Analysis of received requests from individuals and legal entities and information on personal appointments for the 2nd quarter of 2024
In pursuance of the instruction of the President of the Republic of Kazakhstan Tokayev K.K. on the implementation of the basic principles of the concept of a "Hearing State", systematic work is underway in the Mangystau region to consider citizens' appeals.
All types of appeals received through the unified information system "E-statement" are guided by the Administrative Procedural Code of the CPC of the Republic of Kazakhstan, the norms of the requirements for execution are observed, they are registered in a timely manner, and appropriate responses are provided to applicants. In order to prevent violations of the terms of treatment, proper control is provided by the department of control over the consideration of appeals of the office of the akim of Zhanaozen.
In the 2nd quarter of 2024, 499 appeals were received in the city of Zhanaozen, of which 434 appeals from individuals – 87.1%, from legal entities – 65 – 12.9%.
Cross-analysis of the data revealed the top 3 problematic issues raised by the applicants during the reporting period. In the reporting period, most of the requests include the following questions.
Land and land use issues – 56 - 11.2 %;
Housing and communal services - 124 - 24.8%;
Labor relations and employment issues - 189 - 37.8%.
On these issues, the relevant competent authorities, within the framework of the law, send answers to the applicants. Citizens who have applied for the provision of land for economic, entrepreneurial purposes, housing construction, are explained and given answers within the framework of current legislation.
Also, an urgent issue among the residents of Zhanaozen is the employment of citizens. In this regard, in the direction of solving employment issues of the region's population, within the framework of adopted state programs, the labor market is comprehensively studied and considered, based on the potential of small and medium-sized businesses and a comprehensive plan for the socio-economic development of the city of Zhanaozen. One of the topical issues in the Mangystau region, along with the problem of unemployment, remains issues of labor disputes between an employer and an employee, which are considered and resolved within the framework of the law.
During the reporting period, the office of the Akim of the region received 1 request from the Administration of the President of the Republic of Kazakhstan. There were no violations of deadlines in the execution of orders.
According to the results of the second quarter, 499 appeals were executed, 416 appeals, i.e. 83.35%, of which 341 (81.9%) appeals adopted administrative acts.
According to the results of consideration of citizens' appeals: 341 (82.1%) were positively resolved; an onerous administrative act was adopted - 6 (1.2%); including hearings were not held – 6 (1.2%); 13 – taken into account (2.6%); 12 – suspended (2.4%); 24-repeated applications (duplicate) (4.8%); 10 - the deadline for consideration has been extended (2.0%).
In the second quarter of 2024, the akim of Zhanaozen city held 5 receptions and accepted 71 citizens (in April 1 reception - 1 citizen, in May 3 reception – 62 citizens, in June 1 reception – 8 citizens).
During the reception, the following issues were considered and heard:
1) Employment and labor management issues – 47;
2) Issues of housing and communal services, proposals for landscaping - 15;
3) General business issues-2;
4) Issues of land and land management – 1;
5) on labor relations-1;
6) other issues (submission to the state award, permanent registration, religious proposals, prohibitions on personal accounts, repayment of loans, destruction of guide dogs, etc.) – 5 issues were heard and considered.
The deputy akim of the city held 18 receptions, 197 citizens were heard (deputy akim of the region N. Khudibaev at 3 receptions – 5 citizens; deputy akim of the region B. Shalabaev at 6 receptions – 68 citizens; deputy akim of the region J. Aimaganbetov at 9 receptions – 124 citizens).
The head of the city akim's office held 10 receptions in the second quarter, 33 citizens were accepted.
In addition, heads of departments, mayors of villages, rural districts and deputy mayors held 51 receptions and received 264 people. 148 people found a positive solution to their problems.
In the second quarter of 2024, 579 citizens applied to the reception center of the Akimat of Zhanaozen.
In addition to the mayor of the city, his deputies and the head of the staff, 32 receptions were held, questions from 263 citizens were heard.
Specialists of the structural divisions of the city akim's office consulted 316 citizens.
Currently, all government agencies and all organizations subordinate to them are working with the e-otinish information system.
The local executive bodies of the city of Zhanaozen comprehensively consider the issues raised in the appeals of individuals and legal entities, carry out explanatory work within the framework of legislation, consider ways to solve them in accordance with the legislation.
