On determining the amount and Procedure for providing housing assistance in the city of Zhanaozen
In accordance with the laws of the Republic of Kazakhstan "On Local Government and Self-government in the Republic of Kazakhstan" and "On Housing relations", the Zhanaozen city Maslikhat DECIDED:
1. Determine the amount and procedure for providing housing assistance in the city of Zhanaozen in accordance with Annex 1 to this decision.
2. To invalidate some decisions of the Zhanaozen city maslikhat on the list in accordance with Annex 2 to this decision.
3. This decision shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Appendix 1 to the decision
The amount and procedure of housing assistance in the city of Zhanaozen
1. Housing assistance is provided at the expense of the local budget to low-income families (citizens) (hereinafter referred to as the service recipient) living in the city of Zhanaozen, permanently registered and living in a dwelling that is owned as the only dwelling in the territory of the Republic of Kazakhstan, as well as to tenants (sub-tenants) of housing from the state housing fund and housing, rented by a local executive body in a private housing fund, for payment:
expenses for the management of the condominium facility and the maintenance of the common property of the condominium facility, including major repairs of the common property of the condominium facility;
consumption of utilities and communication services in terms of increasing the subscription fee for a phone connected to a telecommunications network;
expenses for the use of housing from the public housing fund and housing rented by a local executive body in a private housing fund.
The expenses of the service recipient accepted for the calculation of housing assistance are determined as the amount of expenses for each of the above areas.
2. The assignment of housing assistance is carried out by the state institution "Zhanaozen city Department of Employment and Social Programs" (hereinafter referred to as the service provider).
3. The total income of the service recipient is calculated by the service provider for the quarter preceding the quarter of applying for housing assistance, in accordance with the procedure determined by the Order of the Minister of Industry and Construction of the Republic of Kazakhstan "On Approval of the Rules for Providing Housing assistance" dated December 8, 2023 No. 117 (registered in the Register of State Registration of Normative Legal Acts under No. 33763) (hereinafter - Rules for the provision of housing assistance).
4. The amount of housing assistance is defined as the difference between the amount of payment for the management of the condominium facility and the maintenance of the common property of the condominium facility, including major repairs of the common property of the condominium facility, consumption of utilities and communication services in terms of increasing the subscription fee for a telephone connected to a telecommunications network, use of housing from the public housing fund and housing, rented by a local executive body in a private housing fund, within the limits of the norms and the maximum permissible level of expenses of the service recipient for these purposes.
The maximum allowable level of expenses to the total income of the service recipient is set at 3 (three) percent, as well as for single pensioners, married pensioners without children, disabled people of all groups at 1 (one) percent.
When assigning housing assistance, an area norm of at least 15 (fifteen) square meters and no more than 18 (eighteen) square meters of usable area per person is accepted, but not less than a one-room apartment or a dorm room.
5. Payment of compensation for tariff increases in subscription fees for the provision of telecommunications services to socially protected citizens is carried out in accordance with the order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated July 28, 2023 No. 295/NK "On determining the amount and approving the Rules for Compensation of tariff increases in subscription fees for the provision of telecommunications services to socially protected citizens" (it is registered in the Register of State registration of normative legal acts under No. 33200).
6. The service recipient (or his representative, by virtue of an authority based on a power of attorney, legislation, court decision or administrative act) applies for housing assistance once a quarter to the non-profit joint Stock company State Corporation Government for Citizens (hereinafter referred to as the State Corporation) or the e-Government web portal, according to The rules for providing housing assistance.
The deadline for reviewing documents and making a decision on the provision of housing assistance or a reasoned refusal response from the date of acceptance of a complete set of documents from a State Corporation or through the e-government web portal is 8 (eight) working days.
7. Housing assistance is provided upon invoices submitted by suppliers for monthly contributions for the management of the condominium facility and the maintenance of the common property of the condominium facility, including major repairs of the common property of the condominium facility according to cost estimates and utility bills.
8. The assignment of housing assistance is carried out within the limits of the funds provided in the district budget for the corresponding financial year to service recipients.
9. Payment of housing assistance to the service recipient is carried out by the service provider through second-tier banks by transferring the accrued amounts to the personal accounts of recipients of housing assistance or service providers.
