A competition is being announced for the vacant position of director of the state communal state enterprise "House of Culture of the village of Kenderli" on the right of operational management of the state institution "Apparatus of Akim of the village of Kenderli".

According to the order of the Ministry of National Economy of the Republic of Kazakhstan dated February 2, 2015 No. 70 "On approval of the Rules for appointment and certification of the head of a State enterprise, as well as approval of his candidacy for heads of state cultural organizations", in accordance with the order of the Minister of Culture and Sports of the Republic of Kazakhstan dated July 17, 2017 No. 209 "On approval of standard qualification characteristics of positions of specialists and other employees" announces a competition for the vacant position of director of the state communal state enterprise "House of Culture of the village of Kenderli" on the right of operational management of the state institution "Apparatus of Akim of the village of Kenderli".

III. Job responsibilities:

manages the creative, production, economic and financial activities of the House of Culture (hereinafter - the organization);
ensures the safety and effective use of property;
Organizes anti-corruption work;
defines the policy and strategy of the organization's activities;
organizes financial and material support, the development of calendar and long-term repertoire plans, the rental of repertoire (rental), the release of new and rearranged performances (performances, concerts, circus performances) ;
approves the compositions of production groups and performers, sketches and models of scenery, work plans and schedules of new and rearranged productions (performances, concerts, circus performances) ;
takes measures to provide the organization with qualified specialists and develop their professional knowledge and experience, create working conditions, create a favorable psychological climate in the team, and organize work to combat corruption.
allocates separate areas of work to deputy directors, heads of creative, production departments and officials of the organization;
concludes contracts and transactions, ensures the submission of necessary reports;
concludes and terminates employment contracts with employees of the organization;
issues orders, represents the interests of the organization in court, government agencies and organizations;
provides control over the fulfillment of safety and labor protection requirements, fire safety.

Qualification requirements:

Education:

One of the areas of training are: pedagogical sciences (training of teachers of subject specialization of general development, training of teachers in humanities, languages and literature) and/or arts and humanities and/or social sciences, journalism and information and/or business, management and law and/or services (tourism, cultural andhigher (or postgraduate) education in;

Work experience:

At least 3 years in the field of culture or in senior positions, or at least 5 years for persons enrolled in the Presidential Youth Personnel Reserve, or for persons who have completed foreign universities in educational institutions under the President of the Republic of Kazakhstan in postgraduate education programs or in priority specialties approved by the working body, and one of the areas of personnel training is: pedagogical sciences (training of teachers of the subject specialization of general development, in the humanities, at least 2 years in leadership positions in the field of culture or in leadership positions for persons with a degree in languages and literature) and/or in arts and humanities and/or social sciences, journalism and information and/or business, management and law and/or services (tourism, cultural and leisure work).

Requirements for the participants of the competition:

The Constitution of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the Administrative Procedural Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Copyright and related Rights", "On Culture", "On State Property", "On combating corruption", "On public procurement", knowledge of labor discipline, requirements for occupational safety and health, industrial sanitation, fire safety and regulatory legal acts regulating relations in the activities of the institution.

The person applying for participation in the competition, within the period specified in the announcement of the competition, submits the following documents:

1) application for participation in the competition;

2) resume in the state and Russian languages;

3) copies of educational documents;

4) documents confirming labor activity specified in Article 35 of the Labor Code of the Republic of Kazakhstan (hereinafter - the Code);

5) certificate in form No. 075/u "medical certificate (medical professional advisory opinion)", approved by Order of the Acting Minister of Health of the Republic of Kazakhstan dated October 30, 2020 No. KR DSM-175/2020 (registered in the Register of State Registration of Regulatory Legal Acts No. 21579).

The participant of the competition can provide additional information regarding his education, work experience, level of professional training (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, as well as recommendations from the management of the previous place of work, etc.).

VIII. The following persons are not accepted for the competition:

1) under the age of eighteen;

2) previously committed corruption crimes;

3) having an outstanding or unremitted criminal record in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4) other conditions provided for by the legislation of the Republic of Kazakhstan.

VIII. Deadline for submitting applications for participation in the competition:
