On the received appeals from individuals and legal entities to the office of the Akim of Zhanaozen for the 1st quarter of 2024
In pursuance of the instruction of the President of the Republic of Kazakhstan Tokayev K.K. on the implementation of the basic principles of the concept of a "hearing state" in the city of Zhanaozen. The system is being conducted with applicants.
All types of appeals received through the unified information system "E-statement" are guided by the Administrative Procedural Code of the CPC of the Republic of Kazakhstan, the norms of the requirements for execution are observed, they are registered in a timely manner, and appropriate responses are provided to applicants. In order to prevent violations of the terms of treatment, proper control is provided by the department of control over the consideration of appeals from the office of the Mayor of Zhanaozen.
In total, 560 appeals to the E-Statement information system were registered in local executive bodies in the city of Zhanaozen in the 1st quarter of 2024. Of these, individuals make up 87.1%, and legal entities – 12.9%.
Also, 35% of appeals from women and 65% from men were sent to government agencies. The average age of the applicant was 35-45 years (48.4%).
Cross-analysis of the data obtained from the analytical module "Qlik" revealed the top 3 problematic issues raised by the applicants during the reporting period. In the reporting period, most of the requests include the following questions.

Land and land use issues – 76 – 13.6 % ;
Issues of housing and communal services - 89 - 15.9%
Labor relations and employment issues - 265 - 47%.
On these issues, the relevant competent authorities, within the framework of the law, send answers to the applicants.
Also, an urgent issue among the residents of Zhanaozen is the employment of citizens. In this regard, in the direction of solving employment issues of the region's population, within the framework of adopted state programs, the labor market is comprehensively studied and considered, based on the potential of small and medium-sized businesses and a comprehensive plan for the socio-economic development of the city of Zhanaozen. One of the topical issues in the city of Zhanaozen, along with the problem of unemployment, remains the issues of labor disputes between an employer and an employee, which are considered and resolved within the framework of the law.
During the reporting period, the office of the Mayor of the city received 8 instructions from the Administration of the President of the Republic of Kazakhstan on appeals. There were no violations of deadlines when executing orders.
According to the results of the first quarter, 90.35% of 560 appeals were executed, of which 460 (82.1%) favorable administrative acts were adopted.
Based on the results of consideration of citizens' appeals: a favorable administrative act was adopted – 460 (82.1%); an onerous administrative act was adopted – 0; O.I. hearings were not held – 0; the author was given answers – 29 (5.2%); suspended (LPC 89; Art. 70) - 8 (1.4%); noted (Article 89 of the LPC) – 7 (1.2%); extended review period – 2 (0.3%);
In the 1st quarter of 2024, the mayor of Zhanaozen held 4 receptions and received 45 citizens personally (in January 1 reception – 2 citizens, in February 1 reception – 24 citizens, in March 2 reception – 19 citizens).
During the reception, the following issues were considered and heard:
1) Employment and labor management issues – 27;
2) Housing provision, housing and communal services – 9;
3) General business issues – 2;
4) Land and land management issues – 2;
5) Labor relations – 2;
6) Complaint regarding construction projects – 1;
7) other issues (proposals for state awards, registration for permanent residence, proposals on the religious sphere, arrests and restrictions on personal accounts, repayment of loans, trapping stray dogs, etc.) - 2.
According to the information to date, 3 issues on employment have been resolved; 3 issues on health care have been satisfied; 2 issues on social support have been positively resolved; 2 issues on public utilities and infrastructure have been partially resolved.
The deputy akims of the city held 14 receptions, 202 citizens were heard (deputy akim of the region N. Khudibaev at 4 receptions – 24 citizens; deputy akim of the region B. Shalabaev at 0 receptions – 0 citizens; deputy akim of the region J. Aimaganbetov at 10 receptions – 178 citizens).
The head of the city akim's office held 6 receptions in the 1st quarter, 13 citizens were accepted.
In addition, heads of departments, mayors of villages, rural districts and deputy mayors held 74 receptions and received 370 people. Of these, 148 citizens' questions found a positive solution.
The number of people who applied to the Reception Center of citizens of the Akimat of Zhanaozen for the 1st quarter of 2024 is 510.
In addition, law enforcement agencies (the Prosecutor's Office and the Police Department) jointly held 10 receptions for the population who addressed a collective question and heard questions from 150 citizens.
Specialists of the structural divisions of the akim's office consulted 185 citizens.
Currently, all government agencies and all organizations subordinate to them are working with the "e-statement" information system.
