civil servants of Gluboky district to consider preventive anticorruption measures. It was held in compliance with all sanitary standards with connecting rural districts in videoconferencing mode to consider the submission of the Anti-Corruption Service “On elimination of circumstances that enable the criminal offence to be committed and other violations of the law”.

Following the meeting, Sabit Barlybayev instructed to radically change the attitude towards the work in this direction, to pay heightened attention to shape an anti-corruption culture among officials, including in subordinate organizations, guided by the principle of intolerance to corruption. To fully exclude the facts of a formal approach to assessing the presence of corruption in the actions of subordinates. Eliminate the formalism in carrying out corruption risks, move to an approach when the identification of corruption risk is a positive factor. Develop action plans to eliminate identified corruption risks, encourage the publication of anti-corruption materials in the media, official websites, posting relevant information on banners and other campaign media, conducting thematic meetings not only among officials of government organizations and the quasi-public sector, but among children and youth, holding workshops on an ongoing basis with the invitation of the representatives of the Anti-Corruption Service, constantly conducting legal general education.

The meeting was attended by the representative of Prevention and Integrity Administration of Anticorruption Department of the Agency of the Republic of Kazakhstan (Anti-Corruption Service) on East Kazakhstan region Gulnur Bekbayeva and the Head of the Project Office “Shygys - Adaldyk alany” Marzhan Bakhyt, who discussed in the dialogue format current topics of internal analysis of corruption risks, creation of compliance services, amendments to the Criminal and Criminal Procedure Codes of the Republic of Kazakhstan on strengthening the protection of citizens' rights in criminal proceedings and combating corruption, as well as new anti-corruption restrictions for civil servants and subjects of the quasi-public sector.

At the meeting, social videos on the topic of combating corruption were demonstrated. In order to inform the state agencies and organizations of Gluboky district as much as possible about the work being done to prevent corruption, the meeting was also attended by the Head of Police Department Serik Akasov, the Heads of Sanitary and Epidemiological Control Department Saltanat Bazarkhanova, Statistics Department Talgat Aituarov, the Head of Emergency Department Alexei Ogradov, acting head physician of the district hospital Aleksey Zedeiko and also the editor-in-chief of the newspaper Ogni Priirtyshya-Ak Bulak.
