Order of the Ministry of National Economy of the Republic of Kazakhstan dated February 2, 2015 No. 70"On approval of the Rules for appointment and certification of the head of a State enterprise, as well as approval of his candidacy " and standard qualification characteristics of positions of managers, specialists and other employees of state cultural organizations" Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated July 17, 2017 No. 209 announces competition for the position of director of the state municipal state-owned enterprise "Oner" of the akimat of the city of Zhanaozen.

 

  1. Date and place of the competition:

Within ten (10) calendar days from the date of publication of the announcement of the competition in the mass media of Mangystau region, the city of Zhanaozen, the State Institution "Zhanaozen city Department of Culture and Language Development", the building "Neke sarayy".

III.  Job responsibilities:

  1. Manages the production, economic, financial and economic activities of the library, ensures the execution of decisions, safety, replenishment and effective use of the library fund contained on its balance sheet;
  2. Defines the policy, strategy of the library and the mechanism of their implementation;
  3. Concludes and terminates contracts, makes transactions with legal entities; issues orders, represents the interests of the organization in court, government agencies and organizations;
  4. Organizes the work and effective interaction of structural units, directs their activities to the development and improvement of library services;
  5. Takes measures to provide the organization with qualified personnel, rational use and development of their professional knowledge and experience, creation of safe and favorable working conditions for life and health, formation of a favorable psychological atmosphere in the team;
  6. Ensures the development, conclusion and implementation of a collective agreement, observance of labor discipline, promotes the development of labor motivation, initiative and activity of employees;
  7. Resolves issues related to the activities of the library, entrusts the management of certain areas of activity to deputy directors, heads of structural divisions.

 

  1. Qualification requirements:

Education:

Higher (or postgraduate) education in one of the areas of training: pedagogical sciences (in humanities, languages and literature) and/or arts and humanities (humanities, languages and literature) and/or social sciences, journalism and information and/or engineering, processing and construction industries (architecture construction, mechanical engineering) and/or business, management and law and/or information and communication technologies and/or services (tourism, cultural and leisure activities);

Work experience:

at least 3 years in the field of culture or in senior positions in the specialty, or at least 5 years for persons enrolled in the Presidential Youth Personnel Reserve, or at least 2 years in the field of culture or in senior positions for persons who have completed postgraduate education programs in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Working Body, and for persons with an academic degree in one of the areas of training: pedagogical sciences (in humanitarian subjects, languages and literature) and/or arts and humanities (humanities, languages and literature) and/or social sciences, journalism and information and/or engineering, manufacturing and construction industries (architecture, construction, mechanical engineering) and/or business, management and law and/or information and communication technologies and/or services (tourism, cultural and leisure activities).

 

  1. Requirements for the participants of the competition:

Knowledge of the Constitution of the Republic of Kazakhstan, the Budget Code of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "On Copyright and related Rights", "On Culture", "On State Property", "On Combating Corruption", "On public procurement" and regulatory legal acts regulating relations in the activities of the institution.

  1. The person applying for participation in the competition, within the period specified in the announcement of the competition, submits the following documents:

1) application for participation in the competition;

2) resume in the state and Russian languages;

3) autobiography in any form;

4) copies of educational documents;

5) a copy of the employment record (if any) or an employment contract or copies of orders for employment from the last place of work and termination of the employment contract;

6) certificate of health status in the form approved by the Order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 "on approval of forms of primary medical documentation of healthcare organizations" (registered in the Register of State Registration of regulatory legal Acts No. 6697).

The participant of the competition can provide additional information regarding his education, work experience, level of professional training (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, as well as recommendations from the management of the previous place of work, etc.).

VIII. The following persons are not accepted for the competition :

1) under the age of eighteen;

2) previously committed corruption crimes;

3) having an outstanding or unremitted criminal record in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4) other conditions provided for by the legislation of the Republic of Kazakhstan.
