On Amending the decision of the Zhanaozen city Maslikhat No. 14/111 dated March 28, 2024 "On Approval of the Rules for Providing Social assistance, establishing its size and determining the list of certain categories of needy citizens in the city of Zhanaozen"
Zhanaozen city maslikhat DECIDED:
in appendix 1 to the specified decision:
paragraph 2 should be stated in a new version:
1) The State Corporation "Government for Citizens" (hereinafter – the State Corporation) is a legal entity established by decision of the Government of the Republic of Kazakhstan to provide public services in accordance with the legislation of the Republic of Kazakhstan, organize work on accepting applications for the provision of public services and issuing their results to the service recipient on the principle of "one window", ensuring the provision of public services services in electronic form;
2) special commission – a commission created by the decision of the mayor of the city to consider the application of a person (family) applying for social assistance to certain categories of needy citizens;
3) social assistance – assistance provided by the local executive body in cash or in kind to certain categories of needy citizens (hereinafter referred to as recipients), as well as on holidays and memorable dates;
4) the authorized body for the provision of social assistance is the state institution "Zhanaozen city Department of Employment and Social programs";
5) authorized organization for the payment of social assistance – second-tier banks, organizations licensed by the authorized body for regulation, control and supervision of the financial market and financial organizations for the relevant types of banking operations, territorial divisions of the Kazpost joint-stock company;
6) the subsistence minimum is the minimum monetary income per person, equal in value to the value of the minimum consumer basket;
7) average per capita income – the share of total family income per family member per month;
8) holidays – days of national and state holidays of the Republic of Kazakhstan;
9) festive dates (hereinafter – memorable dates) – professional and other holidays of the Republic of Kazakhstan;
10) authorized state body – the central executive body responsible for the management and inter-sectoral coordination in the field of social protection of the population in accordance with the legislation of the Republic of Kazakhstan, regulation, control functions over the activities of the State Social Insurance Fund;
11) precinct commission – a special commission created by the decision of the akims of the relevant administrative-territorial units to conduct a survey of the financial situation of persons (families) who have applied for targeted social assistance;
12) maximum size – the approved maximum amount of social assistance;
13) digital document service is an object of the information and communication infrastructure of the "electronic government", assigned to the operator and intended for displaying and using documents in electronic form, formed on the basis of information from informatization objects;
14) the electronic government web portal (hereinafter referred to as the portal) is an object of informatization, which is a "single window" of access to all consolidated government information, including the regulatory framework, government and other services provided in electronic form;
15) an electronic digital signature (hereinafter referred to as an EDS) is a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of an electronic document, its belonging and the immutability of its content.";
subparagraph 5) of paragraph 6 should be stated in a new wording:
"students studying full-time at higher educational institutions of the Republic of Kazakhstan to obtain a bachelor's degree, in the presence of a contract and an average per capita income below 1.5 times the subsistence minimum in the Mangystau region twelve months before applying (recipients of state social benefits in case of loss of breadwinner, both parents of whom are old-age pensioners or one of the the parent is a person with a disability, from families with four or more minor children living together, including children, full-time students in general education or professional programs in organizations of general secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, after they reach the age of majority until the time of graduation from educational organizations (but not more than before reaching the age of twenty-three), 1 time per year;
students studying full-time at higher educational institutions of the Republic of Kazakhstan to obtain a bachelor's degree, in the presence of a contract and an average per capita income below 1 fold of the subsistence minimum in the Mangystau region for twelve months before applying (persons with disabilities, orphanhood, lack of parental care), 1 time a year;
full-time students in higher educational institutions of the Republic of Kazakhstan to obtain the level of "internship" and "residency" on the basis of a special agreement concluded in coordination with the state institution "Department of Health of the Mangystau region" (except for the specialty "Dentistry"), excluding income, 1 time per year.
To cover the cost of food and accommodation, monthly - in the amount of 5 (five) monthly calculation indices;".
