Analytical report on the provision of public services for 2024

In accordance with the register of public services, approved by the order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020 No. 86/OD, departments of the akimat of the Karakiyansky district (subordinate institutions) 7 offices of the akim of the village, rural district.

Work on internal quality control of public services

In accordance with the plan approved by the order of the Akim of the Karakiyansky district dated December 15, 2023 No. 175 "On approval of the Action Plan of internal state control for compliance with legislation in the field of public services and other legislation of the Republic of Kazakhstan for 2024"

According to the results of the internal quality control of the provision of public services, the number of objects of control carried out according to the plan for 2023 is 6.

Number of violations identified - 42, including:

- facts of requesting documents not provided for by the approved standard of public services - 11;

- facts of violation of procedures (business processes) for the provision of public services - 10;

- facts of violation of other requirements of legislation in the field of public services - 7;

- facts of violation of the terms of provision of public services - 1;

- preservation of the term of service of the recipient of public services - 8;

- do not allow the provision of public services without a complete set of documents-5;

The number of proposals developed based on the results of the control event is 19 (14 completed)

Advanced training of employees in the field of public services

In order to improve the qualifications of employees in the field of public services, they are sent to lectures at the branch of the Republican State Treasury Enterprise "Academy of Public Administration under the President of the Republic of Kazakhstan in the Mangistau Region". The number of employees who have completed advanced training courses on public services for 12 months of 2024 is 22.

On public services provided for 12 months of 2024

A total of 7,425 public services were provided in the Karakiya district, including:

1) 8.1 - the number of public services provided by service providers in paper form through the office (except for those provided through a state corporation) - 18;

2) 8.2 - the number of services rendered by service providers in paper form through the office on an alternative basis, if it is possible to render public services through the web portal of the "electronic government" and (or) the state corporation - 315;

3) 8.2 - the number of services rendered through the state corporation - 1430;

4) 8.3 - in electronic form through the information systems of the service provider, without direct contact with the service recipient (web portal of the "electronic government"); www.egov.kz, www.elicense.kz the number of public services rendered - 5662;

5) 8.4 - through the service provider's information systems by means of direct communication with the service recipient and manual entry of the application into the information system (web portal of the "electronic government"); www.egov.kz, www.elicense.kz number of public services rendered - 0;

Number of refusals to render public services - 1773; (on paper - 126, in electronic form - 1647).

In total, 47 services (7425) were rendered in the Karakiya district in the 12 months of 2024, including:

- by a government agency - for 7 types of activities (333);

- by a state corporation - for 16 types (1430)

- through the electronic portal, 37 types of services were rendered (5662).

"There were no complaints about public services received directly by the Akimat of the Karakiyansky District for 12 months of 2023.

For 12 months of 2024 - 3. in particular, to the State Institution "Karakiyansky District Department of Culture, Physical Culture and Sports" - 1, to the State Institution "Department of Land Relations, Construction and Urban Development" - 1, State Institution "Akim's Office of the Village of Kuryk" - 1

The employees who allowed the specified shortcomings were given 2 "warnings" and 1 "administrative fine".

Exchange of experience of specialists responsible for public services

A plan for the exchange of experience of specialists responsible for improving the quality of public services with district and city akimats has been approved. According to the plan of events for July 2024, 7 civil servants of district and city akimats have exchanged experience. (additional plan will be sent)

"Self-service corners", "service akimat"

In total, there are 40 "self-service corners" in the Karakiya district; in just 12 months of 2024, 1,061 services were provided through the "self-service corners" located in district, rural akimats, local executive bodies, and educational organizations.

Through the "service akimat", the akim and deputies of the district held a reception on personal issues of 878 citizens.

Refusales of public services

Maximum refusal of public services:

- "appointment of targeted social assistance" - 953;

Main reasons for refusal: due to the recipients receiving financial and material assistance in educational organizations

Conducted explanatory activities on the provision of public services

In order to ensure transparency in the process of providing public services and improve the quality of public services to the population of the district, explanatory work was carried out (a total of 133, including: explanatory activities - 99, publication on social networks - 6, briefing - 1, fair - 4), according to these explanatory activities, the number of recipients of services covered is 1521.
