Appendix 1 to the decision
Rules for the provision of social assistance, establishing its size and determining the list of certain categories of needy citizens in the Munaili region
Chapter 1. General provisions
1) State Corporation "Government for Citizens" (hereinafter referred to as the State Corporation) is a legal entity created by decision of the Government of the Republic of Kazakhstan to provide public services in accordance with the legislation of the Republic of Kazakhstan, organize work on accepting applications for the provision of public services and issuing their results to the service recipient on the principle of "one window," ensuring the provision of public services in electronic form;
2) special commission - a commission created by the decision of the akim of a city of republican significance, capital, district (city of regional significance), to consider the application of a person (family) claiming to provide social assistance to certain categories of needy citizens;
3) social assistance - assistance provided by the local executive body in cash or in kind to certain categories of needy citizens, as well as for holidays and memorable dates;
4) the authorized body for the provision of social assistance - the state institution "Munailinsky district department of employment and social programs";
5) authorized organization for the payment of social assistance - second-level banks, organizations licensed by the authorized body for regulation, control and supervision of the financial market and financial organizations for the relevant types of banking operations, territorial divisions of Kazpost joint-stock company;
6) subsistence minimum - the minimum cash income per person equal to the value of the minimum consumer basket;
7) average per capita income - the share of total family income per family member per month;
8) holidays - days of national and state holidays of the Republic of Kazakhstan;
9) holidays (hereinafter referred to as memorable dates) - professional and other holidays of the Republic of Kazakhstan;
10) authorized state body - the central executive body exercising leadership and intersectoral coordination in the field of social protection of the population in accordance with the legislation of the Republic of Kazakhstan, regulation, control functions over the activities of the State Social Insurance Fund;
11) precinct commission - a special commission created by the decision of the akims of the relevant administrative-territorial units to conduct a survey of the financial situation of persons (families) who applied for targeted social assistance;
12) the maximum amount is the approved maximum amount of social assistance;
13) digital document service - an object of the information and communication infrastructure of the "electronic government," assigned to the operator and intended for displaying and using documents in electronic form, formed on the basis of information from informatization objects;
14) web portal "electronic government" - an object of informatization, which is a "single window" of access to all consolidated government information, including the regulatory legal framework, state and other services provided in electronic form;
15) electronic digital signature - a set of electronic digital symbols created by means of an electronic digital signature and confirming the reliability of an electronic document, its ownership and immutability of content.
Chapter 2. Procedure for determining the list of categories of recipients of social assistance and establishing the amount of social assistance
1) February 15 - Day of the withdrawal of a limited contingent of Soviet troops from the Democratic Republic of Afghanistan:
servicemen who have a disability due to injury, concussion, injury received during military service in Afghanistan;
those liable for military service, who were called up for training and sent to Afghanistan during the period of hostilities - in the amount of 50 (fifty) monthly calculation indicators;
military personnel of automobile battalions sent to Afghanistan to deliver goods to this country during the period of hostilities - in the amount of 50 (fifty) monthly calculation indicators;
military personnel who flew to combat missions in Afghanistan from the territory of the former USSR - in the amount of 50 (fifty) monthly calculation indicators;
workers and employees who served the Soviet military contingent in Afghanistan, who were injured, concussed or injured, or awarded orders and medals of the former USSR for participating in ensuring hostilities - in the amount of 50 (fifty) monthly calculation indicators;
2) March 8 - International Women's Day:
mothers with many children awarded with Altyn Alka, Kumis Alka pendants and previously received the title of Mother Heroine, awarded with the Orders of Maternal Glory of I and II degrees - in the amount of 2 (two) monthly calculation indicators;
persons with disabilities of all groups, children with disabilities up to seven years old, children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators;
3) April 26 - Memorial Day of the accident at the Chernobyl nuclear power plant:
families of persons who died during the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities - in the amount of 40 (forty) monthly calculation indicators;
families of persons with disabilities who died due to radiation sickness or died, as well as citizens whose death is properly related to the impact of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities and nuclear tests - in the amount of forty (40) monthly calculation indicators;
Persons with disabilities identified as a result of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities, nuclear tests, and their children whose disability is genetically related to the radiation exposure of one of the parents - in the amount of sixty (60) monthly calculation indicators;
persons who took part in eliminating the consequences of the disaster at the Chernobyl nuclear power plant in 1986-1987, other radiation disasters and accidents at civilian or military facilities, as well as those who participated directly in nuclear tests - in the amount of 50 (fifty) monthly calculation indicators;
persons from among the participants in the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant in 1988-1989, evacuated (independently left) from the exclusion and resettlement zones to the Republic of Kazakhstan, including children who were in utero on the day of evacuation - in the amount of 40 (forty) monthly calculation indicators;
4) May 1 - Holiday of the unity of the people of Kazakhstan:
children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators;
5) May 7 - Defender of the Fatherland Day:
children with disabilities up to seven years old, children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators;
6) May 9 - Victory Day:
veterans of the Great Patriotic War - in the amount of 1,000,000 (one million) tenge;
persons equated in terms of benefits to persons with disabilities due to injury, concussion, injury or illness received during the Great Patriotic War - in the amount of sixty (60) monthly calculation indicators;
persons equated by benefits to the participants of the Great Patriotic War - in the amount of 50 (fifty) monthly calculation indicators;
servicemen of the Soviet Army, Navy, State Security Committee, persons of command and rank and file of the Ministry of Internal Affairs of the former Union of Soviet Socialist Republics (hereinafter referred to as the Union of SSR) (including military specialists and advisers), who, in accordance with decisions of government bodies of the former USSR, took part in hostilities on the territory of other states - in the amount of 50 (fifty) monthly calculation indicators;
servicemen of the Republic of Kazakhstan who performed tasks in accordance with interstate treaties and agreements to strengthen the protection of the border of the Commonwealth of Independent States in the Tajik-Afghan section from September 1992 to February 2001 - in the amount of fifty (50) monthly calculation indicators;
military personnel of the Republic of Kazakhstan who took part as peacekeepers in the international peacekeeping operation in Iraq from August 2003 to October 2008 - in the amount of 50 (fifty) monthly calculation indicators;
military personnel, as well as persons in command and rank-and-file of the internal affairs and state security bodies of the former USSR who took part in the settlement of the interethnic conflict in Nagorno-Karabakh from 1986 to 1991 - in the amount of fifty (50) monthly calculation indicators;
persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War - in the amount of 40 (forty) monthly calculation indicators;
persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War - in the amount of 40 (forty) monthly calculation indicators;
families of servicemen who died (disappeared) or died as a result of injury, shell shock, injury, illness received during the hostilities in other states in which hostilities were conducted - in the amount of 40 (forty) monthly calculation indicators;
families of servicemen who died (died) during military service in peacetime - in the amount of 40 (forty) monthly calculation indicators;
families of persons who died during the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities - in the amount of 40 (forty) monthly calculation indicators;
disability, as well as citizens whose death in accordance with the established procedure is associated with the impact of the disaster at the Chernobyl nuclear power plant and other radiation disasters and accidents at civilian or military facilities and nuclear tests - in the amount of 40 (forty) monthly calculation indicators;
the spouse of a deceased person with a disability due to injury, contusion, injury or illness, received during the Great Patriotic War or a deceased person equated in benefits to persons with disabilities due to injury, concussions, injuries or diseases received during the Great Patriotic War, as well as a deceased participant in the Great Patriotic War, a partisan, an underground worker, a citizen, awarded the medal "For the Defense of Leningrad" or the sign "Resident of besieged Leningrad," recognized as persons with disabilities as a result of general illness, labor injury and other reasons (except for illegal ones) who have not remarried - in the amount of 40 (forty) monthly calculation indicators;
7) August 30 - Constitution Day of the Republic of Kazakhstan:
persons injured as a result of nuclear tests at the Semipalatinsk nuclear test site - in the amount of ten (10) monthly calculation indicators;
persons with disabilities of all groups, children with disabilities up to seven years old, children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators;
recipients (children) of state social benefits in case of loss of breadwinner - in the amount of 8 (eight) monthly calculation indicators;
8) October 1 - Seniors Day:
pensioners over 70 (seventy) years old - in the amount of two (2) monthly calculation indicators.
9) The second Sunday of October is the Day of Protection of the Rights of Persons with Disabilities:
persons with disabilities of all groups, children with disabilities up to seven years old, children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators;
10) December 16 - Independence Day:
persons who took part in the events of December 17-18, 1986 in Kazakhstan, rehabilitated in the manner established by the Law of the Republic of Kazakhstan "On the rehabilitation of victims of mass political repression" - in the amount of 50 (fifty) monthly calculation indicators;
persons with disabilities of all groups, children with disabilities up to seven years old, children with disabilities of the first, second, third groups from seven to eighteen years old - in the amount of 5 (five) monthly calculation indicators.
1) persons with socially significant diseases (malignant neoplasms, tuberculosis, disease caused by the human immunodeficiency virus) who do not receive state benefits, 1 once a year, excluding income - in the amount of 26 (twenty-six) monthly calculation indicators;
2) children infected with the human immunodeficiency virus, monthly - in the amount of 2 (two) living wages in the Republic of Kazakhstan;
3) in case of damage to a citizen (family) or his property as a result of a natural disaster or fire, within six months from the date of this situation, according to the application, at a time, without taking into account income - in the amount of no more than 50 (fifty) monthly calculation indicators;
4) persons with an average per capita income below the subsistence level in the Mangistau region preceding the quarter of circulation (orphanhood; lack of parental care; neglect of minors, including deviant behavior; the presence of minors in special educational organizations, educational organizations with a special regime of detention; limiting the possibilities of early psychophysical development of children from birth to three years; disability and/or persistent impairment of body functions due to physical and/or mental capabilities; restriction of life due to socially significant diseases and diseases that pose a danger to others; inability to self-care due to old age; abuse resulting in social maladjustment and social deprivation; homelessness (persons without a fixed abode); release from prison; being registered with the probation service) 1 once a year - in the amount of not more than 40 (forty) monthly calculation indicators;
5) to pay for educational services to students (children with disabilities, orphanhood, lack of parental care) in higher educational institutions of the Republic of Kazakhstan in full-time for obtaining a bachelor's degree, if there is a contract and the average per capita income is below the subsistence level in the Mangistau region for twelve months before applying, 1 time a year;
6) veterans of the Great Patriotic War, veterans of military operations on the territory of other states and persons equated in benefits to the participants of the Great Patriotic War, their widows, families of dead servicemen, persons from among the participants in the liquidation of the consequences of the disaster at the Chernobyl nuclear power plant in 1988-1989, evacuated (independently leaving) from the exclusion and resettlement zones to the Republic of Kazakhstan, including children who were in utero on the day of evacuation, persons who worked and served in the rear for sanatorium treatment, excluding income, 1 once a year, but not more than a guaranteed amount and payment of the cost of travel by rail;
7) a person accompanying a person with a disability of the first group for sanatorium-resort treatment has the right to be reimbursed by local executive bodies for the cost of staying in a sanatorium-resort organization without taking into account income, 1 once a year in the amount of seventy percent of the guaranteed amount provided as compensation for the cost of sanatorium-resort treatment determined by the authorized state body.
Chapter 3. Final provision
Funding for the provision of social assistance is carried out within the funds provided for by the district budget for the current financial year.
The state corporation transfers the amounts of social assistance received from the authorized body for the provision of social assistance to the bank accounts of recipients of social assistance.
